Mayor Mrakas- Thursday, July 9th, 5 o'clock, the meeting of the Public Works Committee of Stevenson County, I'd like to call this meeting to order. Item 2.0 is the approval of the agenda. Is there a motion to approve the agenda? I so moved. Adam, seconded by there. Any questions, discussion on the motion? Seeing none, all those in favor say aye. I need approval of the agenda, Mr. Kurt, review and approval of meeting minutes from general level to answer enough pitchforks and hammer handles, I have a motion to approve the meeting minutes. So moved by Mr. Newton, second by Mr. George. He wasn't there. Yes, you were noticeably absent. I was. Noticably absent. Any discussion? Seeing none, all those in favor. say aye. Motion is approved. I have 4.0, the approval of the claims. Tonight we have $613,322.79. What is the pleasure of the committee? I'll make a motion to approve the claims. Motion to approve. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. Second. I'm just here to discuss the previous time that I was here about, um, for GI transport and overweight elements toward building the unit structure, so, I think it's on item 8.3. Yep, yep, that's all. Thank you. Thank you, Mike. and I'll turn the boat to that scene. Yeah. All right. Sorry. I know I'm deaf. I'm sorry. Okay. So you know the top of 10 minutes. We're going to move on into Department of Reports, Animal Control. All right. We took in June a total of 21 cats, nine were surrenders, six were city series, six were county strays. We transferred 14 of them out to rescues, five were adoptable. and we had two that passed away. One was to panel loop and the other one was just a young kid and it failed to survive. Dog intake was 13, three surrenders, three counties, three cities and I did it a little different. We did four that were city that we just did the paperwork on. Four are currently being adoptable. Two were reclaimed. Seven paperwork only. Three of the surrenders, I believe, ended up getting reclaimed. They came back for the puppies. They decided not to sign them over. So we did paperwork making sure that they did their rabies and registration and membership them. So they basically adopted and bounced back without having to fix them. Current animals we have, we have nine adoptable cats, nine on hold, the one boarding cat for the domestic case. Dogs, we have nine adoptable, ten on hold. That would be the mom and her puppies. The puppies all went to the prayer college today and got their first vaccines. So we'll have them in our three weeks and then they can go to homes. They will go on pet finders. probably on Monday once I make sure everybody didn't have any reactions to the vaccine. I already have mom placed, and I believe one or two of the puppies do have homes from people that have volunteered and socialized with puppies. court cases. Mary Mankey is the same 727 kennel update. We did get the last of the hardware we needed this morning, and we finished putting the kennels together. We're working on a little plumbing that we need to do, and I need to figure out chop back, and the kennels are done. I should be moving the dogs in on Saturday. I did the ending balance for you guys with the highlights that the one deposit was for June, but got deposited July 1st. And that's it for that. Any questions on that? I do if nobody else does. I'll wait until everyone else has a chance. Okay, what does it mean when you have dogs on hold? They cannot be adopted currently, so it's the mom and her puppies are not adoptable because the puppies are too young Okay, so you say you have X number of dogs plus nine on pole, that means you have, I don't remember what you said you had on hand A total of 19 dogs, correct me, with the puppies And you have room for that many dogs? Yes on the individuals that surrendered their I'm assuming they were dogs that came back yes okay you had a microchipped they had the microchipped gravies and they had to do the registration did the owners pay for all of that yes so we didn't no they had to pay for all that and then I believe you said if I'm misquoting you correctly but so they were doing something different with the city on four animals, maybe four dogs. So remember how I said that we do the numbers were city were high because any dog that goes to the animal hospital to get the chips or county chips, they did the paperwork that way we have records of it and we have records if it's picked up again because in Illinois if they're picked up twice they have to be fixed and that way we have signed papers saying so those four dogs we only did paperwork for so we had records of it we only technically took three city dogs into our city so if you take in somebody surrenders a dog it's not microchipped as far as you know there's no vaccines you charge that person yes so do you make them pay that up front we it depends on how big the dog is because And if, for instance, it becomes aggressive, we have to pay for it to be put down and disposed of. So we kind of base it on their size. Because the microchip in that, if they're adopted, when they're adopted, the person that is adopting them was paid for that registration. And as far as vaccines and that, we get it done for free at the college. So we charge the adoption fee. So we get that money. It basically, it depends on the dollar. As long as it gets adopted, right? Yes. Yes. So what is it that you're charging the person that's dropping it off? Usually, like I said, depends on the dog, $50 to $100, depending on the dog. And that is just in case you have to euthanize? Yes. Yep. They were with cats. I meant obviously cats. Like, for instance, I took, a lot of times I asked for a donation, like we took three kittens in that were surrendered over and they were, they're eight weeks old so they're they'll get adopted or go to rescue right away and I said just a donation and she gave us $200. The mom and five kittens I took they gave $50 they're already going to rescue on tomorrow and I just took them in Monday. Now you've told this before and I apologize if I don't recall but with all the new kennels that you have what is your total capacity? There's 13 kennels but you can easily fit it again it all depends on the dogs if you can pair dogs up like mom and puppies can be paired up I can put four puppies in one of the cages so 13 is the minimum we usually don't pair dogs up so I would say 15 15 jobs yeah 15 like I said puppies are a little different yeah it depends on the size and the temperament I will never put two adult dogs together if it's two puppies like those puppies yeah they're safe to go together I don't want fights to start when I'm not there. How about cats? Cats, again, depends on the cats. We have, we have, we could probably fit 16 in the cattery. We'll never probably clear them up like that. And there is 11 in the isolation room. So 27? Yeah. What's your top end number where you just say don't can't take it anymore. If we have a bunch of kittens, I'd say 30, but you will never have. I mean, if it's all kittens, they go so quick. Adult cats, I would like to only have one in the cage. So you're looking at probably 15 tops on adult cats. I'm all stuck, I promise. It's good. What's the longest termed cat that you have? Currently? Yes. Oh, it's nobody from last year. So it's probably a few months, maybe. We got a lot of newer cats. I don't think we have anybody that's been there. Probably. Holly, I think she came in May. So nothing since pre-2026. Yeah, no. No, we were in current year. Okay, thank you. You're welcome. When it was really extremely hot, you were struggling with the air conditioning. It's been fine since. Yep. I think part of the problem, number one, it was really hot, and number two, you had everybody going in and out on Monday and just opening the doors all that time. They did look at it, but it's been fine since. We do have a fan in the electrical room and we have a fan because there's only like one real cold, I can't think of what he said, cold air return and it's in the hallway, the back hallway where the greenhouse is. So we have a fan going towards that and it's been fine since. So, but they know and and I met Vaughn and Ryan were there today helping put kennels together, so. So then the FACA guy was there and looked at everybody. Anybody else? Thank you. Last month we got around the first time long. I think we have a couple hours left. and we gave Sunset Drive up by Orangeville, one of our roads. We still coded for Silver Creek Township, Rock Grove Township, Wadden's Township and Dakota Township. Started on Winslow. We'll finish them next week. Sprayed guardrail for weeds, patching potholes, of course, and we started striving. I think so that's pretty much about a month I missed painting quite a bit actually that our striker broke down last year so we have probably a third of what we should have painted last year but which is fine because we don't normally paint everything one year so this year everything might get painted or close to it so but we're using totes now instead of barrels so that helps goes a little quicker and working on buying a mixer right now for it for those that you sit on the tote and it stirs it up you let it run for an hour or two before you start painting and pulling out of the tote so should go pretty good once we get enough time and weather so but I've seen and Chief John, that's great. Yeah, they did Bolton Road and Florence. I told them that if it looks good compared to before they fixed the stripper, it would look that great. Straight where the road is straight. Yeah. So it was good. I'll tell you what, I'll be honest, if that's a job I would not want to drive that. It's very monotonous, just staring at a dot on the road, gauging where you're going, I'm not really, you can tell when it goes off. You should have the highway department update in front of you. I've highlighted anything in our construction work that's changed since the last meeting. So the first item, I heard this week that Springfield has awarded the contract to WK Construction, so the next step is a pre-con for that, so we'll be working on the origin of all within a month Cedarville Road, Decode Road, and West Point Road, all their contracts are in front of you to consider Item F, waiting for Springfield to approve the contract with Martin to get that project started. We have to wait until the previous bridge has done it open before we can close this one, because otherwise we'll have people land lost. Let me see. Item H, McConnell Road intersection joint agreement in back black hole down in Springfield, waiting for that to get approved. That doesn't get done before the end of the year, right? I have to stick around for another point. He remembers In your current role Oh, yeah, good one Let's see The signing contract I'm going to push that to 2027 It's FY2027 I've had that agreement down in Springfield since May May 1st waiting for them to sign it So it's set up for FI 27 started July 1st, so it'll about get built next year. And that's it as far as construction projects. You should have the bid tabs in front of you. First one is Cedarville Road. That came in 22% under the engineer's estimate. so that's that was a good video on that one. Dakota Road came in over but it's a smaller project and I can come up with additional funds to go over on that and both estimates were all the engineers estimates so that's good to go and then the Five Corners River project that's for Great Crossing that came in 41% over the engineer's estimate, but that's great cost in protection funds. The ICC said, go ahead and let it, we'll cover the extra cost. So there was probably 100% itself, and there's actually no cost to it coming in that way. Let's see, VidTams, erosion problem. I think, Larry, you saw that erosion problem. We had a guardrail project last year, and there was some embankment behind the guardrail, and we've got significant erosion on several of the sites. So I've been working diligently trying to figure out who caused it. So what it all shook out to, I talked with the designer, the contractor, IDOT, and I had my guys in the office today, and we kind of worked through the whole process. The embankment work that they did was fine, we did it according to specs, the seeding was fine, done according to specs, but the mulch, they blew it on, but they didn't stabilize the mulch, which means knifed it in the embankment or chemical stabilization or hydraulic mulch they didn't give any of that stabilization so what it comes down to is they didn't do it according to the specs so it was up to them to to repair it I prepared the letter I gave it back to that to IDOT and get a comment from them I finished that up today so I'm waiting for a comment back to IDOT before I send that to the contractor so We'll save things up a little bit and we'll see what happens. Thank you. There was about, I got an estimate, about $50,000 from the Great Fair. I saw it in several places. How many sites were there? I think there was 19. About 19 sites. Oh, my. Yeah, we had significant rain after they did it, but all the mulch, which is there to help stabilize it, it was washed away. It wasn't done according to the specs, so it was on the contract to fix it. I have a question about that before you move on. Were they required to have a performance bond? Everything's all bonded, yes. We haven't made our final payment to them yet, so we can pull that off. They need good evaluations from their clients to do more work. If you give them that evaluation, they'll get knocked out. And this is one of, Northern is normally a subcontractor, but they were the prime contractor in this, and they've had a lot of problems with them trying to get, they don't understand the process of doing it in a prime. So, we'll see. Anything else? I have a question. Okay. The Bolton Road, will that go under construction this year? Still in design. Still in design. I'm still optimistic we'll get that built this year. I hope so. It's that way. Any other questions? Where are we going? Thank you. No old business. We'll move right on into, oh, I'm sorry. Skipped it. That's that. This is a moment. Yeah, I don't know if this is a matter of status, Brian? Still, we haven't really gotten too many claims for the seal coding and stuff like that yet. I think next month will be a busy month, but the majority of it, half of that claim, the $600,000 claim, was for the Township Bridge in Shippey, so that the majority of it came out of that Township Bridge, which we get funded, 100% funding for that. I don't even want to say it, but maintenance equipment and stuff like that, it's still under budget, we're still doing good, but other than that, we're doing it, we're going to just Any questions for Brad? Thank you, sir. That was good past old business because there is maybe right on into new 8.1 Wiles, the presentation of the SRF, the SRF representative. Yeah, I'll be giving the presentation. If you remember, we got a grant to look at all the great crossings in the county, and we're at the really fairly beginning phase of the project. Gasser App is the consultant doing the work and we walked through, they gave me the presentation we walked through today or earlier today, yes, so I walked through it and I'd like to give this presentation if possible to the county board. So we are in the public involvement, data collection and public involvement phase of it. So this qualifies as involvement for the public, we're giving it a public meeting and then do do the same thing with the at the county board and we'll put on the website so other people have an opportunity to see what we're doing and comment on it. So you can't really read it very clearly there, but there's a sign there at the Great Crossing. So if you're out in the area and see a problem with assault vehicle on the tracks, tracks that are damaged or something like that, there's a 1-800 number to call to let them know. It also gives the location of that mile marker where that crossing is. So that's good information if you're ever out and about and you see some problems. So the agenda for this slide presentation, we'll talk about the study overview, the schedule, where we're at in the schedule, the existing conditions, stakeholder engagement. They're talking about doing a presentation to Village of Leda, to City of Freeport, and to the emergency management group. So we will be reaching out to different entities to get the stakeholders involved in the project. So the study overview, Canadian National is a class one railroad mainline. line traverses the county diagonally from northwest to the southeast. There's 26 accurate route crossings in the county that are public crossings. There are a number of private ones, but we're not addressing any of the private ones. We can't remember. We don't know. So here's a map showing all the crossings on the upper left corner. There was a fatal accident up there in 2020. and we have three different locations where they did a data collection. They put up a sensor on their tracks and the tracks made note of rail traffic, any delays of the crossings, that sort of stuff. So we had three of those sensors out there to collect the data and that's where we're at in the phase of the project is data collection. You can see all the crossings there. You can see the identified pedestrian crossing, rate separations, and even identified the hospital to address any delays that might be caused in that area. Can I ask you a fourth question? What is the vertical height constraint? Pardon me? What's vertical height constraint? Do you know what that's referring to? Oh, gosh. I'm thinking 13 I think it's 13 feet 6 inches because we ran into that with Bolton Road to meet standards it's like something like that I don't at Bolton, yes, we are raising it we will have a standard clearance under Bolton Road when it's gone. So they're actually raising the track and not digging out from underneath? Home road is already raised. They replaced the bridge already. We will be lowering the road. And they did raise the bridge, raise the tracks a little bit, but we will have standard clearance underneath it. Yes. Thank you. Sure. Here's the different types of crossing, the different types Detection, you got an aggregate crossing in bitunas at the crossing with the wood crossing and in this case, first couple pictures, it's just crossbots and no signals and then in town you see some signals and the cross arms. The purpose of the study is to assess whether grade separations, crossing closings, consolidations and advanced traffic management technologies can deliver measurable benefits and gain stakeholder and community support. Study will include data collection analysis at where we're at now, stakeholder community engagement, and that's where we're getting into that phase. And they'll have a development of potential alternatives to address any kind of things that we can do to correct the safety issues. And one of the positive parts of this study will be a benefit-cost analysis for the crossings. Benefit-cost analysis will help when you're looking for funding to take care of some of the issues. A lot of the funding depends on benefit-cost analysis. So the end result of the study will let us have that information to go after more funding. Like I said, we're at the existing condition phase, Public and Obama goes all the way through the whole process. They'll be developing potential alternatives late summer and fall of this year. And they'll evaluate different safety strategies. And the final study recommendation will come out late fall or late winter or early spring. We'll engage those most effective by potential grid crossings, improvements, or changes, including County residents, municipal partners, emergency service providers, businesses, and the railroads. We'll have public meetings, online comment at MAF, and stakeholder coordination meetings. And here's the QR code. It should be active now. It wasn't quite active yet this morning, but it should be active now, but we will post this on our website and then and then have it available for the county court meeting next week. And here's our contact information, of course, you know, mine and then Justin Scott is the project manager for SRF Consulting that's doing this study for us. Any questions? Yes. So the preferred method of contact is that QR code, if the public has? The QR code will give you access to an online survey that will ask questions about if you have any concerns about crossing, but then that contact information will be available, yes. Did you know if they're taking into consideration the number of the amount of traffic that's on that rail and the contents of whatever they're carrying? I'm not sure about the contents of what they're carrying. They would know how much traffic is on the railroad, but what's on the railroad, I'm not sure if that's part of it. Any other questions? Okay, thank you. I'm going to run into 8.10.2, the minimum of understanding of the municipal township and the state of the staff center. Okay, this is another one, a similar one you had last time. These are three different bridges. Oh, I'm sorry. You got it. I was thinking we were doing it or something. Okay. Okay. These are three prisoners that are in Winslow Township. They are, IDOT maintains all of our inspections now, but the, any kind of maintenance issues that come up with it, they are Winslow's townships. Township's bridges, and the Highway Commission for Winslow Township has signed the agreement. The agreement has been through CARL, it's been through IDOT. This just basically codifies the relationship between Wisconsin, Illinois, the bridge office, and just puts it right in who's responsible for what. So I recommend signing the agreement. Last month we gave away two bridges, this month you're giving us three bridges. Well, yeah, there are three of ours now already. So this is it? I think that should be it, yes. One more year for every additional bridge. I like where you're going. So let's see, we're up to six. Grandfather and the three just brought. Making even ten right now. Yeah. I'd make the motion to approve the MOU. Any discussion? Seeing none, all those in favor say aye. Aye. Motion is through. Anything to sign? No, just for Scott to sign the penalty. We got a lot to sign. That's great. Next, we have 8.3, the oversized overweight permit. Okay. Last month, they presented the type of axle configurations for the 80,000-pound truck and 105,000-pound truck. So we looked at the two different axles. The 105,000 is six axle, 80,000 is five axle. There's a way to compare here. The type of loading from these is called ESOLs. Equivalent single axle loads. They use that to identify what damage is caused by the different truck configurations. So, and it took somebody smarter than me to figure this out, and we have Caden on staff who's taking classes and knows the whole process. So, I said, here, take care of this and come back to me with the solution. So you look at the two different configurations and based on the axle loading and the number of trips per day, fewer trips with a heavier truck, the daily easels is less for the six axle, 105,000 pound vehicle. so it's causing less damage to the road on a daily basis so the 105,000 pump truck results in about 20% decrease in daily pavement damage because of the two passes instead of three the statutory authority for a permit to allow overweight loads I should be in your packet it's 625 ALCS 5-15-301, and there is actually a carve-out for milk deliveries in there for a divisible load. If it's undivisible, that's a different situation, but milk product is a divisible load, but it allows you to do a special permit for loading. so I checked all the other counties in the district and only Winnebago County has a permit that is not just a daily use and they have Rockford charges $180 for 120 day permit Park and Winnebago 120 day permit for $150 IDOT charges an annual oversized overweight permit of $1,000. So, my recommendation is that you guys can do what you want, that we offer a 120-day permit for $150. Any questions? I got one, I guess. So, we have this new scale that Sheriff's Department has, assuming we didn't weigh one of these six axle trucks if we need to? Yeah, we have temporary scales. and they've been certified, haven't they? We have them. I think the Sheriff's Department has two now, right? Yeah, they have them now, too. Okay. Yeah. You talked about it at the meeting, but I... Ours are certified, yes, that we could... Okay. If they needed extra ones, if they didn't have enough, it's an excellent... Here, we can all do the 6XL if we needed the check one. That's all. Okay. I'm good. I have a question, I guess, because a 105,000-pound truck, I take two trips a day, 210,000 girls' weight, I take the 80,000, three trips a day, I've got 240,000 girls' weight, so you really can't technically haul with two trips of the big truck, the same that you can haul with a regular size, and three trips of the regular size trip. So I got some reservations about the calculations. I have a question, I guess, maybe a few. What's the point in charging the fee for an overweight truck, concerning the amount of damage it'll do on the road? Just to be consistent with surrounding area, it doesn't, we're not recouping anything for damages because the damage is less for that. so that's just my recommendation because of the sound in area but if I don't disagree that something should be charged but to me the whole point of having a fee I guess would be I would hope to either help recover the cost of the damage to the roads or to discourage overweight trucks and again to limit the damage to the road and I don't care how many axles you have when you turn a corner whichever weight your axle is varying weight it's going to tear up that when they're turning, no matter what. But if we're going to charge $150, I guess I just, I don't understand why we're charging it. I know to be consistent, but we're not getting anything out of that $150. And to me, the carve out is for milk loads. I would make this applicable to any other overweight load. We would have to look at it specifically, but I'm addressing just this one situation. Well, I'm not saying you shouldn't charge a fee, because I think we should try to recoup costs. How many miles of roads do we have that are behind schedule? Plus, you have, I don't want to say the destruction of it, but the damage to it. that just impounds that. But to only charge $150, to me, that's just pointless. If that's all we're going to do, then it might as well be zero. Yeah, the fee does not address damage to the road, whether it's 80,000 pounds or 105,000 pounds. It serves no purpose. Correct. I agree with you. Well, the only thing I do think doesn't, I give you a tracking of what's going on, it's good, it's a little six-act, it's going to track that, what could get pulled over, they don't have this, and we know they didn't pay, so, but that's true, we're just going to track it, but I've got to know, man, the sheriff's office, was it going to be driving around looking for over here. I would say that that's exactly why we're here now is because they were pulling all of my trucks over. Like it was. It had to be a complaint. No, no, no. It wasn't a complaint. I mean, they put them on Highway 20. It was pulling over the sheriff's officers. Yeah. But what they did, was that they went through and they called Stevenson County and said, hey, we have a truck that's 102,000 pounds or whatever it was, and hey, do they have a permit to get to, and they gave them the address for the price that we were doing, and they sat down. So, sir, you were ticketed? We weren't because where we were pulled over, we weren't overweight. Got you. So, they were being proactive, which is why we're here today trying to navigate this. And so props to that They were doing exactly what you didn't think They were doing They were pulling trucks How long had you been? We've been doing it for a year and a half Once they did it once It was every single truck So my understanding is Once that's going to court Those judges dismissing fines Yeah, well we didn't get any tickets Because then what I did was I called and got a permit before the truck left, and that way it may be legal to get to where we needed it to build one time, and then after that, then we lowered our weights down below $80,000, which is, I mean, from your guys' standpoint, I mean, from your guys' table's point of view, it probably isn't that big of a deal, but to us as the hauler, it's massive increases. I guess that's my point, is $150 doesn't do anything for us. Also, though, on the side, it probably costs New Estro probably $30,000 to $40,000 or maybe more than that, by having to have more trucks in there to operate. and they just did a major reorganization and expansion and stuff. And so it costs, because of the extra, they have to use the sewer, the water, they have to clean the trucks, the chemicals and stuff. So it costs the actual new external company substantial hotline, as much as it does as us. Yeah. And both of the road damage that's probably causing additional truck traffic. Yeah. So it's just the lesser of the two people. Yeah. Is this permit cover multiple trucks or just one truck? One truck for $120 a day, yes. So you're talking $500 in. The question is how many trucks do you have? We have 26 and we permit every single one of them regardless of whether or not they go into Illinois or not. because the truck breaks down and has to pay this loan to its place. So, I mean, at this particular point right now, we pay roughly, between Illinois and Wisconsin, we pay probably $50,000. But for the county, you haven't? We haven't paid anything to the county. I mean, like you offer 120-day, I mean, on the same token, Illinois does the same exact thing. They just take that amount and times it by four. and make it an annual permit. But the roads are built for all of it. 100%. I agree. I'm saying if it's 120 days for $150, then all they do is multiply it. It's an option that somebody has that is not something that has to be. All it creates is more paperwork on your guys. Then if the permit is offered, if you just do it annually, then it's done. Good. I asked Dale, too, in an email, what happens when we have post-it robes at the, just for the record, there's no overweight trucks on a post-it robes during that time. You should ask Steve for that question. Overweight loads are not allowed. There's all kinds of overweight trucks. I understand. Yeah. Yeah, for sure. I suppose we have a question. Yes. So we know of other trucking companies that will now go to this, it's actual thing, or start using that more, or is it just these guys? We don't know that, probably. I mean, the only benefit I'm thinking is, yeah, it's overall weight is more, but maybe we'll have less truck traffic on it. which is a good thing, but then if you do get an accident, you got more weight behind you, so that's a greater force, so the second thing is, you stick to drug transmission, which could be a positive. Most of our overweight permits, they come on a daily basis, and how many do we get in a week? Probably. I don't know, over the course of the year, we've probably been paid like $40,000 in overweight permits, I don't know, but probably 10, maybe, it depends on the time of year and stuff like that, obviously And it's a daily use, for the most part, they're bringing a crane in, they're bringing a gravel crusher, they just need it for the day I've never had anybody apply for like a milk hauler What happens when a 105,000-pound truck gets on a state highway and is pulled over there? You show the officer, whoever, was a permit from Stevenson County, but you're not on Stevenson County Road, so... I'm sorry, I couldn't tell if he was looking at me. So we have an Illinois permit, the state of Illinois permit, one of those six axles, $120,000, so that's on any state, or that's how we ended up here, it was, then I was very, very, Brian, when I talked to him the very first time, I misunderstood my permit, and I thought it was for the state of Illinois, and it allowed us a certain amount of distance to get off of the road that we were on, to get to where we delivered, which in those cases, a couple of miles ago. so that was my misunderstanding is why I'm here now so we have we have a separate permit for state roads and then in this case we would have a permit for Stevenson County also which what we do is we print those off those are in a binder in the truck that when if we come across the portable scale which is very challenging I think we've had just this year alone I think we've had 19 class 3 inspections on Highway 20, which is an astronomical amount, which means none of any of this, anything, any problems that we've had has been clerical. It's not anything to do with the equipment. I mean, there are 20, 25 trucks and 20, 26 trailers that are good. How many miles will you be traveling on a pounding boat? So we take 73 to Dublin and then we take a left on, is that Kent Road? So we go down Dublin and take a left on Kent and go down, I don't know if it's not, Kent, it's in the end of the plan. You know how many miles that is? Yeah. Dublin to Kent Road is probably three or four. Yeah, Dublin to Kent is probably three, you're probably going to love four miles. I noticed more on the shortcut with all the extra traffic because I'm wanting to tell me that's starting to Well, and whatever we said today isn't just said for him, it's said for everybody coming forward. so he's only going four miles off of the state road. It would only apply to... But it only applies to township roads. But my point is, is that the next guy might be traveling all on township roads and his distance might be more. So just milk, though. It addresses the milk trucks. Only milk trucks. that's the pleasure of the committee. Can I ask you? Sure. Oh, I would like to see it's just maybe approved for one year and see how it goes and if it doesn't meet the need or we find there are additional problems, we can revisit it. So this permits for 120 days, but then it has to come back to this committee, as I understand. No, they could apply for another $120,000 without the approval of the claim. If you could go. Because there is a very important case. It's just the fee is tied to the house. Yes, it's close. Okay. And you have a permalusant. Right. That's how it works. Or does, so basically when I did the math, you're going to pay per annual to the county about $11,000, $11,000 or $12,000 permit your trucks. Okay. not to interrupt, but back to your point about the $150, is that on my end, we realistically only have two trucks a day down. So if from that perspective, $150, I'm not going to risk the $150 on my end. I'm going to pay the $11,000 up front. And then you actually only see on average two of those trucks go there. Yeah, my point wasn't, I think it's almost punitive, I guess is what I'm saying. it's not providing any relief for the damage to the roads it's not significant enough to solve that problem that's my issue with it so 150 or $10 it doesn't make a difference to the county side where it would impact you yes right I would prefer that every truck be 80,000 pounds and we just leave it at that and I'd be a happy boy but I know that's not reality And in motion, these are approved, to let it fail or scale on it. I like Sam's idea of, well, well, review the impact in a year, the policy, the policy effect of a year, come back and if they find that it needs to be revised significantly or revised. I'm going to make a motion to approve it because I think it will do some and also the load per axle a little bit. And I would like to see that be able to do it next year after a year's time or whatever a year. Make that motion. So I have a motion to approve the overpayment for one year, sectioned by yesterday, so is there any further discussion? Yes, I think it's just worth saying, I think we're, I feel we'd all be sympathetic to the price, yeah, it doesn't really do anything, but by the time we've raised it to a point where it would, then we've cut half the business, and we don't want to see that happen either, So, I think that's worth noting, you know, there's not a perfect solution in either direction. I think that's the best solution I can come up with. So, I thank the motions for Chairman Helms. I don't know that you need to put a time frame on it. You can just come back and revisit it in a year. That is the motion. But are you sunsetting it by having a one-year period to where it's going to end in a year? Is that your intent? No, otherwise, it's just going to continue. So we'll review it. There has to be an action to the one year. Something happens in one year. Yeah, I'm just reviewing. Well, maybe we take that. Maybe I'm going to amend my motion and take that review part off. And we just, as a chairman, we make a note of that. We still have that again next year. So for clarification, Chairman Helms, client, your sunset, and it's good for one year, I'll take the review part off, and then we, as a chairman, can bring that up next year to review it. Okay. I hope you're okay with that. I think I can make it in the calendar, too. Next May or whatever, just bring it up. Look at it. Yeah. Yeah, unless something comes up before, then we can do it earlier. If some issue pops up, we could review it earlier. Are you okay with that? Yeah, I'm okay with revise. So let's talk about that just for a moment. Can I be revoked at any time between now and one year from now? So that's the safety valve I guess you're looking for there. That's the safety valve we just added. I guess we can put that in there. It doesn't have to be. It's just the one where you have that. I can put that in there. I can amend my notion to have the revocation fraud that we want. That's your note. We can revoke at any time. Just to keep from being so messy, how about we just re-look at it? We'll pull it off your first and second. We're going to withdraw, first and second, and I'll restate your motion All right, so I'm going to make a motion to approve it as presented here with a clause in there to revoke it at any time Second So that would still take committee and county board action to revoke it Yeah, that's fine Then we have that conversation again I have just one more question Your expense for the fee, are you passing that, I'm assuming, on to whoever you're hauling for? You're just increasing your per mile charge or however you do that? We don't. It actually comes the other way. So we don't increase or decrease our rate to haul because we actually haul more. So then we do that. I don't want to chime in, but when you put something on there as far as the ability to revoke, say you say it's okay today and you revoke it tomorrow. Just me in particular, I have just invested hundreds and hundreds, close to a million, like millions of dollars in equipment that we're purchasing to do this. And so that's a little nerve-wracking on my end, which may be cancer-tier. I get it, yeah. May I ask one question? You talked about an expansion, right? But your customer just gone through a major expansion? New Ways or O.K. So there's more product to haul. Is that what you're saying? Their expansion was to make the product, I believe, no, quote, that don't work for any later, but it was to make the process of making their cheese more efficient, which included adding new intake for where we unload and all that kind of stuff. I mean, I can't speak for them as far as what, you know, five years down the road looks like or anything like that. That would have to be a conversation that you would have to have with them. But in the Midwest in general, triaxle tanks at 105,000 is, I mean, if you go to Wisconsin and it's, they're everywhere. And the reason being is it was, it's no different than anywhere else. It's hard to find drivers, quality drivers, safe drivers. And one way to eliminate that is to buy bigger tanks, all less loads, big jeans, less de-close. So it's a fairly struggle. It's not something that just happens all night, but that's obviously the goal for the discussion. Just one thing that, as the chairman already noted, it's not an individual action. Since it's a county board action, we wouldn't make a decision by ourselves. It would be all of the county that has to make that. So, it's not something that's just going to change instantaneously just because we woke up one morning. So, just so that we feel good about the decision, we all have to decide to do something different if we're going to do something different. That's where I am with making this decision. You can get a big answer to that boss in there, or else you can still be doing it. That's true. That's all I have. Any final comments? Okay, seeing that, all those in favor say aye. Aye. Any of all those? All those in favor say aye. Thank you, John. So we have HD 2613, the Cedarville Road project. Okay. Heels and so? Okay, six. You can sign an agreement with Helms Civil for the construction of Cedarville Road for $436,501.06. I make a motion to approve the debt to Helms for 436,501, seconded by Mr. Monroe. Any discussion? Stand down, all those from there say aye. Aye. Motion is approved. Take it right on. All as well. Thanks. I appreciate it. Thank you. So you just started the invite on time? Yep, the next question is for a contract with Helm Devil for $383,963.25. Bill, Pastor, John, motion to approve by Mr. Newton. Second by? Second by Mr. Jogerst. Any discussion? Both and davis say aye. Motion is approved. Second. Board member of Sings Lindsey Bertrandもう and I was noAKNEL Hercia Doniz를 It's a great job here, the public, the state. Thank you. You know what, but I'm not sure you look good, but I'll be, I'll see the time, I'm not saying to me, that's why now, I've seen it, they're on the ground, that's the fun part, watching it build up first, and then go ride, the boat is always moving like this, yeah, did anybody I'm trying to get my wheel on I love yesterday I got one Oh, it's There's a room right here They're buying it Can we stay nice Oh, it's cool Yeah, I wouldn't last thought I'm laughing But it's It's not my It's all right It's tough yesterday All right Moving on to HD 26 This is four Five-Horn and Road At the Canadian National Great Crossing to Fisher Excavating for $18,983. I have a motion to approve by Mr. Jogerst, just seconded by Mr. Monroe. Any discussion? Yeah. I have a motion to approve. We have HD 2616, the Grant for the Planning and Design of the Rock of Oxlain Road. Yeah, this is a Rural Tribal Assistance Grant for $523,915. It's 100% funding for the Planning and Design of the Roundabout. And it was, it was a, it's a very good grant to get 100% funding. We were one of two agencies in the state that got a RTA grant. Boone County got one for three bridge projects and we got ours for this roundabout. So what was the amount of? 523,000. And the grant can only be used for engineering, for pre-engineering and can't be used for construction. so this is the planning and design and it's federal project so it'll take a couple years to go through the whole process but you have to look at the, all the great flags you have to answer but it's worth it. A motion by Mr. Jogerst to approve 2616. Second, Mr. Maddero, any discussion? is there any, was there a, there, there's no resolution, let's just, it'll be, um, first, uh, I believe Scott, in the week, did you get to the, you know, who signs? I'm sitting on my side at four groups. Yes, we're good. Did say I approve on the agenda, so I should make sure. Sorry, yes. Sorry, it should have been probably said sorry. I'm sorry. Take more than that to get out here. Okay, we're down to 9.0, the comments from the committee. Anybody have anything they'd like to add? No. Item 10.1 is the adjournment. Do I have a motion to adjourn? So moved. Moved by Mr. Newton, seconded by it. No. Any discussion? All those in favor? Aye. Thank you all. Thank you very much.
