before so that gave us so we could do seven of the kennels since those dogs were moved and then once we get low again we'll move around and do the other ones the ones we did were the ones that were like against the wall that would go into a different room so the ones that aren't done are ones that are easy to mop around and they're I'd put the less dirty dogs in I would say Can I ask you a quick question? Why do you have to caulk these cages? Because where the base connects to the wall, there's a gap. So when you're spraying, the water goes down that gap instead of goes in the base. It's not a defect in the kennels. No, no. And I remember the original kennels that I wanted, when I was reading their instructions, they said that you do have to caulk the wall instructions that we got. got 23 year on the ones we got so I went back to those and I'm like yeah yep they had to be that way too so and now the ones that are caulked are working amazing no water is leaking out and they're the kettles do have things that I would not have done on the swinging bowls are not the quality I wouldn't have got them if I knew the quality of the bowls the dogs can standing on them and they start bending right right away, I wouldn't have gotten them if I knew the quality of them. The laws and everything are made up. It's the piece that holds the bulls in is flimsy. So if you got a dog that's rambunctious, or we had two younger dogs that would just stand on them. And then eventually, well, they're going to give away. And then we had the problem where they didn't send us enough bull, which I'm in contact with them. we're going to get that taken care of they're going to have to take money off because we pay for stuff that should have been included otherwise I meant the kennels are amazing they're holding up the main kennels holding up it's amazing how different the animals are especially the dogs they in the new building versus at the animal hospital you can see there they're way less stress I mean I can walk in there and they're just all laying down, just chillaxing. At the animal hospital, they were bouncing off the walls. You could tell they were unsettled. They never fully relaxed a whole lot. Even with staff there, most dogs that know you will eventually, oh, she's here, whatever. There, they're like, oh, always moving. So it's definitely, the cats are doing way better there. Everything in that way is way better. Everybody's, which makes them more adaptable because they're calm and showing their true colors instead of melting off the walls. So we currently have 15 dogs. One that is on hold is one of the eviction dogs. I got to find out what we can do. I'm pretty sure we can adapt it out. there was three dogs son came and got the two dogs but couldn't take the third dog they're huge dogs the ones he took were Great Pyrenees Latinx's so he didn't have room in this vehicle and he lives up north so I got to talk to the mom and see about that cat wise we have 26 total seven are adoptable 19 are on hold that's mom and babies so we're down on cats, which is good. That's the number I like to keep. Our cages are full, but it's a nice, easy number. We did have a setback with our big printer, decided the screen no longer came up, and IT came and looked at it. It probably needs a whole new thing. So then I had the baby printer. Well, the baby printer we didn't have ink for. had to find the ink for it, got inked for it. So now we're up and running with a baby printer, which is good. So that set us back with notices, which once I get online payments and office payments done, I can start sending notices because I want to make sure we pull the ones that obviously were brought in. So by end of next week, we should be caught back up on getting the notices out. I have deposits to go to the Charger's office which should be in Monday I should be able to get them over there if not tomorrow lots of people have come in lots of takes payments have been coming in people are knowing where the building is I'd like at the ribbing kind of ceremony I'd like to take a picture and make that part of our website to like have that be on it to draw more people in. Um, I'm working on getting a sign at the drive. Um, I think we can just cover the sign that's out there. I've got to talk to the city about what's the rules of putting like a banner type sign over the sign that's out there. I don't know if we need to sign for manic life. Otherwise, I'm very proud of this plaque. We received this from best friends. They are the largest, pretty much, rescue network in the United States. We were recognized for non-kill status, a seeding saving rate of 90% dogs and cats that we've taken in. So the 10%, pretty much, I can tell you were aggressive animals are too sick to rescue. So that is steps from where we were probably 10 years ago. And this will bring more people in and more donations in because we can display this. I'm going to put it on Facebook and everything so people know. And I don't lie about our numbers. our numbers are true numbers what I sent them are true but something down I don't why I'm not like the other rescues that will transfer them out to do it our numbers are true numbers um other times like I said July was hard with the dogs and cats both there uh getting into a routine I was working more hours than I would like um but we're in a routine now we got it out everybody knows what we're doing claims for the license plate claim was one that Beth used her credit or I use Beth's credit card because we don't have a credit card. And then that's just replacing paying for that. Otherwise, it's the basics. One is the final bill for the highway, final bill for the animal hospital. Yes, for the van. like I said July was rough and the animal hospital somehow got paperwork screwed up and take money screwed up so August might be a little different for them because of some errors on the staff's part that we got figured out so the revenue is down but the office will be in for August because I didn't get it done and I didn't want to I mean I could put I got I just didn't want to so It will go into August or I can always update this later but the money will be in August so I figured we did not put it in there at all. Oh, any questions on that stuff? I have a question. Your rent at the new facility is always going to be at 1140? Yes. Okay. Yep. So the difference between what the contract was, which was? It was the added of the 160 for the internet. 160 on top. The internet's 160 and the rest of it. Yeah. Yes. Yeah. And it will obviously be the same. Right now. Yeah. Right. That will be the number now. Yeah. Yeah. I was just looking for clarification. Yep. Yep. Internet and false. Correct. Yeah. Whatever that little piece of the phone, whatever the little 160 was of the thing. Yeah, I think it was full. It was the monthly current fee. You were saying the animals seem easier to deal with in the new facility. The implication was, I thought I heard you say that that makes them easier to adopt. Yes, yes So do you do you think that will just streamline the process? Do you expect an increase in those numbers? I'd be curious Yeah Oh, yeah, yeah I'd be curious over the next year if we could track that just to see And honestly, the old building, I didn't like to do videos I like our new building, I like to showcase the animals and now I feel like we got nice play yards and we got nice lobby that we can take them out we got green grass that we can show people you know take them out the cattery is nice where the cats can actually the cats actually get time out of their cage and they can just hang out we can take better pictures because they can be loose and we can you know cats are hard to take pictures of. and you know cats are hard to take pictures of guys. I don't know if you've ever tried to take a picture of a cat but it's a pain and now we can let them wander around and get good pictures which I was working on today getting updated pictures on pet finders because a lot of our cats don't have any pictures. They just seem I don't know it's weird like I never thought I was like a dog that used to be off the walls at the animal hospitals like just laying there I'm like who are you? You said something about a ribbon cutting. Yes, I don't know when it's going to happen, but you guys, I'll let you know. Sometime in August, they said. So, I think the owner, Vaughn, was out of town. So, I think we were looking for her to get back so she can be there. Okay. Tap over. But you're coordinating that with the city or with the greater Freeport partnership. That was kind of George's thing. in August or September? It is supposed to be August. Okay. It's going to be Christmas. Yeah. I don't know. It could be whatever. I don't honestly care. Just let me know. I'm there. So I think they said August, but. Chairman Helms. I have questions if no one else does or everyone's done. Go ahead. So there's two dogs that were just recently reclaimed. Yes. What fee do you charge for reclaiming animals? So those were a little different. They were the evictions. so I just made sure they were current on because they weren't really reclaimed. They weren't his dogs. He was kind of adopting them and I just honestly I let him take them because those dogs were just trying to destroy the kennels and get out so the sooner we could get them and I don't know when his mom's gonna get a house. So those normally it's $75. So in your budgetary status report there's $150 in that line for the year. Yes. So you've only charged two people to reclaim animals? That doesn't seem right. We haven't really had a whole lot of reclaims though, to be honest. I'd have to go back. That doesn't seem right. Well, I mean, to me, it doesn't seem right if we're not charging for that because you're incurring expenses for housing those animals in your budget. It's an issue as far as revenue is concerned. I understand your point, but I have, if we would have, I don't think the kid had money. And if we would have kept those dogs, they were large dogs. I think they would have ended up doing damage. the one we kept is trying to break out offenses so normally I don't give a deal this was we only had him a day and it was basically they got evicted I took the dogs he came the next day and it wasn't like they were running at large they were removed from the house I mean I can call him I'm sure you probably come up with the money but well I just it and it wasn't There needs to be a procedure in place of when you are charging and when you are not charging and that needs to be tracked. With the business itself, and that's exactly what it is, is not generating enough revenue to cover expenses, just unilaterally decide when you are and are not going to charge fees that the county has implemented for that purpose. Right. so that's my concern is when you decide to do and when you don't I don't want to have dogs forever so I get maybe you would like this was an extreme situation I never like if I pick the dog up as a stray they would have paid the 75 but this was an eviction and it's like you know those people don't have the money because they're getting evicted. They haven't paid rent. I think it was a sale thing. And you said it was the very next day? Yeah. The kid came down from Michigan or I don't know, up north. And he's like, I can only take the two. That's all I have room for. Is there any process to vet the people that are taking those animals? I made, I, what do you mean that? Well, I'm asking you, what do you do? So I made, I had him call his mother to make sure that I could release the dogs to him because they were technically her dogs. So I needed permission from her to release the dogs. And then he did fill out our, our forms. So I know who he was, happy to his license. I know who he is, where he lives. The one dog was current. He had to go get the other dog current before traveling. to cross state lines, and that's what he did. Is the van on a maintenance schedule for oil changes, things like that? Yes. Yes, absolutely. It just had its first one last month. Now, as far as the plaque is concerned, do you have any concerns that if you're advertising no-kill that that in fact causes people to want to bring you animals because they have concerns about that? If we don't have room, we don't have room. I've been turning people down left and right for cats and dogs. I'm not setting up temporary kennels for dogs. The puppies were a little different because I wanted to start crate trading them, but they're in big dog kennels now. Pair it up, but we're not setting up temporary crates to bring more animals. What kennels we have, or what kennels we have, people. I had one lady get real upset and she's like, what am I supposed to do? I'm like, I can tell you everybody's school. I don't know what to tell you. Put it on Facebook and that people are taking them. Okay. Thank you. Can I follow up with your thoughts, Chair Helms? Two things I think that are important when you go to reclaim the animal, you're going to turn it back. One is to collect money, but the other is to make sure that they were vaccinated for rabies. Yeah, it's mandatory. If they're not current, the dog goes to the animal hospital and gets vaccinated. It has to get the registration and everything. So I had one, for instance, I picked up, I don't know, we'll say Monday. He was not current. So they had to meet me at the animal hospital to pick up their dog so it could be current. and we got the $75 and then we had to get rabies and registration on the slot. Thank you. Yeah. Anybody else have anything? Just Mr. No. Follow up. Just kind of follow up on the chairman's thoughts. If you don't have policies written down for people to refer to, maybe start putting them down because, you know, people, people will say, well, I know of a person that this happened to and you let, and they got away with, even if it's a day, just put, just put the policy in writing so that beyond you and whoever comes after you or whoever comes in and just wanders in, can't try to take advantage of your, you know, in this because there's policy. So then we, then we know when there's another person. Like I said, that was kind of extreme and it's like Well, when those situations happen, they just create a policy or bring before the board so that we can say, hey, policy is this. When somebody comes in off the street or, you know, they haven't done that yet, but they could come in and want to query us about, hey, what is the policy? We can't refer to it because there isn't one. We have the code about animals running at large, so we almost need one or just your standard operating procedures, how the sheriff evicts, there's eviction and dogs are dogs and cats are taken. In an eviction, do you have to go pick them up or did they bring them? No, I had to go there. The point is, if he is there, I'll cover costs that you incur. Understood. So on an eviction, I absolutely would expect that those individuals would pay a reclaiming fee to pick their animal up. I mean, that's not the county's fault that they were evicted from their house. I mean, having a policy, not even a policy, just having procedures, it doesn't need to be approved by the board, but it spells out exactly who can pick up for what reason and what that cost is. and as the guide, the map, if you will, of what you do when you have a situation and being uniform is very important to be just to Mr. Newton's point. Thank you. It's all very good. Anyone else? We'll come back to your budget after that. Thank you, Kristen. Yeah. moving on to Highway Department, Item 6.2. Can you go first? Can you go first? The last month, we've replaced three culverts on North Rock City Road between 75 and Rock Row in preparation for next year's CAR and our pavement preservation plan. We seal coated for seven townships, Wadlands, Winslow, Ryda, Rock Grove, Aaron, Florence, and Silver Creek Quite a few miles there too. I think we did close to 10 miles for Aaron if you include the double seal for initial gravel. So, we had a lot of that. We've been striping, mowing, patching potholes, replaced the driveway pipe in Cedarville, fixed a few washouts from the rain, hard rains on some shoulders, butt-brushing a few spots for visibility purposes, cleaned up a few downed trees from storms, and fizzing shoulder stones on Sunset Drive, and started selling seed availability. Questions for Scott? Thank you, sir. All right. Well, I'm here going in for Dale. I don't know if he usually gives you guys this, but I figured I'd turn it off for you. let you look at it while I go down the list. You really probably don't need to keep this, but you can if you want. It just kind of highlights what's going on this summer. So we had the pre-con for the Orangeville CIR a couple weeks ago. That's supposed to start Monday. Whether or not that happens is anyone's guess at this point, but they're going to at least be putting out signage for road closures on Orangeville Road on Monday, as far as I know. Cedarville Road, Orangeville, or Dakota Road, the FDR projects, those haven't had any updates in a while. The contract signed, we're just waiting on the movement from the state. Same with the West Point Railroad Crossing. We're waiting for the state to sign off. The West Point Township Bridge, that is almost done, that is the first bridge project we got going on this summer, they just have to do the hot mix left on the top of the bridge deck, other than that, bridges, so the road will be open fairly soon, it should have been done this week, I think, but with the rain, they couldn't put any hot mix down, so The next bridge, the pre-con for that is September 2nd, so they'll get started on that mid-September probably, and then, yeah, the Orangeville Road CRCL code, that's going to start Monday, and then we have a letting date for the McConnell Road intersection, which is next Tuesday. that just got we just found that out a couple days ago. Yeah, no updates on the Bolton Road overpass or the HSIP signage pricing. But other than that, those are all really any of the changes this last month. So you guys have any questions? There's a distinct possibility Bolton Road will kick off the construction safety. I don't want to say that but it's kind of looking like that. I don't think it's just the way Dale, the emails I've seen from the state and the railroad and things like that. I think they're still working on plans. I think the last update we got was a couple months ago and it was, I think the direct quote was, it's in the queue from whoever was designing those plans. Is that Willett? I think the plans are done we're just waiting on we just signed the supplement I'm sorry I think CN Railroad is still waiting they're giving the money they're paying for it but they're just working on the I'm assuming the contract and things like that Yeah, like the plans, the actual plans are done from Willett and stuff, even less, maybe like 95% done. I think that's what I thought was just that CN had something. Yeah, we're waiting, it's in the, it's in CN, it's cold. Yeah, it's in something. Whatever that means. Everything CN does is going to be in slow motion, so, and they kind of run the world, so, I mean a railroad kind of, but again, they're paying for it, you know, so, yeah. I had a question. Does anybody have an update on the washout issue that was caused by the subcontractor on some of those? Oh, the guardrail project last year? I don't think we've heard back from the contractor since probably the last meeting. I don't know if you guys talked about it then, but we I think Dale came to the conclusion on like whose fault, whose fault it was. We reached out back to Northern, who was the main contractor for that project, and they're yet to get back to us. We had sent certified letters to Northern and like Florida, what's the name, Constantine, Galentine, which is the CD, I think they were the people that actually did the subcontractors. So we've said, and basically, Dale's come to the conclusion, spoke with the state, basically, it's on the, we're pushing the contract, it's on the contractor, because they didn't do the mulch method two or three, and so it's, we're just waiting on the subcontractor, so it's, we're just waiting on that to have. That's probably a safety concern. And if we have to poke them again, poke them because somebody can go in that thing and go into the guardrail or something. So, you know, make sure they get on that. I know there was a follow-up there. Thank you. Anyone else? I think that's going to be done before the end of the year. Do you understand? From what I understand, we were getting motion on that project, but we're still, it's already happened through August, and they haven't started anything. Plans are done, but I don't want to give you any false hope, but The state just approved it in recent, like within like the last two, three weeks It's going to letting Yeah, it's going to letting It's just, yeah So my understanding was There's like 75 working days, I think, for that project Yeah Well, my understanding is the state's funding for that is for this fiscal year, which would expire June 30th, 2027 I don't think that's an issue for, I mean, because I believe Dale brought that up And I believe that's not I don't think that's an issue, though. I think the funds will be there if that's the case, but we're still pushing for it because it's going to Letty and I can't think of the date, but it's going to Letty. It's the 18th. 18th? Yeah. Okay. So it's next Tuesday. Yeah. And I don't know, since the state's already doing the part of 26 from Wisconsin, like Fiverr to Orangeville, I don't know if they're going to plan on me doing that at the same time. All right. Thank you. Anyone else? 6.3 is the current budget and debt status. Brian, you have the floor. All right. Dale and I went over this before he left the application. This is kind of just a... I don't know if I should bring it to the budget. Oh, I'm sorry. I'm sorry. I didn't... You're good. I was so concerned about this, the budget status, everything's, there's nothing over, no funds are over budget or anything like that, again, we, the projects, we haven't really had a ton of projects yet, besides seal coating for townships, big dollar item projects, so we're still kind of, we're still okay on budget, and I don't, I don't feel like we'll be any over or anything like that. So I still think we're still fine. No concerns. No concerns. Any questions for Brian about that? Okay. Moving into old business, which there is none. We'll skip right down to A51 discussion and the approval of the budget supplementary request. Before we get into that, we have a lot of questions. to get into that. We have a lot of work to do with that budget, so we will be just discussing that this evening and picking it back up again next month. So with that, Brian, if you want to take us down through each one of the... You want me to go further? You want the animal control? There you go. It's nice. Welcome. We all have to sit here. So again, this is like Brian said that this is just kind of like the... First request for our budget, the highway fund 005 is currently as it sits right now over budget, but that's the majority of it comes from the construction equipment and capital fund line item 746. A few years ago, you guys had asked us to put together a five-year replacement fund and that was, I think it was actually about $325. $20,000 a year we need to put away to maintain our fleet and so we put in $300,000 for that and that put us $168,000 over budget everything else all the other and again I don't know if you want to go through line by line or just kind of look it over but everything else is pretty much the same or something or even less. We don't have to do line by line, but we should do at least fund by fund. So for the 005, we have revenue coming in at $1,145,900. and that includes a county maintenance MFT transfer, which is basically our county motor fuel fund 009, reimbursing the highway fund for the equipment and labor that we use to have that fund. And in the In the past, we've budgeted $100,000. Last year, 2025, we didn't take it, we didn't reimburse that highway fund because we were, last year, we were okay with the funding, and then county motor fuel was a little bit low. So we just left that, the funds in the county motor fuel. But in years past, we've, if it had 2024, actual, it would have said about $100,000. or it would have said $100,000. So that's the only discrepancy in that. I want to bring it up. Can I ask you a question about that? I was specifically talking about that. So the money comes from Fund 9, correct? And it should be back in Fund 9. It should say it says that account has been transferred to Fund 5. Yep. That shows $60,000 over there. and there's $100,000 here. And I was going to bring to that. That was my mistake right there. I should have only, I should have, I even had that marked off. That should only be $60,000. I'm sorry. Yeah. I noticed that after I got off the phone with you and I was looking at that fund specifically. So I'll update that for our next round. Very good. Thank you. Brian? Yes. I'm curious. Facility use fees. What, what is going, where else do you get money from for facility use fees? I mean, emergency management, they're both in that facility. Okay, thank you. And then that includes like printer, electricity, it includes everything. So it's not technically a rent or anything like that. So it's, it's like just that everyday usage of materials and things like that. Okay, thank you. And then just the expenses. Expenses for 2027 is $1,340,150, which again will give us a deficit of $168,250. But again, that's the $300,000. It's all coming from that construction equipment and capital farm of $300,000. another question for you on safety equipment of 15 employees, you know, you have 15 employees and they all need safety equipment. Is that correct? Part of the contract, the union contract, they get $350 a year. Thank you. And they use that for the safety equipment, so like I said, you could have budgeted, that's a set rate. Right, I was just, I was curious, that does cover all the employees that need it, correct? Correct, yes. Thank you. So the jump in these salaries, is that part of that contract? The jump in the salaries is basically the increase from the contract, and I've split it differently, between 005 and 009 this year. So just because 005, we only get fund, we just get the tax revenue, July, and so all that funding needs to come the first six months has to come out of the county motor fuel first. So it's just a difference percentage. But it's basically the 4% increase. If you add the whole 5 and the whole 9 together. Seeing the huge numbers there on your whole 5 salaries, I'm like, you see that, right? It's 39% increases. Yes. And the 6 and... It's actually getting there, but she's all helping because I don't see the drop. I don't see a drop over here. I'm not. Sam, Dan, you got 3.21 and 3.54, and in 4.5, you got 6.67, and in Seattle, it's 32%. So if you, in 0.07, sorry, last year, that's went down almost 42% for salary. Okay, so you did say, oh, nine, that's why The maintenance, I wish I had that It's just a breakdown of, because the engineering salary was yours, it's like half of mine Okay Let me double check that and let me get it back That's fine You're comparing or doing 5.3 and 0.5 together What was that? Because budget 5.3 expenses are way down on the salaries And then the other one What? Do you guys do balance in here? Yeah I'm just trying to understand what that is Do you have an itemization of the contractual and non-contractual? Yeah, I can, I'll get that, I'll get that That number, those totals should match it with what's in the fund Yeah, and we're splitting it between, like I said, like three funds and it's not the same every year So that's probably why the, but I'll get you, I'll get you I'll explain it better than I'm explaining it right now I assume, Dan, that the health insurance is down sharply for the same reasons? Correct, yeah, it's, yes, it's, are you talking specifically for, sorry, sorry, no, you're fine, I should just say, yes, I found last year we budgeted more than what we had, but assuming I think I assume like an increase of 10% but it's split between 05 and 09 again. So I believe it's 10% we don't have numbers closer to 18 and 19% we don't have numbers yet it's not going to be 10% I can promise you that. So, I can, I'll re-go through the notes again on the second time around, but I'll pledge it, I don't know. I'll budget, I don't know, I'll do a Hyatt, which is decent. Another line that stood out at me was gas, $10,000, $9,000 less than last year's budget, and yet gas is, are we still operating? We're still, we've still got the contract, yep, and that's still one more year, you know, doesn't matter. I think we're in the second year right now. Yep, and it goes three years, yep. Yeah, three years, yep. Yes. So, yeah, I think it's, I mean, it's less than $3 a gallon, that would bet, and for the regular diesel, I think it's like $2.39 plus the $0.50 for tax. I think it might be, that would be, I know I'll be out. So, we're making it. I know, man. And last year, the winter wasn't terrible, so we didn't go through a ton of fuel. Nice. Yeah, easy. Well, it's very good. In 005 and the revenue side, so the description for sales is the sale of the old chip sealer, so is that if you get the new chip sealer in your subliminal request, this sale will happen, or you're going to get rid of it no matter? That would happen if we had to get, if we got rid of it, but there's also like odds in the past that we've sold and made money and stuff like that. I mean, I think this $35,000 is on the low end, even if we didn't sell the chip spreader, so it potentially could be more, but I don't, I don't know. Brian, what is your plan for funding the deficit? We probably have, I'd have to talk to Dale, but I would say less equipment that we need to have to replace that's not going to get replaced and less work to get like less township work. I don't, I'd have to, Dale just, we just wanted to give you this gut and leave it up to the committee and see what I'm not asking you to reduce your expense, but you're presenting items that apparently are needed, and along with that, there should be a revenue component, and that's what I'm asking for. If you're saying you need these items with the funding that you have available, how are you funding the deficit? Are you asking for it to come from another department, within the county, the general fund, what is the plan? I'm talking about your budget, not just Oh, I guess that's right. I would leave it up to the committee, like what they recommend. Because as a highway department, I don't see us having any revenue sources. Like, can we go out to other villages or cities and ask to do more work? but that they don't have time to do more work. So I don't, I don't, I personally would leave that up to Dale. I don't know. I don't, I don't, I don't, I don't have an answer. I'm not trying to. No, that's fine. It's all on you, but if departments are asking for funds above and beyond what they normally are budgeting for, I guess I would hope that you'd also be coming with a revenue source saying, we need this, but we're going to need X number of dollars from wherever. or whether that's cash carry forward, interest income, whatever that may be. But, and it sounds like, and I may be misunderstanding, but just presenting the expenses that you'd like to have approved for the operation, independent of the revenues that are fit. Correct. I mean, the expenses for the construction equipment was based on that five-year plan that we did three or four years ago, based on equipment getting replaced that, and just the cost of, but yeah, I'd have to get back to you and let you know, talk to Dale when he gets back. Perfect. Thank you. Anybody else have any questions? No, you said it's bigger than a thousand, and that's what you put away for the phone. To replace the used equipment. I think they have to call the $145,000 that has to be in that line to cover the cabin chassis that's gone by its way. Yeah. I hope you had it there. So the equipment, the 27 budget would be for just the equipment from Monroe, I believe. Because the cabin chassis is already in. Yeah, and I don't remember what that amount was off the top like that from Monroe. He's a trap, actually, that's a stretchie, what that was quoted at, I think Kevin Chassie was $1.45, and I think the equipment was like $1.26, I feel like Kevin Chassie will most likely be paid out this year's budget, $2.26, that's good news, but yeah, it's like half is paid in one year, half is paid in the other, so the whole amount isn't made, but the equipment The five-year replacement fund was still, it wasn't just a cab and chassis. There was other equipment that wasn't involved in that. We had bigger issues. Charge ahead. I have a question. Just going to tell us what thing works. Okay, so we have all these multiple funds. some of them appear to be in deficit mode at this point so you can borrow money from another fund if there's a plus balance is that correct no that's so because like the are you talking like fun like line items or entire funds well I'm just trying to think of because like the township like oh six or oh like oh seven that's a county Bridge. You can only use that on, like, you can't use that on, like, redistributive or restricting funds. So each fund basically needs to balance within itself. Correct. Okay. Got it. Trying to get a handle on it. So the funds that are able to be useful, we put transfer mechanisms in there. So between 2005 and 2009, there are lines to transfer and transfer, you know, receive that transfer from the revenue side and transfer out on the expense side. So where it's allowed, we are doing that. We have a mechanism in place to do that. so I think oh I see okay yeah so if it's restricted and you cannot do that they're being used as is it generally 005 and 009 that you do that with I think 007 is awesome sometimes too for equipment correct yeah yeah 007 you can just like it's anything that I keep I have a spreadsheet that in the office with any time the timesheet is on with like a bridge probably They're working on culverts and stuff. You can use those hours and that equipment. And so once that adds up, then you can transfer to the highway, the OO5. Okay. So it's for specific uses, not just to say, okay. And I know where the salary is off. Because last year I budgeted $110,000 for assistant county engineering coming out of OO6. and I didn't realize that we didn't have it set up to come out of 006, like on paypal. So that's, and that was 110,000. So that's going, that's getting taken out of 005 and 006 too. So that's why the percentage isn't as much as you are thinking. I'm not sure that's that kind of post. So this is for our bridge projects for next year and some salary and transferring of like the maintenance equipment working on like he's hourly working on like he's hourly working on culverts and bridges. So 1.4 million of that are for two township bridges that are in the queue, but he's got RQ to fix or to replace for townships that includes Florence Township, Buckeye Township, and engineering for Lauren Township. Some of that, I mean, we can, if that has to be pushed down the road to another year, but those funds are come from 008, the Township Bridge funds which is federally mandated funds to use for Township bridges like the county can't use it for any of their bridges or anything like that so about 1.4 of that would be specifically for the funding that we get reimbursed for for the Township bridge program and then there's There's $418,000 is for a firewall bridge repair that will be permanent repairs for a large bridge, not a firewall bridge. So those three bridge projects are part of that $1.8 million. Branch on the firewall was the last inspection report that said that that that's that one where they did the the temporary made it shored up and as we were told if it did not get shored up it was gonna have a load rating on it and it's it's not it's not good shape on the right there so it's shored up so full fully and you expect that to last for a reframed answer. Did you have to go fix it already? Yes. It should last for a while. I mean, I don't know. I would say into next year. But that's definitely a repair that's going to need to be done. Because if that had to be replaced, not that, you're talking about right now? Cool. That's not more than that, probably. Yeah, that's a big one. That would be an important one to repair before it gets to the line where it needs to be replaced, because that's a long bridge. Kayden, do you know the likelihood of being able to land a grant to do that? I mean, there's grants out there, but that's not like, I mean, we're having trouble enough with the bridge in Warren, with the steel bridge, and that's like a special grant, so there's a lot less applicants for that specific one, and we're having trouble, like, getting that project going, so, I don't know, I don't, Dale knows a lot more about that than I did, but, I mean, I mean, it's certainly possible. I mean, we get a lot of grant money. So, I mean, yeah. Mr. Newton, you are pretty high up in UCCI and I'm just sitting now at NACO. Is there any opportunity on the federal level that you can leverage your contacts to see what grants might be available? Well, I'll tell you what, we have a direct connect to the Senators and on next month, this time, so since it's high on our priority, I can certainly raise the attention of our lawmakers in Illinois that are in Congress to look for some money for us. meeting with LaHood in a month, which I'll bring up. Mr. Iroh, you're going to D.C., you'll be in D.C. We'll see Tammy Duxworth, and we'll see, well, he's getting ready to leave when Senator is just really making this exit, but certainly they can, you know, they'll talk about what they have. Maybe we can just, you know, make mention of that until we need, you know, certainly be pulling up. This will happen. We won't have to sit in a group as we've done in the past with a bunch of other states and a bunch of, it'll just be people who are going from our UCCI will be sharing. So any information that we have about that bridge, you know, maybe I can get some information and kind of put it in there, put it in there here. So what will be the first time that they hear about it? We put a similar pack together years ago for Bill Ray's Crossing. I had GFP help me with that. I don't think we have to go to that degree, but I'm guessing you guys could put together some sort of engineering points to discuss that you can take with you if you would. Great. I appreciate it. Scott, you have to write a full paragraph on it's not good. That would be a full paragraph. This is short, everybody. Anybody else have a question about budgets or we move on? So I do have, and maybe this is, maybe this is dumb. Okay, so the county works on township bridges, but we get no money from the township. We do not, like, as a county, we don't, we just kind of, like, hold the money. Like, it comes to our funds, we don't do work for the, on the bridges, like, we get it, and then an engineering firm does it, the township pays that, there are, before we had 100% funding for the township bridge program, we would split, like, the engineering, this was years ago, we would split the engineering costs with them, but none of the construction costs. So basically this $1.8 million is nothing but a pass through account? The $1.4 million. So $1.4 is a pass. Correct. That's the Township Bridge. That's the 008 Township Bridge. So there's Township Bridges and County Bridges. There's two funds there that are similar in May, but Township Bridges is not our responsibility. It's just a pass. Yeah, but just pass the funds. Yeah. and that that was a thing is I was trying to figure out funding from functions. So yes, Luke. Okay. Mr. Jogerst, that leads me to this question. Thank you. On budget 524, on the expenses you Yeah, transfer to Fund 07 for 1.2, $261,000 to fundage. And then overall on revenue for budget 5.3, that amount is $1,426,000. I'm thinking that I'm going to say, and it's now, why is it, I guess, why is it, why is there a difference there, because that's a transfer to 07, and the image, and it's 07, and it actually says 1.426, so there's a difference of, oh, I'm going to say 5,000, for, oh, I have, I guess that's consulted. The consultant, we're getting funding for the engineering for this, for these contracts going forward for the count. So I guess I should see what I'm looking at, right? Yep. The 1.261,600 and the 164,800. So I'm looking at 100. If you add those two together, those are both coming from the township bridge program. So that I was, well, I'm looking at the lines. 6.0100 on Budget 08. Yeah. And I'm also looking at the line 34, 732, and they don't match the ship. So if you go to 08, so you see the transfer to fund 07, and then right below it is consultant. So if you add those together, it's the 1.426. And those transfer? I split them up, just by thinking, but those are both for the Township Bridge, so those should be together, so I should, I'll fix that, that should be, I should add the $164,800 to the $1.261, that is, that's the, that's the, yeah, sorry, I, so Yeah, oh, sorry, I, so there's, okay, now there's $400, I'm okay with that, it's like, there's four, because you, one, one, one, one million, four, twenty-six, five, one hundred, and your transfer in is one million, four, twenty-six, even, one million, two, sixty-one, six, a hundred, so both those should have been, okay, the transfer of a five, oh, that one, again, just how that made it, right, sorry about that, no, it's fine, okay, Okay, questions, if you do uncover something, you're questioning, you want to let me know about that, that'd be fine, your thoughts and opinions are welcome, they can sit, okay, yeah, four, all right, so basically my budget is the same as last year, only thing we changed donations which I'm still playing around with I still think we're going to get quite a few donations next year just with being at a new building people are going to feel more welcoming them coming in and donating seeing what it's going towards see what else changed obviously health insurance went up and y'all better 3.8 about a year and a half raised. That was my assistant there doing 25 hours per week, which she is currently, she's not at that, but next week she's going to be working for me three days a week instead of two. She's cutting back at her other job, so she can be with me more, which will help greatly In adoption fees, that might be actually more because we're in the new building and more will get adopted out and stuff instead of transferring out all the time But I just left it where it was last year or this year, I guess Adrian, perhaps, you know, too, the transfer from ARPA, wasn't that reversed? Still in the, still showing a 675. I think it was done after this report, yeah, because I have to input these amounts manually, and I only got so far. So that's why you're still seeing May 31st. So for September, I'll have that updated. Okay, very good, thanks. Any questions? Sure. So on the adoption fees through 831st, we've got zero in there? Correct. We have any. Wow. They've all been transferred out. Okay. We will have some this month, the puppies and mama and, yeah. Yeah, you'll start seeing it. We budgeted it a lot. Yeah, now that we're in the building and we're, yeah. Okay. Yep. I think it's, I mean, I did, I must have added the veterinary salary wrong last budget, so I did add $40 to that, because that's actually what he gets. Yeah, health insurance going up by 5.9 to Yeah, it's definitely going to be an issue. She's giving me a special We're hoping to have renewal numbers stopped over. Okay, we're waiting on Blue Cross Blue Shield, Dale, DeMeester, DeMeester, DeMeester, DeMeester, Okay. So if Dr. Conde does retire, that's the veterinary salary. Yes. So would that have to, like some contract have to be in place with someone new or do you expect that? Yes, we would have to have a, we have to have a county vet. So do you anticipate that going up? I mean, is he giving you a stellar deal? Or do you think the vet that I have in mind will be fine for that? Oh, yeah. And a lot of the care is done in Rockford. Yeah, yeah. We just have to have a county vet, Bible Center. And I think, you know, he gets $400 every two-piece. so I think any vet would be okay with it because they're basically not doing a whole lot other than answering questions because they have a question, rabies vet, something otherwise and then I'm hoping when he does retire the new vet would be more hands-on building which the one I'm thinking of will be which I think she'd be fine. She's more for a rescue, so I think she'd be back with whatever she is Any questions from the committee? We'll pick it up again next month and see if we've got any other questions Any other details would be fine-tuned So, thank you for speaking Thank you Okay, the good day comes through to assess the approval of the sampling report for Rock City Road from Heritage Research, right? Oh, this is just take the cores and stuff for the road on Rock City Road that we're doing the CIR for them, just so they have a report, hey, don't get stuff to use, we've done this in the past, and they've always been. So, good luck. Yes. Is there a motion to approve 26-17? So, Mr. Mataroff, seconded by Mr. Jogerst. Any discussion? Seeing none, all those in favor say aye. Aye. Motion is approved. Just to rule. Now, if I remember right, this kind of method is for testing the quality and future prospects for the crowd, right? Correct. Like how much depth and how much aggregate and how much steel players composition that gives us and everyone an idea of what we can actually do. Correct. And then they always do a good job. They always send pictures. And we can use it for future too. I did. So let's give us a... It's new business, but we move from 9.0, which is comments from the committee. It's like everything is like that. It's fun. I think that your recognition is wonderful. Thank you. Well, I think we should be complimented on that and promote that as long as we can. I know there's a lot of people out there, especially on social media, who are very happy with a no-kill shelter. Vice just inside the door for the head. Oh, yeah. It might have lights around it. Flag on it. Do I have a motion to adjourn? Everybody wants to stay here? I will. Move by Mr. Jogerst, second by Mr. Newton. moved by Mr. Turner, seconded by Mr. Newton, all those in favor, say aye, I'll show our meeting this year, thank you, Dad, thank you, of course, thank you, Lord John, Stephanie Silver, I'm out.
