I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Madam Clerk, please call the roll. Kathy Wilken, here. Kathy Altensey, here. Ted Odendahl, here. Alvin McIlwain, Patrick Sellers, here. We have a quorum. We have a quorum. The first ordinance is the approval of the minutes for the September 8, 2026 meeting. I need a motion to the second, please. I'll still move. Second. I'm younger and I have better insurance. At the minutes, if you haven't done so already. Any questions on the minutes, trustees? Seeing that there are none. All in favor? Aye. Any opposed? Motion carries. The next minute is approved of bills payable. I need a motion in a second, please. I'll move. Second. Please take a look at the bills payable. All, all of them. That'll be a quick one. Wow. Let me take some time to ponder. Any questions on bills payable trustees? There she is. Seeing that there are none. Madam Clerk, please follow the roll. Aldensey. Aye. Odendahl. Aye. Wilken. Aye. Sellers. Aye. Motion passed. Motion passed. Access. The next one is the discussion and approval of service provider agreement with NICA to administer the senior property assistance pilot program. I need a motion in a second, please, in order to have discussion. So move to discuss. Second. Okay. This program, guys, is a seven-month private program we're going to do for some of our senior residents, and we're starting in the third, fifth, and seventh wars because because we want to keep the program, you know, kind of small until we can work out all the kinks, okay? You said the 3rd and 7th? The 5th, 3rd and 7th Ward. Oh, 5th, 3rd, okay. We want to keep it small. We'll start with 20 seniors right now to keep the program kind of small to work out all the kinks and all that stuff. What it entails is seniors will have leaf blowing and services provided for them, Snow removal, ice removal, and in the spring they'll have their yards and stuff raked and get prepared for summer and with some mowing in the springtime. I would like to get a good grasp on the program before, well, not the program, get an understanding over these next seven months on how everything is going to work, how it's going to flow before I come to the board and ask, says, hey, can we extend it? So before any of that, this is just a pilot that we want to do for seven months. Give me your questions. I thought the program was a great idea. So we're not going to, in this program, we're probably not going to have much of any mowing because of the time. Right. They're going to be blowing leaves to the street for pickup and getting prepared for the snow and the ice. and all that stuff. And hopefully the snow doesn't fall before they can get the leaves picked up. Yeah, we don't control that one. I know. So, I would be interested in how, and I haven't thought about this myself, but in terms of how have you thought in terms of evaluating it, what do, you know, to see about taking it bigger? Were we going to look at it to say what may need to be changed, how successful it was, and all those kinds of things? NIACA is going to report back to us everything that's going on. We're going to also start looking at having a waiting list for potentially next year. So I'm going to gauge how the program is going to go based off of how many people want to sign up for in the spring, and then we'll take it from there. If we have a good number saying, hey, we want this program to continue, then we will look at continuing the program at that point in time. That sounds good. Because I don't think it would be wise of us to try and jump out and do a massive program citywide right now without having all our kinks worked out. Because we are working with NICA on this, and we're going to have two organizations that are going to be collaborating on this. So, I want to get that all worked out before we expand the program. Does NICA have, is it income driven as to who's accepted? If you look at the program, if a senior is part of the senior freeze exemption, then that would pretty much make them eligible because that's income. So that's what we're based on. Now, this is not for landlords' rental property. No. This is for homeowners. Our seniors who, I really don't want them out trying to shovel snow or rake leaves or trying to chip ice off of their sidewalks. I really don't want that. So if we can help, I think that would be good. Yes? It doesn't necessarily make any difference to us, but do you know, is NICA planning on doing this with employee staff or contract? I'm sure they're probably going to maybe contract it out. Yeah, I'm sure that's what they're going to do. I want to make sure that we have someone who's going to do it, someone who's going to be reliable. And so that's where our mind is because the last thing we want is for seniors to be calling us and calling out to say, wait, the person didn't show up and didn't move our snow. Now my husband is out, he's 80 years old trying to shovel the snow. We don't want that. So we got to make sure we have reliable people doing it. So I was thinking it might be useful at the end of the program to get some feedback from the seniors. Absolutely. Absolutely, absolutely, so what we'll have in place is toward the probably maybe like a month or a half a month before the program comes to an end, we send information to the seniors, have them fill it out and send it back to us, or we take time and go to each one of them and have them give us their written feedback, and then we bring it back to the board, and then we'll look at the feedback, and then we'll take it from there. What do you guys think? I think it's as much needed and a good idea to see if it can make it work. Okay. All right. Well, Madam Clerk, I guess please call the roll. Aldensey. Aye. Odendahl. Aye. Wilkins. Aye. Sellers. Aye. Okay. Motion passed. Motion passes. The next item is the supervisor's report, and I have some information to hand out. I have our latest, our third disbursement, one, two, and you need one, Mike's basket, okay, and then, uh oh, Kelvin needs one, two, can you put that on Kelvin's, uh, I'm also going to hand out our expenditure to budget report to let you guys know how we are coming along with, with our budget for this year. You need one of those too, Maida? No, I don't. Okay, Barb, you need that one, I need one for Mike, I can't make it. Did you give me two? Yeah. You're going to give me one. I gave you one. You put one for Kelvin, right? Yeah. Okay. Excellent. I didn't think Looney Tunes was honestly in the day. Funny. Funny. Good. You guys take a look, everything. And trustees, as you guys probably have already can already tell our elevator is still out. Yes, it is. I did the steps again. Yeah. We've been reaching out to the building manager and they told us, what, six to eight weeks, that was how many weeks ago, two weeks ago, to get a motor for the elevator. But in the very beginning. But in the very beginning, they gave you a timeline, and that's passed, right? Yes. Okay. Yes. So, there are other things that we are also looking at as well. So, yeah. All right. Next up in the assessors. I have nothing to report. Report. But if anybody has any questions. All right. The next up in the business is trustees report. Trustees. Nothing. Okay. Next up in the business is public comments. Any public comments? Is there any other business coming for the town? Seeing that there is none, I will entertain the motion to adjourn until Monday, October 5th, 2026, at 4.30 p.m. So moved. I'll second it. Motion to adjourn. I was waiting for you, Ted. All in favor? Aye. Any opposed? Too bad. Motion to adjourn. Thank you, guys.
