Are all meetings in order? 2.0 Prayer. Do we have anybody who wants to do the prayer? I'll do it. Okay, thank you. Heavenly Father, thank you for bringing this group together tonight to talk about county business. Father, we would ask you that you bless the meeting and give us strength and wisdom to do what's best for the citizens of Stevens County. In Jesus name, Amen. All right, 3.0, approval of tonight's agenda. So I would like to remove 1.5. 1 As they had a quorum and were able to do their own claims. So do I have a motion to approve as amended? Okay, so Mr. Fricke, second, any discussion? All those in favor say aye. Aye. Motion carries, all right, 4.0, review and approval of meeting minutes from July 13th. Do I have a motion to approve? So moved. By Cindy. The second? Second. Mr. Brandt. All right, any discussions on meeting minutes? Seeing none, all those in favor say aye. Opposed? Motion carried. 5.0, Approval of claims tooling email and cash requirements and manual. Samuel, $932,998.85. Do you have a motion to approve? So moved. DeMeester, Diddens, do we have a second? Sure. Five layers. Any discussion? Seeing no, okay. All those in favor say aye. So moved. Opposed? She carried. All right, 6.0 public comment. No public comment. All right, reports to the committee. 7.1, Diamond Brothers, so Carrie and Georgia and Adrienne met today. Then I will have a meeting with her later this week. So there's nothing new to report at this time. So then 7.2 is County Administrative. Thank you. Just kind of touch on that meeting we had is kind of preliminary information for both benefits and liability renewals. We have renewal packets to go through that we've also sent out to the departments to make sure their information is correct. Numbers who this started after Apple that so um just looking at this uh for those of you that weren't at the UCCI conference uh the seminar on Tuesday was on data centers it was from the outlets at the data centers as opposed to what we've all heard and about the laws changing and stuff there was a lot of good information about um sickage is wrapping up the audit and they are are planning to present to finance and board at the September meetings. There's no scheduled upcoming land bank meeting. Integrity Financial, which is one of the companies that does some of our deferred compensation plans had a workshop for employees here on July 29th. There was a pretty good turnout here. They were happy with it. They'll start folding those bi-annually here. We talked with Travis and apparently the day that they were here was one of the day of the big murder trials that was going on over at the courthouse. So they are coming and setting up in the courthouse tomorrow and having a meeting a little lunch hour for employees that couldn't attend that wanted to attend here. So that was good. Mapper Health, which you've heard us all and I'll talk about RXMAPPER when we approved that through the renewal process last year has combined with, I can't remember what she said they called it, but they now call it MAPPER Health, so there's additional services with genetic testing and other data that is now offered through what we approved that employees can opt into and pay for with their HSAs or chew their own, there's no additional costs. To the county but it's expanded the services that are offered so it's kind of exciting if we rolled out the information and heard some positive feedback that we had it offered through the county as opposed to having them having to do it themselves. Animal control is moved into the new facility, gotta get with Kristen to make sure everything I apologize I missed most of the meetings last week, but playing catch-up had to get the kid off to college, so thank you for that. That's all I have. Any questions for Adam? During the data center presentation, did they address electricity costs and water usage at all? Yes, but they didn't really, they talked about how they worked with local, like wherever they are setting up. They tried to define what the best system would be, but it was a closed loop system and just fill up once kind of thing and then refresh it or it was a continuous flow thing for the water. Then they also talked about different types of electricity sources. We didn't really talk about rates. Yeah, it was more like how they would source it. I don't believe I've gotten the PowerPoint. Yeah, but if I do, I'll send it to you. I see that. I was just saying, you guys, they didn't say that. Okay. And I was going to ask that same question too, you know, there's been so much out there about that and stuff like that. I look at this as just one side of the story. Everything had three sides, you know, you got to figure out, you got to figure out what the third side of it. What's the possibility of, and I think it should come from the city, but right now I'm not talking as in the city, as we as a county We're going to be holding some type of town hall meeting to discuss data sets. Because the president, we're going to have to address, I mean, it's going to happen. I mean, I'm just, that's just my opinion, because it's very, because like I said, you know, two major issues that we're bringing up, talking about the electrical cost and water. And in there, it broke us down. Now, I look at this, they were just more or less trying to sell you to go with the data set. That's the first time I heard that perspective. I kept reading this, reading it, and I did notice that the city of Aurora, just last month, they claimed it was a once-in-a-lifetime ordinance that they passed concerning data sets. And I didn't look it up in that sense, but I just think that it's something that for business we're going to have to address. And I will also, too, we didn't follow through with the strategic plan where we want to go. And I think if we hadn't, we probably couldn't have addressed this issue. I was going to say, I don't know stuff on Ms. Williams' tones, but I know she has something something coming out of P&D that would be going to the board or maybe Mr. Frickel, I know she wants to update the land use. Well, we are looking at, I'm sure we're getting way off subject here. I, that's okay. I mean, that's all. Okay. We are coming forward, hopefully, with just a six month moratorium on data centers at this point so that we can come up with zoning ordinance to deal with those plans. So we're looking at that, and that plan is also expandable for a longer period of time if we have to do that. And that's where we're at right now, just to make sure that we have something, as you're saying, ahead of game before they start, because I've already mentioned to many of you that we personally have already had inquiries on some of our land about sourcing it as a data center source because we have a huge power line that runs through one of the farms. And so that makes it more so. It's not like we're the only one. They're out there already, but they already know that even if they started now with making you an offer for these property, that's 10 years down the road. That's not going to happen tomorrow because they know the process is taking, but we are, we are trying to be forward-thinking about this work in heart and get that done and work with attorneys to make sure we have it which for us. I know City of Royal had put in the moratorium too for Lawfer and, you know, for them to look at, you know, just some different issues and stuff like that. I didn't mean to. All right, so any more questions for Georgia? All right, moving on to 7.3, Finance Director. Just to address the revenue and expense budget comparison report, you'll notice that the The revenues are up because the that the revenues are up because the treasurer did the first tax distribution. So you can see some of those funds where the tax dollars hit, that those percentages are not looking like they should. There's really nothing else that kind of sticks out unless anyone has any questions about that. Okay, as the administrator mentioned, the audit is wrapping up. I just got another set of questions this morning. Kind of the final wrap up questions. Some of them we had already answered and then there were new questions for the nursing center specifically. So hopefully John with Serenity will get back to them as soon as possible. So they can, they need to start their process with approval within Sickish. And that takes about two to three weeks. So we want to make sure that we stay on schedules so they can be here in September. And that's all I have, otherwise it's just budgets. Any questions for Adrienne on those topics? All right, 7.4, the treasurer's report, her report is attached. She is attending a conference this week. So if you have any questions, you can reach out to her and when she returns, she can get with you to answer those. 8.0 Is old business. So 9.0 is new business. 9.1, Approval of surplus properties. In her previous email, it talks about the resolutions are going back to the original owners. And it's right here. If anybody has any, wants to blanks Adam or anything before we make a good approval or anything. So with that, do I have a motion to approve? By Mr. Larry and then by Steve by second. All right, any discussion on the surplus properties? This is a great one because it's going back to owners. All right, all those in favor say aye. Aye. Both? Okay, motion can be moved. There's the claims too. All right, 9.2, review and approval of proposed FY26 budget. We can start with the state's attorney that is in the general fund, so you'll only see the expense side. The only changes really that happened were the 3.5% COLA increases that were outlined in the budget policy, and then the state dictates what the rate of pay is for the state's attorney themselves. So you can see, it was an increase strictly from the salaries of 3.30. So I would recommend approval of this budget. I would ask that we send this budget back to the committee after some discussion at administration. I believe we need to do a little work on looking at the cost of the equipment for backup storage and data storage. Mr. Louie was really concerned about that and that's not included anywhere in here. It's going to be somewhere between 10 and $12,000 just for this department. And I think we need to make sure that the committee addresses that issue before we present this question. So I would move that be sent back to Cooley. Oh, I did discuss that with Mr. Larson. And he said they weren't going to buy any storage. They would start putting them on a hard drive and just keep them at the courthouse. But it was in the back, so that has been addressed. But it's up to the committee. But I think that the concern is, is that if that's backup data and it's stored at the courthouse, what if something happens and now we don't have a backup anywhere? I don't think we have a backup now with the paper. Right, and that's why we need it. It wasn't a concern, you know, with the paper, but I see it on the side of that and stuff. Well, I think the concern, it's not so much the concern. It's a concern that we have a backup, but it's also the concern that as we keep digitizing the records that need to be kept there, each department should be taken care of their own backup services. And right now the circuit clerk is doing the largest share of that and I feel that from the perspective of actual budgeting and transparency, it ought to be showing up in this department's funding. But I need a second people to sell something down. All those in favor of sending it back to the committee? All in favor say aye. Opposed? Aye. Point of clarification, this has got to go back to the department and not just back to to the committee who wants to get in September where the committee, maybe you would talk to Carl about this, read from before that, certain, I don't want it to get laid over to October before any action is taken. So there's a remedy that we're looking for. It'd be nice to have it presented to committee in September. There, we'll probably have to talk to all three of the state's attorney, judges, and the public defender because they're all judges because they have work and they need to keep videos, all kinds of things that need to be saved. But I'll talk to Mr. Morrison, I'll start there and we'll go from there. Thanks. We're all paper files then, are they still in the courthouse? As far as I know, they're still in the courthouse. That's what Mr. Orson said. So if we have a fire now, we'd just burn all the records up anyway. I mean, it's not the best thing in the world to keep them at the courthouse, but that's what they've been doing forever. I believe, I don't want to misspeak, but I believe the state's choice office is still in the house paper. I believe every other office that's been digitized, I think the state's attorney's office went through and digitized everything now. I don't know where that was. I think that's the one courtroom, I believe. Well, I think it's loud. The concern was with Mr. Larson was that they want $5,000 the first year to keep the records, the digital records. And then the next year, we're going to want another $5,000. So for the next 20 years, it's going to cost at least $5,000 a year. And then after 20 years, you can take off the first five and add another five. So you talk a couple of hundred thousand dollars, so I don't know what else we're going to do but that was Mr. Larson's concern, that's why he just decided he was going to just keep him out for now, but I will definitely talk to Karl again soon. Well the IT manager, he was discussing that very thing and he explained that these little toasters that he stores all this data on, that right now they're playing catch up and they're trying to get all of this stuff on there now. But once they get a system, it won't be doubling every year. It shouldn't be doubling every year. Just because they have it, now they're just adding the daily workflow or the weekly workflow. Yeah, I mean, Nate doesn't think that's going to be the case, but he said with this last storage device that should pull them off for a couple of years. This isn't a 2027 problem right now. It's coming. It's not an issue issue now or next year, maybe just asking for a working five-year plan. So it's really not going to impact this budget. Okay. We move on to probation. There were coal increases for the non-union employees and then all of these increases were dictated by the chief judge. So those cold increases are included. The salaries are reimbursed by the state. That does not mean that it's a hundred percent reimbursed. I just want to reiterate that the associated costs with FICA and IMRF are not covered and the county needs to cover that. There is one large jump right here. Bulletproof vests, I guess they expire every five years and so they have to get a whole new set and a whole professor for 12 employees, I believe. For all the probation officer home visits. So you'll see a large. So you'll see a large chunk of 400% in that line, but the overall increase is 5.33% in the probation budget. So I would recommend approval of this. Okay, do I have a motion to approve? So moved. Mr. DeMester, seconded by Cindy. All right, any discussion on probation? All right, seeing none, all those in the call, say aye. Aye. Opposed? Motion carries. And I moved down to the circuit clerk. The circuit clerk salary was dictated by the resolution. You'll see that right there. And then the non-union employees are 3.5%. And then for the union contract, there's a dollar increase for those employees. So overall, the actual budget did go down. She was able to adjust other expenses. So I recommend approval of this budget. So motion to approve? I motion to approve. Mr. Diddens, do I have a second? Thank you. Mr. Murray, any discussion? The budget went down. All in favor say aye. Opposed? Motion carried. Okay, we move down to judicial and you kind of have to look at judicial and court ordered expense kind of together. Kind of together. So the judge requested that these two lines be removed, deactivated. So the dollars that were included in those lines are being moved into continuing education, which is in the 805 budget. So it ended up adding $700 to that budget. So I would recommend approval of the 805 budget. Okay, we have a question to approve. So moved. Mr. Diddens, do I have a second? By Cindy. Any discussion? Seeing none, all those in favor say aye. Opposed? Motion carries. Okay, so 806, court-ordered expense. This budget went down by $250 and 805 went up. So they are actually the same as last year, so I've broken the rule. I guess they didn't, do I have a second? Very good. Bye Mr. Fricke. Any discussion? All right, seeing none, all those in favor say aye. Say aye. Both. Motion carries. I support you. Thank you very much. Okay, 807 Jury Commission. Commission. There is a small $500 increase because of postage. So overall, the increase is 0.72% of the approval. Mr. Brandt, DeMeester, Fricke, Hayes, Cindy, any discussion? Seeing none, all those in favor say aye. Okay, there's some queries. Moving down to 808 Law Library, there was a significant increase in this budget. There's only one line in it, increased 22%. The judge talked about this a little bit. This basically covers Westlaw, which is their law library, their research services. And then Mr. Larson referred to it as, If you'd ask the police officer not to use his squat car, so that's how important these research services are to the lawyers who use them. And with new AI capabilities, the cost is increasing. Yeah, they said it's just phenomenal how this thing works and it's well worth all three judges, the state's attorney and the public defender audience to make the motions approved. Do we have the students doing the second? Sure. Larry, any discussion? There are library fees that go into the general fund, but it does not completely cover the expense. Question, are there multiple services? If I had to check, is this the only game in town? I was going to say, last year they discussed that, and Carl pretty much made an argument that this was the one that they got all. It sounds like this software has been embedded now with AI and that's pretty amazing stuff where they get it in there. Carl said there would be a big disadvantage. That probably do a lot of searching, what we can make searches and make summaries, maybe even, yeah, so it's probably more than I can, I know it's not what we want to be doing, probably more of it, since I got that AI. Any more discussion? All those in favor say aye. Moving on to County Clerk and Reporter, the County Clerk's salary is passed by resolution and then all of the deputies, you can see the increase is 3.5%. So overall the budget increased by 3.59, IT equivalent contracts and do you recall what but that jump was, do you recall Mr. Jogerst? I think it was just a jump, I think, it's a 10% jump and all that stuff is going on. That's what the software went into. I'll be on to election expense, 904, there's an increase in rent, but this polling place Accessibility Grant, so that is not available in 2027, so that decreased the budget by quite a bit. So overall, minus 10.56 percent, so we're at one table. Okay, do I have a motion to approve? I do approve. Mr. Brandt, do I have a second? If I see any discussion. Seema, almost never say hi. Hi. Motion carried. Under County Treasurer 906, the county treasurer's salary was passed by resolution. And then there are increases for the deputies and payroll manager. So overall, 3.66% increase. There is a small increase in mileage and she did go into that a little bit. Because of U. S. Bank closing their branch downstairs in this building, they will have to travel to make daily deposits. And so she is increasing her auto mileage because they use their personal vehicles to make daily deposits. The advertising and publishing also went up. Just because it's a requirement, they have to do it, it's by law, so yeah, so I would recommend for both. Okay, do I have a motion to approve? Sure. Second by Larry. Any discussion? Seeing none, all those in favor say aye. All those opposed? Those who are curious? To 909, Supervisor of Assessments. The department head salary was per contract, then she included some, Nicole increases 3.5% for the employees that work in the office. There is a postage increase and advertising, publishing, and then the other increases are by contract for the tax software. For the tax software that is used by the County Clerk, the Assessment Office, and the Treasurer's Office. I would recommend approval. Do I have a motion to approve? Mr. Fricke, do I have a second? DeMeester, Diddens. Any discussion? No. All those in favor say aye. Opposed? Motion carries. On to border review, 910. The only increase here is 3.5% for border home. The border review members are stipend. Any discussion? All those in favor say aye. Opposed? Motion carries. On to probation service fees. So all of the expenses in this fund are dictated by the AOIC. CoC, CoC, they're sitting on quite a bit of cash and we have $439,000 after the expenses in 2007. So I'd recommend all. All right. Do we have a second? Mr. Fricke, we have a second. Mr. Diddens, any discussion on this one? Seeing none. All those in favor say aye. Opposed? Mr. Diddens, any discussion on this one? Seeing none, all those in favor say aye. Opposed? She agrees. Okay, on to document storage. This is a phone call from the Circuit Clerk's Office. So the document storage fees are collected at the court level. The technology grant, she does not know how much she will receive. She just put $50,000 in there. So whatever comes in will go out. So that's kind of a wash. And then any other expenses that they have. So there's a surplus of $51,500. So I was right on that approval. All right, motion to approve. Motion to approve. DeMeester, Diddens, did I have a second? By Cindy, any discussion? All right, all those in favor say aye. That's a aye. Both? Motion carries. On to Mechanical Document Storage. This is a fund held by the County Clerk. And these fees are by recording fees, transfers of property, that type of thing. So it's a self-sustaining no tax dollars to fund this. So there's a $1,000 surplus with this budget, I would recommend approval. All right, motion moved. Sure. Larry, you have your second. Mr. Stevens, any discussion? All right, all those in favor say aye. All those opposed? Motion carries. Any questions? Just a different kind of question. So if you look back to 2025, there was 22,580, over revenues of over expenses. Where's that money at? Where do those dollars sit? They sit in the fund. So cash carry forward, she could put them into cash carry forward to show that there is an ongoing balance in that fund, but usually our auditors have instructed us that you can or cannot. It's basically, if you need to account for that cash in the bank to balance the next year's budget. So like probation puts everything in there, everything that's in the bank account. The county clerk just chooses not to because she doesn't need to, to balance what she's presenting. But it should, but then let's see, that's 25. So then there's really a net of say almost $40,000 That's in the trust report, if you want to, you'd be able to see how much is in there. So Fund 24. Sorry, that's really small. So there's $242,000 in there. Okay, moving on to court automation. This is another court fee funded fund. So $62,000 and revenues 39,000 and expenses with surplus of 23,000. So I have the recommendation as well. All right, do we have a motion to approve? Sure. Do I have any discussion on this? Seeing none, all those in favor say aye. Well, the motion carries. Okay, youth diversion. These program fees also come from court fees. We anticipate around $7,200 coming in next year and then just the way the budget, the calendar year of the budget, and then the funds are usually disbursed around April, so there is a little bit of cash for every year. So, obviously for the diversion bill you can only spend what you have in the bank account. So they've been at an amount of $10,000 there at this point with a surplus of $3,000 to carry over to $28,000. So I would recommend approval. There's a motion to approve. Mr. Brandt, then a second. Cindy, any discussion? We have one question. With the teen court coordinator, is there any plans for that or what? I have not heard any. Okay. Any additional questions? All right. All those in favor say aye. Opposed? Motion carried. Okay. Moving on to GIS 142. So what was presented at that meeting, at the administration meeting last Wednesday, was not what was actually on Teams. There was a bit of a miscommunication there. I don't know what happened. So what was approved was a transfer from the general fund. I am hoping to get that changed and include the cash credit forward, because as you can see, there's $327,000 sitting in the GIS fund. My hope is that with standalone funds like this, the department head takes care of the revenues and the expenses to balance what is presented. So here are the changes that I suggest. So there was questioning about the recording fees. I did put those in there because there was nothing in the team's spreadsheet. So that needs to be changed. We can put it at 200,000. I have no problem with that. I don't know the inner workings and Jasmine and Angie might know that better. So I'm fine with putting 200,000. There's also going to be a lot of interest income. The treasurer's great about investing, especially with GIS funds. So anticipate at least at the very least 9,000 coming in from interest income. And then anything that we need to balance that budget can be put into the cash carry forward line. So my suggestions are in orange in the budget notes. If everybody's okay with that, I will go ahead and put those numbers in and then the fund will be balanced. Does anybody have any questions about all of that? Do we still need that transfer from the general fund? We do not. Okay. So that was. Okay. So that would be removed. Okay. There's more than enough money to cover anything. Any short just. Do I have a motion to approve? You can approve as amended or adjusted. Okay. Okay, just a second. Any discussion? All those in favor, say aye. Opposed? She carries. Is everybody able to see that budget on their device? Okay, so I'm just going to go off. So this is a fee-driven budget. It's self-sustaining. I can't remember the numbers right off the end, but I do know that it is balanced with a small surplus. $300. Seed cooperating, so I've corrected and improved all the treasure information measures as well. Do you want to come see it before we do anything? Just a second? Mr. Brandt, do I have a second? Any discussion? All in favor say aye. Motion carries. Can I ask another question? Sure. And related to the budget. Adrian, the public defender, he gets $50,000 in youth from the state. From the state if you want to spend in what he wants to. Yes. And he's intends to ask for an extra 2%, for his employees. And if we reject that, he decides to take part of a 50,000 and give his employees a 2%. First off, can you do that? Um, those expenses have been coming out of that fund. He has been, um, he has been, I know I'm going to put a word that's paying bonuses, stipends out of that fund already. So if he gives him a 2% increase, does that affect the IMRF and social security and that all those funds are coming out of that fund? So no, that is not the case. So what he is, how that works is they're treated as vendors and so those funds are taken out without any IMRF or FICA or anything like that. So if he takes on an additional 2%, that would be a cost that would come from the county. The additional IMRF and social security costs would have to come from the county. If he keeps doing what he has been doing and does a stipend, let's say, that's not the case. He takes care of all of it. And if, let's just say he decided he wanted to do that, so we would have to, it would affect the IMRF. Yes. Because there's nothing we can do about it, couldn't, he could do it one or two and there's nothing us as an accounting board to do. Well, you can reject taking those or increasing their salary line items that he pays them from and just do what was in the budget policy. If you approve to increase their rate of pay, that would cost the county from now on. But if you reject that, he can find another way. Thank you. I appreciate it. All right. We didn't quite have an adjournment. Before you adjourn, what's the plan for several dollar requests? So right now I do have a compiled sheet. There is about $1.8 million in requests at this time with only about $800,000 worth of funding. We are still, I'm still kind of working through the numbers as far as how much we're going to be able to give to the capital fund and by we I mean the general fund, just with other unanticipated expenses that are coming in 2027 with the new tax sale law. So at this point, I hope that committees do prioritize their supplementals that are going to come forward next month, that's written in the budget policy, put a number on them. First request, second request, third request, whatever is most important needs to be at the top of the list because there are not enough funds to give everybody what they want. There are a couple that I'm not sure will still be there. They're really some small requests from the coroner's office. So I'm going to have a discussion with him just about if those really need to be supplemental requests or not. But other than that, there's a lot that's going to come forward. So the majority- If you kind of want me to show you the list now and kind of get an idea of where we stand, we can do that. That's true. Sure. Of course, can you see this? Okay. So this is for a backboard. And as you can see, the projected cost is $450. So the coroner's office is funded by public safety, the public safety fund, they're given a yearly payment from the public safety fund to the coroner's office to run the office. So that request that the coroner has made is is 22% larger than it was last year. So I'm hoping that those, these small expenses, the $450 can possibly be covered by the large increase that he asked for from public safety. And that's what I need to talk to you about. So you can see this one is for backboard These are the boots. The boots are $1,900. So just to give you an idea, the transfer last month or last year was $166,000. This year he's asking for $212,000, I believe. So it's quite a job. Sorry, I'd like to show you this all in my handy-dandy spreadsheet. And then yes, this is the, the thing. That's the major one. Yeah, the 6,500. Major one. Any one. Yeah. So that's coming forward. And then the stretcher, which I know is needed as well. That's $1,200. Part of the problem with corner too is some of these expenses shouldn't have spread over two fiscal years with the previous corner developed. And I was going to mention that too, yeah, yeah. EMA is asking for a vehicle. So this is for Mr. Townsend and then Mr. Townsend's current truck would go to Robin. Robin. And Robin. So he originally thought that he could pay for this out of the EMA funds. He and I met last week and discussed the numbers again and he realized that he cannot pay for it out of C&P funds. So he is leaving it in as a supplemental request at this time. The The highway department is asking for a chip spreader, which is 400,000. The road improvements has been a standing request and we've been open that one. It's a million dollars. It's been asked since I've been here. Public defender is asking for gym memberships and that is around 1600. The sheriff is asking for benches, for one and four, 67,000 for those and then the sheriff Fricke is also asking for five squads for $513,000. So that's all we have right now. That's all. Probably a good fiscal process to remember that we can say, no, don't have to just prioritize and just say, I know. Are the benches in bad shape that we need on benches? I said I don't know. Did you say they were in bad shape, Brian? Yeah. Because they've been there since the building came. I know one of them that's out there. But I don't remember what courtroom. When's the last time the sheriff got new squads? Last year. Not this year. Oh, but this year. I know one of them that's out there, but I don't remember what quarter they were. When's the last time you served with the new squads? Last year. Last year, yeah. Should I use you? No, this year. Oh, this year. Yeah, this year. This is our three that was just approved out of your committee last week for five? Three. Yeah, he asked for five and that's three. What else have they helped me to improve? Luxury vehicles for employees to take home every year. There's a lot of other vehicles out there that could be used. I don't think we've ever missed a call because somebody didn't have Tahoe. Yeah. The only personnel request I've received at this time is the public defender. Mr. Diddens said he's asking for an additional 2% for his support staff. And if I can just real quick on the public defender, he does get a statement from the state of Illinois that they have zero say on how those funds are disbursed, but keep that in mind when they ask if you're a chairman of that for ships. And I did actually, it's not a part of the budget, but it's in this report that you do receive, I just added that this month, so he gets, it's kind of an incorrect depiction of what's actually happening, but you can see the total Could you explain to me again? I mean, he didn't explain it to me. He didn't be able to use the money that he had set aside to get this vehicle. Oh, okay. Could you explain that again? Okay, so, right here, you can see that his fund has $75,000, let's just say. Okay, so he is going to get an additional, he, much like the coroner, he gets an allocation for public safety as well. So that's $82,800 that he's getting. And he has not taken that money yet. Okay. So that's coming in. An additional $22,400 is coming from his grant. So he'll have $180,000, let's just say, in the bank at the end of the year. However, he is going to be incurring another $70,000 in expenses from August to December. That was his estimate. So that takes it down to 110,000. So if you look in, or if you can't look at it right now. So he is using, so out of that 110,000 that he will have at the very end of the year, he is using 65,000 of that to balance his budget as cash carried forward for 2027. So if you take 65,000 from that. He's got 45,000. So that would basically wipe out his fund. So I told him that there are a couple of different options that he could resubmit the supplemental request and make it a little bit more attractive by saying, you know, my fund can pay for half. He said, I don't advise you wiping out your entire fund for a vehicle or just keep the request as is. So he and I, he said he was going to work on that. He and I are going to meet again this week and kind of go over those obvious See what he's done. Yeah. Cause that's one, that one, that wasn't even the way he explained it at the committee. Right. Of course they had one, one member that was against it. But now that you're telling me that, yeah. Okay. Let's take 65,000 cash carry forward and balance his 2027 budget. And that leaves him 43,000. To me, he needs to hang on to those funds for the 2028 budget. Things aren't going to get less expensive than 28. He's already $20,000 in the hole for what he's using for 27. Oh, you were there. You were alive. He's playing it. So, yeah, I mean, so three quarter ton gas pickup truck. They, they want to haul all the heavy equipment that they have, which is all fine, but it's going to become a daily driver as well. And that's where I have an issue with it because you've got to go out to where the equipment is stored to pick it up. So why do you need a three-quarter ton pickup to drive around to work every day for two part-time positions, two trucks? I'd put a comment on that too, if I could, because I don't know why we need a quad cab for all one person to hold. I don't know why we need to have the level of, if you go with the tradesman that Dodge makes, three quarter ton, way less money than what this is talking about. We're talking about, just because, I don't know why we need a Hemi, that's just a type of engine component is all that is. There are other engines that Dodge makes too, or there's other companies, but to make it a daily driver and then make it again, a quad cab, three quarter ton truck. And again, if you go back out there, and I've talked about this before in the past, they complain about the weight of that generator on the trailer. Well, somebody would use their brain and move the generator back two feet on the trailer, they wouldn't have the problem they had. All it takes is a little common sense sometimes. Oh, and how often does the generator get used? Exactly. It's used one time. I'm not saying you shouldn't have a truck to haul the things. My issue is driving it every day for is driving it every day from his house to the highway department home every day to use it maybe one time for the use it was designed for. That's, and I don't, when I first got on the board, you were on the board, you were on the board with one EMA person, they had a part-time assistant. Again, I'm not suggesting that they're not doing what they're supposed to be doing, but it's building up for 20 hours a week. And it's great that Gallup, I think it's fantastic that daily driver to part-time individuals. I don't know. Any more? I have a question, a supplemental request that's partially funded, how do we hold that fund until next year, put additional supplemental funds with, can that be done? So, are you talking about the road improvements? Road Improvements, Chips, Browder. Okay. Yeah, so it can be partially funded in one year and then if there are more funds available or you want to hold the money in the account until the following year? Yes. That's not major, I understand. Yes and yes. That is possible. That's what we're doing with the ITF grades right now. So, $100,000 in IT upgrades were approved last year and Nate only used $40,000. So there are $60,000 that is sitting in the bank account that we're carrying over. So he's not coming back with an additional supplemental request, he's just going to expend those $60,000 as the emergencies come up in 2027. So that is possible, yes. It can also be undone in the next budget cycle. It's not permanent. It doesn't hold it. It can't be touched. You can undo it. Does he have the option to take out a loan? The county can obtain debt for a maximum of two years, and that takes board action to do. Any additional questions? Seeing none, do I have a motion to adjourn? Larry, in second, if I didn't, any discussion? All right, all those in favor say aye. Both. Mr. Chairman, please. Should I read?
