All right, all meetings in order, 2.0 prayer, do we have anybody else to do the prayer? I'll do it. Okay, thank you. Heavenly Father, thank you for bringing this group together tonight to talk about the county business. Father, we would ask you that you bless the meeting and give us strength and wisdom to do what's best for the citizens of Stevens County. In Jesus' name, amen. All right. 3.0, approval of tonight's agenda. So I would like to remove one point or 5.1 as they had a quorum and were able to do their own claims. So do I have a motion to approve as amended? I do approve, ma'am. Okay. So I'm going to second, buddy. Any discussion? All those members say aye. Aye. motion carries. All right, 4.0 review and approval of meeting minutes from July 13th. Do I have a motion to approve? Aye, Sandy. Aye, second. Aye, Mr. Brandt. All right, any discussions on meeting minutes? Seeing none, all those in favor say aye. Yes. Opposed? Motion carried. 5.0, Approval of Claims Toll and Email the Cash Requirements and Manual $932,998.85. Do we have a motion to approve? So moved. Mr. Deans, do we have a second? Sure. Any discussion? Seeing all of, okay, all is there is that, so both, she carried, all right, 6.0 public comment, no public comment, all right, reports to the committee, 7.1 Diamond Brothers, so Carrie and Georgia and Adrienne met today, then I will have a meeting with her later this week, so there's nothing new to report at this time, so then 7.2 is County Administrative. Just to kind of touch on that meeting we had as kind of preliminary information for both benefits and liability renewals. We have renewal packets to go through that we've also sent out to the departments to make sure their information is correct, numbers, and it's started after that. out. So just looking at this, for those of you that weren't at the UCCI conference, the seminar on Tuesday was on data centers. It was from the outlet for the data centers as opposed to what we've all heard and about the laws changing and stuff. So there was a lot of good information about that. Sickage is wrapping up the audit. They are planning to present to finance and the board at the September meeting. meetings. There's no scheduled upcoming land bank meeting. Integrity Financial, which is one of the companies that does some of our deferred compensation plans, had a workshop for employees here on July 29th. There's a pretty good turnout here. They were happy with it. They'll start holding those biannually here. We talked with Travis and apparently the day that they were here was one of the day of the big murder trials that was going on over at the courthouse so they are coming and setting up in the courthouse tomorrow and needing a little lunch hour for employees that couldn't attend that wanted to attend here so that was good. Mapper Health, which you've heard us all talk about, RxMapper, when we approved that through the three-year-old process last year, has combined with what she said they called it, they now call it Mapper Health. So there's additional services with genetic testing and other data that is now offered through what we approved that employees can opt into and pay for with their HSAs or through their own. There's no additional cost to the county, but it's expanded the services that are offered. So it's kind of exciting. We rolled out the information and heard some positive feedback that we had offered through the county as opposed to having them having to do it themselves. else. Animal control is moved into the new facility. Got to get with Kristen to make sure everything is squared away and then we'll probably plan on, well, we will plan a formal ribbon cutting and have that out the house. So, see that new facility and I apologize, I missed most of the meetings last week, but playing catch-up, I had to get the kid off to college. So, thank you for that. That's all I have. Any questions for us? Yep. During the data center presentation, did they address electricity costs and water usage at all? Yes. But they didn't really, they talked about how they worked with local, like wherever they are setting up. They tried to define what the best system would be, whether it was a closed loop system and just fill it once kind of thing and then refresh it or it was a continuous load thing for the water. Then they also talked about different types of electricity sources. They didn't really talk about rates. Yeah, I was going to say it was more like how they would source it. Yeah. Okay. So that's why I didn't. I don't believe I've gotten the PowerPoint. point. Yeah, but if I have, if I do, I'll send it to you. I have it already sent out. All right. Thank you for having me. I see that. I was going to say, you've got it. They did it. Okay. And I was going to ask that same question, too. You know, there's been so much out there about that and stuff like that. I look at this as just one side of the story. Everything had three sides. You know, you got to figure out, you got to figure out what the third side of. What's the possibility of, and I think it should come from the city, but right now I'm not in the city, as we as a county holding some type of town hall meeting to discuss data sets. Because apparently, we're going to have to address it. I mean, it's going to happen. I mean, I'm just, that's just my issue. because it's very, because like you said, you know, two major issues that they were bringing up, talking about the electrical cost and water, and in there, they broke it down. I look at this, they were just wanting to try to save you to go with the data set. That's the first time I had heard that perspective was. Because I kept reading this, reading this, and I did notice that the city of Aurora just last month, they claim it's a once-in-a-lifetime ordinance that they pass concerning data centers. I didn't look it up in that science, but I just think that it's something that we're physically we're going to have to address. And I will also, too, we didn't follow through with the strategic planning where we want to go. And I think if we hadn't, we probably could have addressed this issue. I was going to say, I don't want to step on Ms. Williams' toes, but I know she has something coming out of P&D that will be going to the board, or maybe Mr. Fricke will talk about P&D. I know she wants to update the land use. Well, we are looking at, I'm sure we're getting way up to something here at a time, if that's okay. We are coming forward hopefully with just a six-month moratorium on data centers at this point so that we can come up with a zoning ordinance to deal with those plans. So we're looking at that and that plan is also expandable for a longer period of time if we have to do that. and that's where we're at right now just to make sure that we have something as you're saying a head game before they start because I've already mentioned to many of you that we personally have already had inquiries on some of our land about sourcing it as a data center source because we have a huge power line that runs through one of the farms and so that makes it more so it's not like We're the only one. They're out there already. But they already know that even if they started now with making you an offer for at least a property, that's 10 years down the road. That's not going to happen tomorrow because they know the process. But we are trying to be forward-thinking. And Beth is working hard to get that done and work with attorneys to make sure we have a switch for it. I know City of Roy have put in a moratorium to hold law for it, you know, for them to look at, you know, address on different issues and stuff like that. I didn't mean to. All right. So any more questions for Georgia? All right. Moving on to 7.3, Finance Director. Just to address the revenue and expense project comparison report, you'll notice that the revenues are up because the that the revenues are up because the treasurer did the first tax distribution. So you can see some of those funds where the tax dollars hit, that those percentages are now looking like they should. There's really nothing else that kind of sticks out unless anyone has any questions about that. Okay. As the administrator mentioned, the audit is wrapping up. I just got another set of questions this morning. kind of the final wrap-up questions. Some of them we had already answered and then there were new questions for the nursing center specifically. So hopefully John with Serenity will get back to them as soon as possible. So they need to start their process with approval within Sickish and that takes about two to three weeks. So we want to make sure that we stay on schedules so they can be here in September. And that's all I have. Otherwise, it's just budgets. Any questions for Adrienne on this topic? All right. 7.4, the Treasurer's report. Her report is attached. She is attending a conference this week. So if you have any questions, you can reach out to her. and when she returns she can get with me that these are those. 8.0 is old business, so 9.0 is new business, 9.1, approval of surpassed properties. In her previous email, it talks about the resolutions are going back to the original owners and it's right here if anybody wants to glance at them or anything before we make the approval or anything. So, what's that? Do I have a motion to approve? Sure. By Mr. Larry and by Steve, by second. All right. Any discussion on the surplus properties? This is a great one because it's going back to owners. All right. All those in favor, say aye. Opposed? Okay. Motion to be signed. Oh. There's the claims to the most. All right. 9.2. We can start with the state's attorney that is in the general fund, so you'll only see the expense side. The only changes really that happened were the 3.5% coolant increases that were outlined in the budget policy, and then the state dictates what the rate of pay is for the state's attorney to sell. So you can see it was an increase strictly from the salaries of 3.3.0, so I would recommend approval of this budget. I would ask that we send this budget back to the committee after some discussion at administration. I believe we need to do a lot of work on looking at the cost of the equipment for backup storage and data storage. Mr. Louie was really concerned about that, and that's not included anywhere in here. It's going to be somewhere between $10,000 and $12,000 just for this department. And I think we need to make sure that the committee addresses that issue before we approve this budget. So I was moved to be sent back to the commission. Oh, I did discuss that with Mr. Larson, and he said they were going to, they weren't going to buy any storage. They would start putting them on a hard drive, and he stayed in the foothouse, but it was in the back. So the potatoes has been dressed, but it's up to the commission. But I think that the concern is, is that if that's backup data and it's stored at the courthouse, what if something happens and now we don't have a backup anywhere? I don't think we have a backup now with the paper. Right. Well, that's, and that's why we need it. Yeah. It wasn't a concern, you know, with the paper, but, you know, I say it, don't send it back and send it back. Well, I think the concern, it's not so much the concern. It's a concern that we have a backup, but it's also a concern that as we keep digitizing the records that need to be kept there, each department should be taking care of their own backup services. And right now, the circuit clerk is doing the largest share of that. And I feel that from the perspective of actual budgeting and transparency, it ought to be showing up in this department's funding. If I don't need a second, people have to do it, so I'll send them out. Any further discussion? None. All those in favor of sending it back to the committee? All in favor say aye. Aye. Opposed? Aye. Can I ask a quick question, just a point of clarification, I mean this has got to go back to the department and not just back to the committee, if it wants to get in September where the committee, maybe you would talk to Carl about this, read before that, certain, because I don't want it to get laid over to October before any action is taken, so if there's a remedy that we're looking for, it would be nice to have it presented to the committee in September. They will probably have to talk to all three of the state's attorney, judges, and public defenders because they're all just judges, no, because they all have, they have records, they need to keep videos, all kinds of things that need to be saved. But I'll talk to Mr. Lawrence, and I'll start there, and we'll go from that Thanks, thank you What are all paper files, then? Are they still in the courthouse? As far as I know, as Mr. Lawrence said, so if we have a fire now, it's just we're all the rest of it I mean, it's not the best thing in the world to keep them at the courthouse, but that's what they've been doing forever I believe, I don't want to misspeak, but I believe the state's attorney's office is, you know, it still has paper. I believe every other office has been digitized. I think the state's attorney's office is the last. The court went through and digitized everything. I don't know where it is. It's up to one courtroom, I believe. It's up to one courtroom, yeah. The concern was, with Mr. Larson, was that, They want $5,000 the first year to keep the records, the digital records. And then the next year, they're going to want another $5,000. So for the next 20 years, it's going to cost at least $5,000 a year. And then after 20 years, you can take off the first five and add another five. So you're talking a couple of hundred thousand dollars. So, I mean, I don't know, you know, what else we're going to do, but that was Mr. Larson's concern. That's why he just decided he was going to just keep him out, and for now, I'm like, so, but I will definitely talk to him about that soon. Well, the IT manager, he was discussing that very thing, and he explained it, that these little toasters that he stores all this data on, that right now they're playing catch-up and they're trying to get all of this stuff on there now. Yeah. But once they get a system, it won't be doubling every year. It shouldn't be doubling every year. Okay. Just because they have it, now they're just adding the daily workload or the weekly workload. The last 100 was going to double. Yeah. I mean, Nate doesn't think that's going to be the case, but he said with this last storage device, that should pull them off for a couple of years. This isn't a 2027 problem right now. It's coming. It's not an issue now or next year. Maybe just asking for a working five-year plan. So it's really not going to impact this budget. Moving on to probation. There were COLA increases for the non-union employees and then all of these increases were dictated by the chief judge. So those COLA increases are included. The salaries are reimbursed by the state. That does not mean that it's 100% reimbursed. I just want to reiterate that the associated costs with FICA and IMRF are not covered. in the county needs to cover that. There is one large jump right here. Bulletproof vests, I guess, they expire every five years, and so they have to get a whole new set of bulletproof vests for 12 employees, I believe, for all the probation officer home visits, so you'll see a large. probation officer home visits, so you'll see a large chunk of 400% in that line, but the overall increase is by 0.33% in the probation budget, so I would recommend approval of this. Okay, do I have a motion to approve? So moved. Mr. DeNins, do I have a second? By Cindy? All right, any discussion on probation? All right, seeing the numbers, seeing the card say aye. Aye. Opposed? Motion carries. and move down to the circuit clerk. The circuit clerk's salary was dictated by the resolution. You'll see that right there. And then the non-union employees are 3.5%. And then for the union contract, there's a dollar increase for those employees. So overall, the actual budget did go down. she was able to adjust other expenses. So I'd recommend approval of this budget. So I have a motion to approve? A motion to approve. And Mr. DeNins, do I have a second? Fundatory. Any discussion? Budget went down. All in favor say aye. Aye. Opposed? Motion carried. Okay, we move down to judicial, and you kind of have to look at judicial and court-ordered expense kind of together. So the judge requested that these two lines be removed, deactivated, so the dollars that were included in those lines are being moved into continuing education, which is in the 805 budget. So it ended up adding $700 to that budget. So I would recommend approval will have an 805 budget. Okay. We have a motion to approve. So moved. Mr. Vins, do I have a second? And by Cindy, any discussion? Seeing none, all those in favor say aye. Opposed? Motion carries. Okay, so 806, court ordered expense, this budget went down by $250 and 805 went up. up, so they are actually the same as last year, so I'd recommend people. So long. Mr. Deans, do you want to have a second? Second. I'm going to have a short break. Any discussion? All right. Seeing none, all those in favor, say aye. I can say aye. Motion carries. I'm sorry. Thank you. Thank you. Okay. 807 jury commission, there is a small $500 increase because of postage. So, overall, the increase is 0.72% Approval So, bring it. Is that a second? Yes, okay. Any discussion? Seeing none, all those in favor say aye. Opposed? Okay, question carries. Moving now to 808 Law Library. There was a significant increase in this budget. There's only one line in it, increased 22%. The judge talked about this a little bit. This basically covers Westlaw, which is their law library, their research services. And then Mr. Larson referred to it as if you'd ask the police officer not to use his squad car. So that's like how important this, these research services are to lawyers who use them. And with new AI capabilities, the cost is increasing. Yeah, they said it's just phenomenal how those things work, and it's well worth all of them. And all three, you know, the judges, the state's attorney, well, the federal audience, I would make them motion is approved. Do you have a second? Sure. Well, Larry, any discussion? I have a question. How is the fund? How is the fund? Is this for fees or is this for the general fund? There are library fees that go into the general fund, but it does not completely cover the expense. Thank you. Question, are there multiple services? I was going to say, last year they discussed that and Carl pretty much made an argument that this was the one that they could all It sounds like this software has been embedded now with AI and that's pretty amazing stuff where they get it in there Carl said they would be at a big disadvantage to put it down and probably do a lot of searches and make summaries, maybe even, yeah, so it's probably worth that extra 10, I know it's not what we want to do with the crop orphans since I got that AI. Any more discussion? All those in favor, say aye. Moving on to County Clerk and Reporter, the County Clerk's salary was passed by resolution, and then all of the deputies, you can see the increase is 3.5%. So overall, the budget increased by 3.59. I.T. Equipment Contracts, do you recall what that jump was? Do you recall, Mr. Dillard? I'm trying to remember what it was. I think it was just a jumping thing. That's a 10% jump. to get all that stress going. So that's what the software went to. Okay. Do you want to jump into the discussion at the moment? I heard that. Is that a motion to approve? Sure. Larry, go to second. Mr. Diddens. Any discussion? Sure. All those in favor say aye. I'll do that. Moving on to election expense, 904, so an increase in rent, but this polling place accessibility grant, so that is not available in 2027, so that decreased the budget by quite a bit. So, overall, minus 10.5, 6%, so, we're going to go. Okay, do I have a motion to approve? I do approve. Mr. Grant, do I have a second? I'll send it by Sunday. Any discussion? Seema, almost good to say aye. Aye. Opposed? Motion carried. On to County Treasurer, 906, the County Treasurer's salary was passed by resolution, and then there are increases for the deputies and payroll manager, so overall 3.66% increase. There is a small increase in mileage, and she did go into that a little bit. because of U.S. Bank closing their branch downstairs in this building, they will have to travel to make daily deposits, and so she is increasing for auto mileage because they use their personal vehicles to make daily deposits. The advertising and publishing also went up just because it's a requirement. They have to do it. It's by law. Okay, do you have a motion to approve? Aye, Cindy. Second by Larry. Any discussion? Seeing none, all those in favor say aye. Opposed? Motion curious? 2909, Supervisor of Assessments. The department had salary was per contract, then she included some, the whole increases 3.5%. for the employees that work in the office. There is a postage increase in advertising, publishing, and then the other increases are by contract for the tax software. for the tax software that is used by the County Clerk, the Assessment Office, and the Treasurer's Office. I would recommend approval. How much was the percentage of increase? 3.87. I mean, for them? Yeah, for them, I didn't know. All right, do I have a motion to approve? So moved. Mr. Frick, do I have a second? Mr. DeSantis, any discussion? All those in favor, say aye. Opposed. Motion carries. On to Board of Review, 910. The only increase here is 3.5% or the Board of Review members are stipend. I would recommend approval. Okay. Any motion to approve? I'll follow approve. Second. Sure. Sorry. Any discussion? All those in favor say aye? Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. All right, Mr. Frick, do you have a second? Mr. Dittons, any discussion on this one? Seeing none, all those in third was that. All right. Opposed? Mission Cureings. Okay, on to document storage. This is Funtel Wooten, Circuit Clerk's office. So the document storage fees are collected at the port level. The technology grant, she does not know how much she will receive. She just put $50,000 in there. So whatever comes in will go out. So that's kind of a wash and then any other expenses that they have. So there's a surplus of $51,500. So I would grab an approval. All right. Motion to approve by Mr. Diddens. Do I have a second by Cindy? Any discussion? All in favor, say aye. Motion carries. on to mechanical document storage. This is a fund held by the county clerk. And these fees are by recording fees, transfers to property, that type of thing. So it's a self-sustaining no tax dollars to fund this. So there's a $1,000 surplus. if you make this budget, I would recommend approval. All right. Do you have any questions? Sure. Larry, do you have any second? Any questions? Any discussion? I'll say hi. Motion carries. Nice question. Just a different kind of question. So, if you look back to 2025, there was $22,586 over revenues of over expenses. Where's that money at? Where do those dollars sit? They sit in the fund. So, cash carry forward, she could put them into cash carry forward to show that there is an ongoing balance in that fund. But usually our auditors have instructed us that you can or cannot. It's basically if you need to account for that cash in the bank to balance the next year's budget. So like probation puts everything in there, everything that's in the bank account. The county clerk just chooses not to because she doesn't need to to balance what she's presenting. But it should, but then, let's see, that's $25,000. So then there's really a net of, say, almost $40,000 in revenue. Yeah, that's in the trust report. If you want to, you'd be able to see how much is in there. Right. So Fund 24 has, sorry, that's really small. So there's $242,000 in there. Thank you. Okay, moving on to core automation. this is another court-fee funded fund. So 62,000 revenues, 39,000 in expenses with a surplus of 23,000. So I would recommend it as well. All right. Do you have a motion to approve? Sure. Do I have any discussion on this? Seeing none, all those in favor say aye. Okay, youth diversion. These program fees also come from court fees. We anticipate around $7,200 coming in next year. And then just the way the budget, the calendar year of the budget, and then the funds are usually dispersed around April. Bill. So there is a little bit of cash carry forward every year. So obviously for the diversion bill, you can only spend what you have in the bank account. So an amount of $10,000 there at this point with a surplus of $3,000 to carry over to $28,000. So I recommend approval. Is there a motion to approve? Sure, motion. Mr. Bray, do you have a second? All right, Cindy, any discussion? I have one question. With the team coordinator, is there any plans for that or what? I have not heard any. Okay. Okay. Any additional questions? All right. All those in the same way, I'm saying aye. Opposed? Motion to say. Okay. Moving on to GIS 142. So what was presented at that meeting at the administration meeting last Wednesday was not what was actually on teams. There was a bit of a miscommunication there. I don't know what happened. So what was approved was a transfer from the general fund. I am hoping to get that changed and include the cash carry forward because as you can see, there's $327,000 sitting in the GIS fund. My hope is that with stand-alone funds like this, the department head takes care of the revenues and the expenses to balance what is presented. So here are the changes that I suggest. So there was questioning about the recording fees. I did put those in there because there was nothing in the team's spreadsheet. so that needs to be changed. We can put it at $200,000. I have no problem with that. I don't know the inner workings and Jasmine and Angie might know that better. So I'm fine with putting $200,000. There's also going to be a lot of interest income. The Treasurer's great about investing, especially with GIS funds. So I anticipate at least, at the very least, $9,000 coming in from interest income. and then anything that we need to balance that budget can be put into the cash period forward line. So my suggestions are in orange in the budget notes. If everybody is okay with that, I will go ahead and put those numbers in and then the fund will be balanced. Cindy, have any questions about all of that? Do we still need that transfer from the general? We do not. Okay. Okay. Okay. So that would be removed. Okay. Let's check those. There's more than enough money in that to cover anything, any shortages. Can I have a motion to approve? Move to approve as amended or adjusted. Okay. Can I have a second? Second. Any discussion? All those in favor say aye. Opposed? I'm just curious, I'm just going to make this change just a little bit. So I said, I saw 1,300. Yeah, I know. Is everybody able to see that budget on their device? Okay, so I'm just going to go off. So this is a fee-driven budget. It's self-sustaining. I can't remember the numbers right off the end, but I do know that it is balanced with a small surplus. $300 service. Some offerings. I recommend approval of the treasure information budget as well. I don't want to come see it, but before we do anything, just a second? Mr. Grant, do I have a second? Any discussion? All in favor say aye. Can I ask my last question? Sure. And related to budget. Adrian, the public defender, if he gets $50,000 a year from the state, if you want, to spend anything he wants to, and he intends to ask for an extra 2%, and if we reject that, he decides to take part of that $50,000 and gives employees a 2%. First off, can you do that? Those expenses have been coming out of that fund. He has been, he has been, I don't know if I'm going to word this, paying bonuses, stipends out of that fund already. So, if he gives them a 2% increase, does that affect the IMRF and Social Security and that all those funds are coming out of his money? So, no, that is not the case. So, what he is, how that works is they're treated as vendors, and so those funds were taken out without any IMRF or FICA or anything like that. So, if he takes on an additional 2%, that would be a cost that would come from the county. The additional IMRF and Social Security costs would have to come from the county. If he keeps doing what he has been doing and does a stipend, let's say, that's not the case. He takes care of all of it. Okay. And if, let's just say he decided he wanted to do that, so we would have to, it would affect the IMRF, because there's nothing we can do about, we couldn't, he could do it, we wanted to, and there's nothing, us as a county board could do. Well, you can reject taking those, or increasing their salary line items that he pays them from, and just do what was in the budget policy. If you approve to increase their rate of pay, that would cost the county from now on. But if you reject that, he can find another way. Got it. Okay. Thank you. I appreciate it. All right. And quite an old German. I don't know if I was asking questions. Before you adjourn, what's the plan for supplemental requests? So right now I do have, you know, a compiled sheet. There is about $1.8 million in requests at this time with only about $800,000 worth of funding. We are still, I'm still kind of working through the numbers as far as how much we're going to be able to give to the capital fund and by we, I mean the general fund. just with other unanticipated expenses that are coming in 2027 with the new tax sale law. So at this point, I hope that committees do prioritize their supplementals that are going to come forward next month. That's written on the budget policy, put a number on them. First request, second request, third request, whatever is most important needs to be at the top of the list because there are not enough funds to give everybody what they want. There are a couple that I'm not sure will still be there. There are really some small requests from the coroner's office. So I'm going to have a discussion with him just about if those really need to be supplemental requests or not. But other than that, there's a lot that's going to come forward. You kind of want to go if you want me to show you the list now and kind of get an idea of where we stand, we can do that, sure, of course, let me see this, okay, so this is for a backboard and as you can see the projected cost is $450. So the coroner's office is funded by public safety, the public safety fund. They're given a yearly payment from the public safety fund to the coroner's office to run the office. So that request that the coroner has made is 22% larger than it was last year. So, I'm hoping that those, these small expenses, the $450 can possibly be covered by the large increase that he asked for from public safety. And that's what I need to talk to him about. So, you can see this one is for a backboard, or these are the boots. The boots are $1,900. So, just to give you an idea, the transfer last month, or last year, was $166,000. This year, he's asking for $212,000, I believe. So, it's quite a jump. Sorry, I'd like to show you this all in my handy-dandy spreadsheet. But, yes, this is the thing. That's the major one. Yeah, the $6,500. Yeah, the major one. Yeah. Yeah. So that's coming forward. And then the stretcher, which I know is needed as well. That's $1,200. Part of the problem with Coroner, too, is some of these expenses shouldn't have spread over two fiscal years, but the previous part of Coroner did not. And I was going to mention that, too. Yeah. Yeah. EMA is asking for a vehicle. So this is for Mr. Townsend and then Mr. Townsend's current truck would go to Robin. Robin. So he originally thought that he could pay for this out of the ESDA fund, EMA funds. He and I met last week and discussed the numbers again, and he realized that he cannot pay for it out of CMP funds. So he is leaving it in as a supplemental request at this time. The highway department is asking for a chip spreader, which is $400,000 The road improvements has been a standing request. I haven't even opened that one. It's a million dollars. It's been asked since I've been here. Public defender is asking for gym memberships, and that is around $1,600. The Sheriff is asking for benches, for rooms one and four. And their ambassadors. What's that? Their ambassadors. Okay. $67,000 for those. And then the Sheriff is also asking for five squads for $513,000. So that's all we have for right now. That's all. It's probably a good fiscal process to remember that we can say no. Don't have to just prioritize. Just say no. Are the benches a man named? The minimum benches? I said I'd love them. You can take them. Did you say they were in bad shape, right? Yeah. Because they've been there since the film came. I know one of them that's out there. When's the last time the sheriff got new squads? Last year. Last year. No, this year. Oh, this year. There's an RFP that was just approved out of your committee last week for five? Yeah, he asked for five and that's three. We also felt need to improve luxury vehicles for employees to take home every year. There's a lot of other vehicles out there that could be used. I don't think we've ever missed a call because somebody didn't have a towel. Yeah. The only personnel request I've received at this time is the public defender. Dean, like Mr. Hinton said, he's asking for an additional 2% from his support staff. And if I can, just real quick, on the public defender, he does get a stipend from the State of Illinois that we have zero say on how those funds are dispersed. Keep that in mind when they're asking for Jim memberships. That was the only department I guess, though. And I did actually, it's not a part of the budget, but it's in this report that you do receive. I just added that this month. So he gets, it's kind of an incorrect picture of what's actually happening, But you can see the total expenses, but it doesn't account for the total refuse. Could you explain to me again, I mean, he didn't explain it to me of him being able to use the money that he had set aside for getting the vehicle. Oh, okay. Could you explain that? Sure can. Okay, so right here, you can see that his fund has $75,000, let's just say Okay, so he is going to get an additional He, much like the coroner, he gets an allocation for public safety as well So that's $82,800 that he's getting and he has not taken that money yet. Okay, so that's coming in. An additional $22,400 is coming from his grant. So he'll have $180,000, let's just say, in the bank at the end of the year. However, he is going to be incurring another $70,000 in expenses from August to December. That was his estimate. So that takes it down to $110,000. So if you look in, of course, we can't look at it right now. So he is using, so out of that $110,000 that he will have at the very end of the year, he's using $65,000 of that to balance his budget as cash carry forward for 2027. Okay. So if you take $65,000 from that. He's got $45,000. So that would basically wipe out his fund. Okay. So I told him that there are a couple of different options that he could resubmit the supplemental request and make it a little bit more attractive by saying, you know, my fund can pay for or half. I don't advise you wiping out your entire fund for a vehicle or just keep the request as is. So he and I, he said he was going to work on that. He and I are going to meet again this week and kind of go over those options and see what he's going to do. because that wasn't the way he explained it at the committee. Right. Of course, he had one member that was against it. But now that you're telling me that, yeah, okay. Let's take $65,000 cash carry forward and balance his 2027 budget, and that leaves him $43,000. To me, he needs to hang on to those funds for the 2028 budget. Things aren't going to get less expensive in 2028. He's already $20,000 in the hole for what he's using for $20,000 Well, you were there, you were alive, he's playing it Yeah, I mean, so three-quarter ton gas pickup truck They want to haul all the heavy equipment that they have Which is all fine, but it's going to become a daily driver as well And that's where I have an issue with it Because you've got to go out to where the equipment is stored to pick it up so why do you need a three-quarter ton pickup to drive around to work every day okay for two part-time positions two trucks I'd like to comment on that too if I could because I don't know why we need a quad cab to haul one person alone I don't know why we need to have the level of if you go with a tradesman three-quarter ton, way less money than what this is talking about. We're talking about just because I don't know why we need a Hemi. That's just a type of engine component is all that is. There are other engines that Dodge makes too, or there's other companies, but to make it a daily driver and then make it again, a quad cab three-quarter ton truck. And again, if you go back out there, and I've talked about this before in the past, they complain about the weight of that generator on the trailer. Well, if somebody would use their brain and move the generator back two feet on the trailer, they wouldn't have the problem they had. All it takes is a little common sense sometimes, Steve. Oh, and how often is the generator going to be used? Exactly. It's used one time. And I'm not saying you shouldn't have a truck to haul the things. My issue is driving it every day is driving it every day from his house to the highway department home every day to use it maybe one time for the use it was designed for. That's, and I don't, when I first got on the board, you were on the board, you were on the board. With one EMA person, they had a part-time assistant. Again, I'm not suggesting that they're not doing what they're supposed to be doing, but it's building up for 20 hours a week and it's great in Galilee but I think it's fantastic the daily driver for two part-time individuals I don't know about it. Okay. Any more? I have a question. Okay. A supplemental request that's partially funded, how do we hold that fund until, the money until next year? Put additional supplemental money with, can that be done? So, are you talking about the road improvements? Road improvements, the chips and breader. Okay. Yeah. So it can be partially funded in one year. And then if there are more funds available, or you want to hold the money in the account until the following year? Yes. That's not me sure. I understand. Yes and yes. That is possible. That's what we're doing with the ITF grades right now. So $100,000 in ITF grades were approved last year, and Nate only used $40,000. So there's $60,000 that is sitting in the bank account that we're carrying over. So he's not coming back with an additional supplemental request. He's just going to expend those $60,000 as the emergencies and things come up in 2027. So that is possible, yes. Thank you. So it can also be undone in the next budget cycle. It's not permanent because I'm holding it. that can't be touched. Right. You can undo it. Does he have the option to take out a law? County can obtain death for a maximum of two years, and that takes four actions to do. Yes. Any additional questions? Seeing none, do I have a motion to adjourn? Larry, I can second if I didn't. Any discussion? All those in favor say aye? Aye. Chair, please.
