WEBVTT

00:00:00.000 --> 00:00:07.120
All right, it's six o'clock, we're going to get started. Go here, can there anybody?

00:00:08.920 --> 00:00:10.080
I can do that. Thank you.

00:00:11.180 --> 00:00:16.520
Father, we thank you for this beautiful time of year. We thank you for each one of our members that

00:00:16.520 --> 00:00:21.800
are here this evening and for the staff that's here. We ask that you provide us with the correct

00:00:21.800 --> 00:00:25.580
words and the correct knowledge that we can make decisions for our county going forward.

00:00:26.200 --> 00:00:28.620
Thank you for each one of these members. In Jesus' name, amen.

00:00:28.920 --> 00:00:29.180
Amen.

00:00:29.180 --> 00:00:59.160
3.0. Approval of tonight's agenda. Do I have a motion to approve? Motion. By Mr. Diddens. Do I have a second? Sure. By Mr. Jogers. Any discussion on tonight's agenda? Seeing none. Any discussion on meeting minutes? Seeing none. All those in favor say aye. Opposed?

00:00:59.180 --> 00:01:15.840
Supposed. Motion carries. All right. Approval of claims telling an account the amount of cash requirements and manuals 1,003,278 cents. Oh, that is for finance class. Do I have a motion to approve?

00:01:17.400 --> 00:01:17.880
So long.

00:01:18.400 --> 00:01:22.680
Mr. Dennis, seconds by Larry. Any discussion on the finance claim?

00:01:23.300 --> 00:01:25.780
It's $2,000. Is that the right amount?

00:01:25.780 --> 00:01:55.420
three dollars one million three three thousand three thousand two dollars and eighty seventy eight cents all right let's still make a motion all those in favor say aye aye opposed motion carries all right the health department totaling in the amount of cash requirements and manuals seventy two thousand dollars four hundred nine dollars and thirty cents and I probably went for that one too

00:01:55.780 --> 00:01:56.460
Thanks.

00:01:57.280 --> 00:01:59.960
$22,409.30.

00:02:00.800 --> 00:02:01.800
Do I have a motion to approve?

00:02:03.120 --> 00:02:03.560
Sure.

00:02:03.780 --> 00:02:04.980
Mr. DeNins, do I have a second?

00:02:05.220 --> 00:02:05.460
What?

00:02:05.700 --> 00:02:06.540
That's the right above?

00:02:07.080 --> 00:02:08.040
That's the right above.

00:02:09.620 --> 00:02:10.140
Claims?

00:02:10.380 --> 00:02:11.300
Yes.

00:02:11.480 --> 00:02:12.620
For the health department.

00:02:13.460 --> 00:02:16.800
You missed finance claims?

00:02:17.360 --> 00:02:18.900
That still seems low for the health department.

00:02:18.900 --> 00:02:20.060
No, I don't have a health department.

00:02:21.020 --> 00:02:21.500
Yes.

00:02:22.780 --> 00:02:23.420
Thank you.

00:02:23.660 --> 00:02:23.880
Yep.

00:02:23.880 --> 00:02:27.680
I already forgot who didn't

00:02:27.680 --> 00:02:29.480
You need a second still, I interrupted you

00:02:29.480 --> 00:02:29.880
Larry

00:02:29.880 --> 00:02:30.680
Sure

00:02:30.680 --> 00:02:33.340
Okay, need a discussion

00:02:33.340 --> 00:02:36.640
Seeing none, all those in favor say aye

00:02:36.640 --> 00:02:37.080
Aye

00:02:37.080 --> 00:02:37.880
Opposed

00:02:37.880 --> 00:02:39.080
Motion carried

00:02:39.080 --> 00:02:42.460
6.0 public comment

00:02:42.460 --> 00:02:44.280
No public comment

00:02:44.280 --> 00:02:46.240
7.0 reports to committee

00:02:46.240 --> 00:02:48.460
7.1 Diamond Brothers

00:02:48.460 --> 00:02:50.860
Is there a link for them?

00:02:51.240 --> 00:02:52.440
There's not a report

00:02:52.440 --> 00:03:02.040
this month from them. I did talk to Carrie, and she's hoping to have numbers for renewals, probably within six to eight weeks.

00:03:03.140 --> 00:03:05.640
7.2, 10 new ministries.

00:03:06.320 --> 00:03:14.440
8. I was going to say, just kind of an update. I did attend the land bank meeting on Friday.

00:03:14.440 --> 00:03:39.980
Okay. There is a new member, and then I just, McKenry, is that what I told you? Yeah, McKenry County joined. I am working with Mr. Larson to have a small claims case brought against our former nursing home administrator who has defaulted on his repayment plan to the county.

00:03:39.980 --> 00:03:49.940
have been working with SickAge and the nursing home and Adrian has been working with them.

00:03:50.780 --> 00:03:54.980
We believe all of the information is now from the nursing home to SickAge.

00:03:55.180 --> 00:04:04.720
They've reviewed a lot of it and I did confirm with Lindsay that she feels within the time frame of the extension she should be able to have at the report to us.

00:04:05.480 --> 00:04:06.140
Thank you for joining.

00:04:06.140 --> 00:04:36.120
Yeah. The Grand Prix Partnership Meeting for June was hosted at Highland. It was Chris Kversky's last meeting and I introduced the new president at the college. They also took us on a tour to show us kind of their plan of what the remodel, the proposed remodel will look like once the Y and Highland kind of part ways.

00:04:36.140 --> 00:04:44.380
So I'd seen, you know, all the plans for the Y, but it was kind of interesting to see how the college is planning to use the space

00:04:44.380 --> 00:04:49.080
There is no greater free port partnership meeting this month

00:04:49.080 --> 00:05:00.240
And animal control is, I think, mostly moved, not all the animals yet, right, into their new facility

00:05:00.240 --> 00:05:06.200
So, they're operating out of it, but not all the else, yeah.

00:05:07.800 --> 00:05:09.640
Any questions for this newcomer?

00:05:12.080 --> 00:05:14.520
All right, 7.3, finance start.

00:05:16.000 --> 00:05:22.860
Okay, I think you got the entire revenue and expense report, 144 pages.

00:05:22.860 --> 00:05:30.160
So, the summary, we're halfway through the year, so things should be about 50% unless those funds receive tax dollars.

00:05:30.160 --> 00:05:32.540
those revenues will still look low.

00:05:33.540 --> 00:05:35.760
Does anybody have any questions on anything that they've received?

00:05:39.060 --> 00:05:44.860
Is there a way to start that report so we can see the lines?

00:05:47.000 --> 00:05:49.540
It's only 144 pages long.

00:05:49.680 --> 00:05:50.480
Right, right.

00:05:50.480 --> 00:05:53.380
I can do individual funds.

00:05:55.620 --> 00:05:57.740
There's really no sorting mechanism.

00:05:58.240 --> 00:05:58.580
You're welcome.

00:05:58.840 --> 00:05:59.700
Yeah, unfortunately.

00:06:00.160 --> 00:06:04.040
If you want something that's just kind of targeted to your committee, I can do that for you.

00:06:04.740 --> 00:06:06.640
That's where my eyes typically go.

00:06:06.780 --> 00:06:06.980
Yeah.

00:06:07.600 --> 00:06:16.880
I was just wondering, in general, if there was a way to spot something that was maybe an attention center.

00:06:16.960 --> 00:06:18.660
Right, right. Not that I'm aware of.

00:06:18.740 --> 00:06:23.400
Okay. They'll see us be exported or anything.

00:06:23.400 --> 00:06:36.960
Well, we could do that, but the problem with CIC, with our financial software, is it doesn't convert really well, so you can't sort, and so it would basically be the same thing, and you'd have to sort through it, line by line anyway

00:06:36.960 --> 00:06:38.080
Okay, thank you

00:06:38.080 --> 00:06:38.360
Yeah

00:06:38.360 --> 00:06:52.700
Just to piggyback on what Georgia said, the nursing center has been really responsive, I think we finally got in contact with the right person, so we hope things will be wrapped up as far as the audit goes

00:06:52.700 --> 00:06:57.460
so the auditors can finalize the financial statements and begin their review process.

00:06:58.340 --> 00:07:03.780
As far as the budget, department heads were able to access the budget on Teams on June 24th,

00:07:03.780 --> 00:07:08.820
and some departments have already started entering their budget requests, so that's great.

00:07:09.580 --> 00:07:14.440
So during this month, they have the option to meet with me if there's anything that's concerning them

00:07:14.440 --> 00:07:25.420
or their big budget change is coming for 2027. I think the only meeting that I have on the books right now is the EMA.

00:07:26.740 --> 00:07:41.700
So like I said, that's optional for department heads. And also please keep in mind that they should be reaching out to you to have meetings prior to the August committee meetings when they will be bringing their budgets in front of the committee for the first time.

00:07:41.700 --> 00:07:48.740
So that's on the budget calendar that they should be meeting with you so you're aware of any changes that's coming up.

00:07:49.740 --> 00:07:52.040
So and that's really all I have.

00:07:53.480 --> 00:07:55.020
Any questions for Adrienne?

00:07:57.100 --> 00:07:59.210
All right.

00:07:59.550 --> 00:08:01.510
7.4, President's Report.

00:08:01.930 --> 00:08:03.890
Thank you, Madam Chairwoman.

00:08:04.290 --> 00:08:04.870
Is that right?

00:08:06.510 --> 00:08:11.810
So I'm hoping everybody has had a chance to review the June financial report.

00:08:11.810 --> 00:08:40.130
I sent that link out on July 5th. Specific to the cover page, which has sales of income tax, you see that total number was down as a monthly report cover indicates, but it was mostly due to a drop in a particular income tax payment. So month over month, it looks like there was a dramatic change. There really wasn't because May's was really high. June's was a little low.

00:08:40.130 --> 00:09:09.790
So if you're averaging out, it's fine. So sales and income taxes received those through June are at 4.7 million of last year. So nothing to be concerned about. As of the end of June, total county funds were down just 71 one hundredths of a percent, which is 173,000 and change compared to the end of May.

00:09:10.130 --> 00:09:40.010
It's an almost negligible increase. It's so minimal. Just like the preceding several months, certainly well below what we would expect when there are no property tax distributions. On the yellow page, the page with all the yellow with all the investments, we had eight that matured in June, a little over $37,000 in paid interest earnings. At the end of the month, they had 15 investments in place, across nine funds, maturing as far out as April 27.

00:09:40.130 --> 00:09:43.270
I am placing additional investments this week.

00:09:43.650 --> 00:09:53.550
I want to take a little more time to review some anticipated cash flow needs now that property taxes hit the accounts today.

00:09:53.950 --> 00:09:59.350
So I didn't have a chance to dig as far into that today as I could, as I wanted to before I came to you.

00:09:59.350 --> 00:10:04.540
talked to you before I came to you. So no news, good news, I guess. If there are any questions

00:10:04.540 --> 00:10:08.880
about the report specifically, I'd be happy to answer them. Otherwise, I'm going to get into

00:10:08.880 --> 00:10:19.300
the property gap side. Great. Okay. So sorry again for the repetition, Mr. Jogerst, Mr. Brick.

00:10:19.300 --> 00:10:25.480
So we were incredibly busy, obviously, as we closed out that first installment due date,

00:10:25.480 --> 00:10:31.560
as you can imagine. We keep getting great feedback on our tax bill redesign, so I'm thinking that's

00:10:31.560 --> 00:10:38.100
going to be here to stay. One of the things I did talk about in admin, we're seeing something

00:10:38.100 --> 00:10:46.120
this year, an increase I'm a little surprised by of NSF checks and rejected EFT payments.

00:10:47.140 --> 00:10:51.960
When I mentioned it on Wednesday, we were at $135,000, which doesn't seem like a lot, and

00:10:51.960 --> 00:11:20.280
and now today it's $142,000. So we've had some more. It's not something we normally see this much of this early. It's more of a end of the tax season sort of what you kind of expect sort of a desperation situation. But we're getting made whole. It's just it's that's a lot of work to undo. We have to avoid payments, send letters, collect extra fees, redo the payments. So just not something we were expecting to do a lot.

00:11:20.280 --> 00:11:44.260
So I'm keeping an eye on it because it is an anomaly. So the big news is today was first property tax distribution date. So of the $94.19 million that the clerk extended, distributed $53.7 million of that today. So 57% is in the hands of the taxi districts, including us.

00:11:44.260 --> 00:11:49.580
So the county received about $6.09 million across all 13 funds.

00:11:49.580 --> 00:11:53.440
I do recall, though, that three of those funds are not really county dollars.

00:11:54.020 --> 00:11:56.700
Mental health, extension education, veterans assistance.

00:11:57.840 --> 00:12:00.860
So those three total over $600,000 by themselves.

00:12:01.020 --> 00:12:04.000
So that $6.09 is not really all of our money.

00:12:04.420 --> 00:12:06.720
But still, very happy to have that.

00:12:07.480 --> 00:12:12.040
Of that total, the general fund got $3.685 million.

00:12:12.040 --> 00:12:41.400
next largest was liability with almost 500,000 mill race since all tax districts 230,000 largest distribution as always three part school districts 16.42 million today. And smallest McConnell Street lighting got 1700 bucks. So that's top to bottom. So as far as I know, everything went smoothly. And again, once I have a chance to review some cash flow,

00:12:41.400 --> 00:12:48.760
So, because of the influx of cash into several large lines, I would be investing some more money first.

00:12:48.920 --> 00:12:50.600
We use out as much interest as I can.

00:12:51.480 --> 00:12:51.820
That's good.

00:12:52.200 --> 00:12:52.460
Yeah.

00:12:54.920 --> 00:12:56.680
Any questions about any of that?

00:12:57.940 --> 00:12:58.500
Any questions?

00:13:01.000 --> 00:13:02.140
Thank you very much.

00:13:03.060 --> 00:13:03.420
Thank you.

00:13:04.420 --> 00:13:06.320
I've set one goofy question.

00:13:06.320 --> 00:13:15.420
And as we talk about mill rates crossing, do you still get all the questions about why is this on my tax bill? When is it going to come out? That's great.

00:13:15.420 --> 00:13:35.180
You said it. Because, you know, I think, you know, maybe two questions a year, three at the most. And I think people have been doing, you know, a fairly decent job of explaining that. So, you know, it's not like it's more and more people every year who are affected.

00:13:35.180 --> 00:13:40.140
that's the same property owners. So I think as, you know, as those questions come up, they're

00:13:40.140 --> 00:13:47.120
addressed, and then they're satisfied, you know, they talk to the neighbor. So it's so far good.

00:13:47.120 --> 00:13:54.580
Good. Well, we've had all the questions now are about our sealed bid auction, which we received

00:13:54.580 --> 00:14:00.920
catalogs for today. That's the properties that the county is trustees for, which is where it

00:14:00.920 --> 00:14:10.560
needs for the property nobody else wants, so we're trying to dispose of it through a sealed bid auction, and that deadline is August 21st.

00:14:10.700 --> 00:14:12.100
And how do you get that catalogued again?

00:14:12.340 --> 00:14:22.560
You can come down to my office for $8. I will trade it with you, or you can go online to ILTax, which is what we've been suggesting, actually, ILTaxSale.com.

00:14:23.500 --> 00:14:27.080
That's our trustee agent, who is also the agent for 90-plus other counties.

00:14:27.080 --> 00:14:33.320
you can see all the counties lists that are available yet. We've been suggesting that people do it

00:14:33.320 --> 00:14:38.940
electronically because if you submit your bid online that way you don't have to front the money

00:14:38.940 --> 00:14:43.760
for your bid only if you're the successful bidder then do you have to pay but if you come and do it

00:14:43.760 --> 00:14:51.060
old school bring us an actual sealed bid envelope you have to have your bid funds with that bid so

00:14:51.060 --> 00:14:55.560
your funds are tied up for a little while depending whether or not you're successful. So but

00:14:55.560 --> 00:14:57.480
Isletechsale.com

00:14:57.480 --> 00:14:59.640
Not just us, but everybody

00:14:59.640 --> 00:15:00.380
Good

00:15:00.380 --> 00:15:05.720
Okay, any additional questions?

00:15:05.940 --> 00:15:06.300
Thank you

00:15:06.300 --> 00:15:15.660
8.0, old business, no old business, 9.0, new business, 10.0, adjournment

00:15:15.660 --> 00:15:17.660
I don't listen to adjourn

00:15:17.660 --> 00:15:18.040
So

00:15:18.040 --> 00:15:20.000
Mr. Bush, do I have a second?

00:15:20.380 --> 00:15:21.840
Any discussion?

00:15:22.840 --> 00:15:24.180
All those are going to say aye

00:15:24.180 --> 00:15:25.360
Opposed?

00:15:25.620 --> 00:15:26.340
Motion carries

00:15:26.340 --> 00:15:31.180
I remember this in August, September, October.
