All right, we're going to get started with the Administration and Legal Affairs Committee, Wednesday, July 8th, 20.6th at 5 p.m. Final prayer, we'd like you to do that. Thank you. Father, we just thank you for another opportunity to gather together, Lord, to handle the county's business. We just pray that you watch over this meeting, Lord, and that you give us wisdom to make the right decisions. In Jesus' name we pray. Amen. Thank you. How about 4.0 or 3.0 approval of agenda? Which one first? I don't know. Steve first and then St. John or second? All of them in favor say aye. Okay, thank you. And then 4.0 approval meeting minutes from June 10th, 20th, 26th. I move to approach All those in favor say aye So moved All right 5.0 approval of claims Got a cash requirement of $56,105.41 And manuals $1,651.02 For a total of $57,756.43 Sets. And I'll second that, I guess. All those in comments or anything. All right. All those in favor, say aye. So, 6.0, public comment. There's no one else here. Let's jump down to 7.1, County Treasurer. Thank you, Mr. Turner. I appreciate it. So, of those claims that you just heard, just wanted to point out that $1,935 $0.93 are my apartments. The biggest one we had was to Village Voices for $1,000. You caught that. We have worked with Dan because we have depleted a lot of his resources over the past few years with our very large publications is to basically pay a reservation fee so that we hold our spot that no matter what else happens in the date that we need to publish, we're guaranteeing our spot. So we're kind of prepaying a portion of that. So that's what that's for. It's an unusual one. I just want to point that. Also, one of the larger expenses, I had to replace our barcode scanners. So if you've ever seen us process tax bills, there's a barcode that we have to scan all 52,000 of those. So they tend to wear out. So we got some brand new ones. So those are our biggest expenses. Moving to the financial court. Hopefully you all have had a chance to review this, which I sent over Sunday afternoon. On the cover page, you note that there was kind of a dramatic drop in income tax month over month. It's kind of exaggerated because the previous month was a lot higher than it normally is. This one was slightly lower than it normally is, so really the difference is in the middle. So the drop really wasn't that dramatic. We're still up compared to last year, and currently through June we've selected 4.7 million. so I don't see any patterns that would trouble me at all and then actually none you'd just be kind of pleased with what we're receiving as of the end of the month total county funds were only down 71 100th of 1% $173,000 compared to May so obviously that's a very minimal balance decrease just like in sub proceeding several months again very pleased to say it's well below what we normally see in a month with no property tax distributions. On the page of the yellow, the investment page, eight investments mature, $37,000 in interest. As at the end of the month, 15 investments remain in place across nine different funds. I'm waiting until next week to place some additional investments because then we'll have the property tax receipts in those accounts and I can invest a little bigger and And the cash flow is a little easier to manage at that point. Anybody have any questions so far? Thanks. So that really, I mean, it's kind of a no news is good news situation with, you know, I feel like a broken record each month, but I think that's good. I mean, there's nothing negative to report and next month will be even bigger and brighter with property tax distributions coming. So I'll move that on to the collector side. All right, so as we close out that first installment due date last June 26th, obviously we've been a little busy. We keep getting good feedback on the tax bill redesign, so we're going to, we decide we're going to stay with that plan going into the future. One issue that has increased with frequency, or has increased in frequency compared to the previous years, is I've been getting a lot more NSFs and rejected EFT payments, which I did not expect that this year. We're up to about, if I would combine the last three years together, we're more than that this year. Not a huge amount, we're about $135,000, so relatively speaking, but the number of occurrences is what's troubling me a little bit, and that just creates some extra work because we have to back all those payments out and then subtract them from the distribution. So it's a time consuming thing, but an unusual thing to continue to monitor. Sure. So big day coming up is Monday, first distribution date of the $94.19 million that the county clerk has extended. I anticipate it's serving about $51 million of that, so well over half. The county itself should receive at least $5.5 million, and of course that's across the 13 different funds that have property tax as part of their budget. So that's what I'll be doing for the next few days, those 104 casting districts. If anybody has any questions about any of that. If the payment anomalies continue, what kind of preventative measures can it take? Or is it strictly playing catch-up? I don't know that there are any. I mean, it's punitive, basically. So I assess a fee because, you know, there's some work involved in doing that. most people though do make it right we get paid eventually but it's just in terms of just the work that we have to do you know and that the different banks are involved when their EFT rejects that's a little more complicated so then of course we have people who want to argue that it's not their fault you know it's it's just it's just an unpleasant process all around we usually end up being made Hall one way or another. It's just an unusual. I'm used to seeing more of this and not even very much, but at the end of the tax season, not this early. So I don't know how to stop that. I am surprised at the number so far. Luckily, though, not a large dollar amount. And it's actually a couple of corporations. So that was a little disturbing. and they were true NSFs not just returned for a myriad of other reasons so but I think it will all be fine in the end I just have to pull that out of the initial distribution but we've collected so much already it's a drop in the bucket compared to what will be going out so that's all I have. Thank you. Let's go to Sam Pochi, please. Thank you, Chairman. We'll see, based on the report, a large increase in recordings in June from May. Some recorders have been busy. Elections, gearing up for 2026 election, Joe Seba, Courtney, a list of judges, Tiffany, approved by the county board. So communicating with election judges and gearing for 2026 and preparing for the training class. so we do have a lot of judges that have retired and we will have a lot of new judges as well just yesterday the State Board of Elections released the 2027 election calendar so as we're gearing up in the 2026 election we're already getting started for 2027 as well never is a little quieter in our office I'm still day to day with the vital records at the, yeah, trips, but still busy, but a little quieter than usual. Any questions? See, none. I think we'll move on. Okay. Thank you. 7.3, Supervisor Assessments. So, like I've said in the past meetings and stuff like that, we have seven townships. As of tomorrow, We will have completed four of the townships already for the field work and two of them, two and a half of them have been valued and completed. So the simple fact that we got them all back in our office, it's been going very smoothly. the new girl is catching on amazingly enough, and it's nice and quiet now that the last payment was done for a little bit, and I like that that way. Quiet's good. Thanks for sending me the report. You're welcome, sorry. No, no, that's fine. just kind of update next quarter day for the nursing center is on the 12th. for the Nursing Center is on the 29th, so continuing along with that. Thank you to Nate, because he's got to be involved in some things to help out with our attorney. We have Chairman Helms and I have requested that Mr. Larson pursue a small claims case against our former Nursing Public Administrator. He has defaulted on his payment. So look for upcoming updates, I guess, on that. The next land bank meeting is on Friday the 10th, which is this Friday, so I'll provide more information on that next month. Sickage, our auditing firm, was able to have a couple phone conversations with the nursing home and we did get a lot of information finally submitted from them. There's been a lot of follow-up and back and forth, but it seems to be moving in the right direction to get that outstanding information from them. This month's, well, the June Grady Freeport Partnership meeting actually was held out at Highland as it was Chris Gversky's last meeting on the board and they introduced Dr. Jamal Scott, who took over July 1st or 3rd was his first day as president. After the meeting, they did do a short tour to kind of show their plans for the new athletic facility down the road for how things are going, but kind of show us what they would like to see, what the original plans were, what they've downscaled it to, and how their setup will be. and sounds like they're working in collaboration with the Y so they're not stepping on each other's toes about what is being offered and things like that. So it sounds like they're moving in the right direction. It was interesting. I've talked to some people from the Y and seen their vision and their plans. So it was interesting to see the current space and how they're planning to change it to meet the college's needs. so there will be no GFP meeting in July. So the next one is August 26th. They also held a ribbon cutting out there for their ag building dedication. And animal control is up and functioning in their new location. Still getting settled, but they have any issues. Yeah So Did they redo the building or what did they I don't know what the former building looked like I don't know if it was updated There are two new buildings for the hydrofarming thing. Is that what you're talking about? There's two new buildings that are built. I don't have any specifics. The building I was in looked like it was, I don't, I didn't recognize it as a new building and it was on the campus. Oh, these aren't on the campus. Yeah, I was going to say, they showed us pictures of what they were doing, but it was a dedication to one of the original ag teachers who kind of started. so they named the building after him. I'm just curious how that plays. I did talk about that programming and growth and growing students, which I put that program and talked about. The growing program. Yeah. The hydro thing. That's good. Anybody else? Thank you. Well, 7.5. I can manage it. Nothing to report. I don't understand. Thank you very much. There's a Sunday. Sunday, Sunday, wishful thinking. Busy month as usual. We have completely overhauled the wireless at the courthouse. In the last month, we got everything updated to our new APs that the previous IT director had purchased and never got put in. So we've been, I think now we got the courthouse. Courthouse could maybe use a couple more for coverage that we're still contemplating, but we've done Stewart Center. You guys may not even realize it, but you're on new APs or whatnot, so access point, so yeah, sorry, IT talk, so we're going to eventually do that at every location, I think health department might be on our list next, and then I wait just to get those rolled out and completely installed or whatnot, the other thing that, so hopefully you guys noticed the last board meeting, I think is the first or second one in a row, that we've had in a while without a hitch. So we're slowly digging through the network issues over there trying to get things stabilized. Unfortunately, I can't stop people from plugging stuff in, you know, when they're not supposed to. We've had a few hiccups courthouse wide that we've had to research, but the new tool that I got has saved me an immense amount of time and that's getting things done. What really needs to happen is we need to just get a network diagram of what's going on. But the problem is, is I can plug into one switch and it's kind of an eligible problem because it goes from this switch to some other port. And then I got to go from, you know, we're just trying to twist where it eventually starts. So as we get downtime, and I'm glad to say, I think for the first time in a long time, I don't want to jinx myself. Ticket queues at zero. We got everything zero. I think most of the bigger projects were on top of I'm working on network discovery now for this nursing center case but other than that animal control we were able to get them in there by July 1st I took a bit how there was a little confusion between the city air and such and it's probably the biggest hiccup in the getting it all done but arrow was nice and they got in there on the first Monday of the last week of June and had it all done in a day. We went in and get everything pre-wired and ready to go and I had to mess with some site-to-site stuff between there and the highway building on Tuesday, but they're up and running, as George has said, with no hiccups, phones, everything are good to go, printers, even put new Wi-Fi in out there, so that was the last month. Any questions? Thanks, Joe. I do think we have renewals coming up that we'll talk about. Um, so you said there isn't a set map of all the, is that a security concern? Um, I don't think it's a security concern because we do have all the machines that we access in Ninja, so I'm able to see what they're doing and what, like, it'll give us any alarms as far as it goes, but a schematic of how things were installed would absolutely be nice, but nobody, I even think there was a company hired at one point in the past, I forgot what their names was, but they came in and spoke with their network diagram for us so if I remember that company went by chance but long story short theirs wasn't great either as if they gave up about halfway through so ideally right now we're triaging and replacing equipment as needed we got all the firewalls major firewalls in the county replaced I still need to do the courthouses the problem is is that when you do that it affects like five to six other things because all these buildings connect in some aspect. So when I, we had to coordinate about four of the locations at the same time because they all connect back here for CIC. So it's not just something you can do in phases. Once you do it, you have to do it. So we do have some projects up on our list that we'd like to get to. Three Rock is actually losing one of their people for a period due to a surgery. So there'll just be two of us overall and but we'll keep plugging away I would say and I'm not saying this is a pat on my back we're pretty spoiled as far as ticket response goes you know it's usually done within a day for the most part maybe a couple days if it's more takes more on our end but it may get to a point that they have to wait just a little bit anything urgent obviously we'll take care of it like simple irritants is like extra monitors and such may and I have to wait depending on what's there. We got to take each day and the emergency goes to the top of the list and then we get back to whatever else. But yeah, ideally, in an ideal world, we upgrade all the equipment and we know where everything goes. That's the goal. And that tool that I purchased a couple of weeks ago is a big help. It'll at least tell me if I plug into a cord on the wall, they'll tell me what switch it goes back to and where it connects. so that eliminates all the trace on the wires in the ceiling and trying to figure out because if you looked up in the ceiling of the courthouse you'd be amazed so but other than that we're plugging away I think there's another question Mr. Chris I was just going to you answered it though when you talked about the wiring at the courthouse I mean I know that there was closets full and that's still that way? Yes, and I'd be willing to bet the main closet on the first floor. Probably 90% of it isn't used, but I can't just go ripping wires out because it'll be the one that connects to something that takes the whole courthouse down. If it's not broke, don't fix it is kind of what we're doing right now. Eventually, we'd like to, and maybe we'll get to a place where we have downtime that we can, but you also can't do it when people are working, you know, so there's a catch-22 there. Almost has to be, ideally, we can shut the cordials down for a few weeks, but that's never going to happen, so we try to pick our spots. sometimes on holidays we'll be in there messing with stuff because we can break stuff like I was working on the VPN for animal control so late I ended up breaking it I had it working and then I broke it and I was like you know I'm gonna go to sleep I'm just too tired to mess with this so I got up Tuesday morning and went back out there and get everything working but you just try to pick your spots when you're not affecting a lot of people and then yeah you get in there and do what if you can. All right. We keep moving on here. How about more IT stuff? 9.1 approval and renewal of Microsoft licensing. We'll bring it. You will see that the influx is finally starting to hit us. I think last year it came in at like 110,000. This year we're up around 120,000. Just before our renewal, Microsoft raised prices. which affected this renewal. Again, I don't think we, it's not like, it's such a competitive market. I don't think they're ripping us off by any stretch. Microsoft kind of sets that and they kind of have the monopoly on us. You're kind of stuck there. So basically, I have to let them know so many days in advance. That's why it's coming up now. I don't think our renewal is until like September-ish, but I got to give them plenty of lead time to let them know if it's approved, move forward. or if they put in the order with Microsoft for the renewal and then they have the license sitting there, basically our old licenses get replaced with the new ones and we're good to go. So that's what we need. So budget, it's going to go over my budget line item, but I've been pretty frugal and other, basically I'm going to go over in that line item, but I don't think I'm going to go over overall. and if I happen to, I have that IT upgrades line that's in like the 014, I don't know what fund that is, but I'm willing to use whatever the old bridge would be to make sure that it doesn't, we don't have to look for it somewhere else. What do you think, 110 or something there probably? 110 is probably what you ask. Around there, I think I had a little bit of influx in there because I think last year might have been like 108,000. and so, but yeah, we'll just go over and I already talked with Adrian to let her know I'm going to go over and that's the way to prefer it to go over and the line item is supposed to and then we'll just make up for it elsewhere. I don't know if you're involved with that. If I had to laugh, they jacked it up and then he gave it a discount. That's right. I was wondering about that. I was like, that's what I was saying. It made me laugh. I'm sorry. I had to throw it in there. Yeah. Yeah. Anybody want to make a motion to approve that? Move. Mr. Montero. Second by Mr. Zimmerman. I do more conversation. Yes. So if this is approved at the board meeting going forward, will the inception date begin with September renewal? Correct. Or does it begin in August and with this month? No. Nope. You just have to, due to the amount of volume that they have, you have to be ahead of it. So that's why we're doing a conversation. But yeah, it won't take effect until we're expired. Thank you. All right. I have no further questions. All those in favor say aye. All right. So let's see. We have next approval payment to Ninja One LLC. This is our ticketing solution. It's also our backup solution. And what I want you guys to understand is this is going to continue to grow in price because of our data is growing. And eventually when we get it all right. It's going to be a lot of data. I mean, right now we've got NAS, which is basically a big storage unit in different areas of the county for different offices. And I'm not comfortable with that. Eventually, they all need to be on the cloud or online or, you know, just where they're safe, in my opinion. But it's going to cost money to do that. And if we do all that on there now, I don't even know what the price would be, to be honest. So we're kind of doing it in chunks so we can gradually get where we need to get and get the most important. I think all of our servers are backed up and off-site, you know, so I'm able to get to that. And I think we have some important workstations like the treasurer, the administrator, and I think we have one other that we back up daily. so they did let me know that our quota we're at like 20 something terabytes quite a bit and it's just continuing to grow so they just let me know hey you know this can go up the more data you had and I can't predict that because they just do it as they go so there may come a time I say hey they're sending us an overage bill it's not usually a lot but I mean with the way we're growing and where we're trying to go it's just going to continually grow with us so you've got a spot for things about just a little so yes that's under my uh uh contractual expenses or whatever so and we I have part of my extra money is is that CrowdStrike I think some of that money was in there that we don't pay for anymore so that's why I think that'll help with Office 365 once I can figure out what these truly are I can calibrate that better for next year um but I I left a little bit of that in there not because I knew some of the stuff was going to increase so and we'll be talking about budgets, sure, yeah, okay, very good, thank you, if you may want to make a motion. To what? To move 21 for $18. To approve this payment? Yes. I will make a motion to approve this payment to Nanjus. I will second it, then. So it's $18,754 in eight cents. So, yes, Mr. Rado. So when the data gets to a certain point and you do feel comfortable moving, would we still go through this company? Yes. Yeah, it just grows with us. You know, the hassle of once you get so big and moving the data can, you know, and I'm not saying we're stuck with this company. It's just a huge project that, you know, eventually if we get so big and we want to move somewhere else, that's data we have to move. But I mean, that's everybody's problem, you know, depending on where they're at. So I feel a lot safer with it here because it's also, I forget the word for it at the moment, but it's encrypted and, you know, people can't get in and mess with it or whatnot. So I'm really comfortable with where it's at. So if we essentially, if we got hit today, we can just go back to yesterday's stuff and be fine. All those in the papers, say aye. Aye. All right. So moved. and 9.3 approval resolution establishing 2027 holiday calendar. I see. This is not standard procedure. Anybody want to make a motion or... Should we move similarly? Second Mr. Monroe? Monroe. Conversation. Otherwise, we're going to go. All those in favor say aye. Aye. Aye. So moved. And we have 9.4 approval of the resolution appointing election judges to serve for the November 2026 through March 2028 mission cycle. Move to approve. Okay. A second. And a second. All those in favor say aye. Aye. Aye. So moved. All right. 10.0 comments from community members. Okay. Let's do the 11.0 agenda. Make a motion. Okay. Make a second. Why not? All those in the papers. Yeah. Thanks, everybody. No beating that. and that's it.
