I call you mean daughter. I have a lot of thank you for bringing us here today and seeing how people as we discuss all of these people, everyone that's alive and well in the United States of things that are dead, yes. And Jogerst. All right. I'll move on tonight's agenda. So we'll move on to Mr. Busker, seconded by Ms. Hayes on both. So we'll move on to meeting minutes for August 11th, 2016, then moved by Ms. Hayes. Hey, now, Lawfer, second by Ms. Hague. Second by Ms. Hague? Any question? All in favor? Aye. All vote? Aye is having. Public comment? Okay. Report to committee sheriff department. I don't know if we have anything tonight, everyone as you know, we're working throughout pretty good investigation Pro City, the vehicle works, versus the cows. We have one fatality so far, one is a critical condition and the other isn't stable. And just before I got here earlier, this does not pertain to us other than our fire community and some of our guys to help at the hospital. There was a bus rollover on 78 north of 20, a junior high football team. I know that the four ambulances have come to Freeporting on the work. If anyone to Gleena, we're still monitoring that right now, but we're helping out the Hospital, if they need anything with the parents and family helping. Other than that, I don't really have anything from the sheriff's office for this month. It's been another good month. What school must I say? Scales Mountain. Scales Mountain Junior High football that was heading to stock didn't play football. Oh, okay, okay. I'm moving a little fast. They don't have to bag up with portable appliance. I make a motion to approve the claims. Second. Tell me properly, $56,462.79 for the safety is $118,080. We're moved by Ms. Hayes. Seconded by Mr. Busker. Any questions? All in favor? All opposed? Isaac, now we can move off. Emergency Management, ABC, really nothing to handle other than we've just got to hand this report. Request? Thank you. Uh, colony quality. The only thing I have this month is our statistics. We had 34 deaths in the county for the month of August. Eight, we went to eight. One autopsied. We signed 13 of them. The doctors signed 21.30 were national causes, one suicide, one accidental, and two are still pending. Any questions? Thank you. All right. Going to open this review and approval for proposed fiscal year 27-30. Emergency management. I think the only thing that was in question were the whether or not the supplemental request was going to be included somehow in the budget or it was going to be a full supplemental request. So since that time Mr. Townsend has removed that the truck as a supplemental request. So this was, I believe, passed the last month as is. I don't think there's any action that needs to be taken. Okay, and I did talk to him and he did tell me that he's going to school, yeah, any requests? I have a question. Yes, go ahead. So there's no truck anywhere. There's no truck coming in during a, okay, thank you. Any requests? I'm saying the most. I. Was already approved, Mr. Bush, last month, wasn't it? So what do we do with this? Okay, all right, let's move on, corner. Okay, so my questions for the corner were about his self-admin request and whether or not they could be included in the budget. So as you can see, the coroner fund is outside of the coroner fees and a few state grants. The majority of it is funded by public safety. So that initial requirement based on the expenses, the increase is like almost 28% based on what was requested on the expense side. Looking back at public safety as it stands right now, the only piece that's kind of missing would be health insurance. And from what we've learned through Diamond Brothers, the health insurance increase is not as bad as we thought it was going to be. We don't have exact numbers, but we were estimating around 18 to 20% increase. So I think that surplus of 105,000 will hold true. So as far as the capital fund, this is where all of the supplemental requests are paid. And that fund is funded either directly by the general fund or through taxes that usually go to the general fund that are being deferred to the capital fund. So in order to alleviate some stress off of the general fund, I asked the coroner if it would be okay if we would put these one-time expenses back into his budget since his budget is paid for out of the public safety net to alleviate our stress off the general fund. So if I go back to. So the coroners are on top, so one for $1,900 for boots, the backboard is $450, the stretcher is $1,200 for a $6,500. So it's my understanding after having a conversation with the coroner that these are one-time expenses, is, he put in a supplemental request as categorizing them as a one-time thing. It's not going to be included in his budget for next year. Um, like I, excuse me, like I, uh, Mr. Bush and I had talked, I didn't want to inflate my budget line items for a one-time purchase. Um, this was my first time doing a budget with the County site, put them under a supplemental thinking, it was just, that's how you did one-time purchases. I wasn't quite there on that. So that's why I had entered it that way to not inflate the line item more than I had to after our conversation, because I didn't realize it was a different fund when you did a supplemental request versus a line item. That's why we had talked about just moving it back to the equipment line item that I want time to purchase. And now a couple other things that he's asking, Mary. And Public Safety, so we will have to increase the transfer. So the same before, so right now, so last year it was 166,000, this year it will be 213, it will be increased to cover, we'll supplement or request them. Similar situation for the probation department, they have to purchase bulletproof vests for their officers. And it's a one-time purchase. It's the line items inflated from $3,000, I believe, to 15,000 just for one year. And then it'll go back down. So kind of same situation here. So, keep calm. Any questions? And this is a one-time purchase, perhaps? Yes, it's a one-time purchase for that. Well, I didn't say no motion. I make a motion to approve. Seconded by Mr. Bufoster. I ask that there be any questions. All in favor? Aye. All opposed? Both. I said that. So that goes to me, both under management or operation. Do I do that on my end of the day? I can get that right now. So I'm going to add it up. Okay, we'll move on to the chair. Does anyone want me to speak about anything? I looked over at your budget again and I do not have any questions. Any questions? None. Anything at most? I'm trying to do an image, but you're out. Oh, yeah, okay, we do it all, don't do it all, we've got time. It's okay to do it all at one time and do it themselves. You can do it all at once if there's no questions or comments and put it all together and go. I move to do it all at once. I move by Mr. Busker. I second. I second by Ms. Hayes. All in favor? Aye. All opposed? Aye. And then don't need the new business. Wait a minute. The supplements, all I'm looking for is again, I squad cars. I listed it out in the supplements, the ones that need to be replaced. We actually have, I believe it was eight that are over that $140,000 mark. As I explained a little bit into my supplement with the new towels, were hoping to get at least three more, maybe four more years out of those, which was not the case with the chargers. It seemed like the chargers were good for about $120,000 to $130,000 along with the trucks. We're finding out that the Tahoe's are a lot more robust and they're actually meant for patrol vehicles. The other thing that I like that the reason I picked the Tahoe over the other ones is the other ones had high performance engines in them. I'm doing away with the chasing stuff. We don't need to be driving crazy all over the county. Bad guys are bad guys. We do have to do our job, but we do not need to be putting, first of all, the deputies in jeopardy by driving like that and the public. Also, so the Tahos will be a little bit less wear and tear on the engines and it would be a little bit lower speed, which I think is, is kind of evident on why the, we're we're not having the mechanical problems that we had with the trucks and the chargers. So with that expense, I do realize that they're up they're up quite a bit. I believe a charger and a truck is somewhere around 38 to 40,000 for just the vehicle. These are a little bit more, but hopefully the additional three years to four years that we're going to get out of them up to 200,000 miles over the 120 to 130. I hope that offsets that cost a little bit. My second request, you asked me for five, how many did you get last? Three. Okay, we'll come back to that. Your second request. Oh, I forgot I did that. So in the courtrooms, I talked about this, I believe, three years ago, maybe four years when I was the chief and we have two cohorts that do not have the benches and I believe Mr. Bush, we looked at those, right? I showed you how they were cracking. So the way they were manufactured is they're pressed wood that were stained and there's a lot of cracking on the edges. It would just take, I'll make this too public, but it would just take the wrong person to sit on one of those edges where the benches could collapse. They do need to be replaced. The way I've set this up is there's There's a couple of different ways that we can do it all at once is a cheaper price because then the people are only there one time because there's a setup fee for all their equipment and all that. So they would do both at a discounted price, otherwise we could do one courtroom as opposed to the other. And there's a significant difference between the two courtrooms. Courtroom one is smaller than courtroom four, so courtroom four has more square footage of benches. So we can divide that out or I mean, it's up to the Board obviously, but we could, I think we need to do that sooner than later. I believe we got the first one done in five years ago and maybe the second one was done the year after that. So the two that we replaced are about four years old now and they're holding up well and they're the exact same ones that are in the County Boardroom. So you can see those are solid wood. So they're going to last forever. That's the reason that that is on here right now. And if you're going to ask me what my priority is, obviously my slack cards are a priority for the citizens in the second edict, the courthouse. But I could also argue that the courthouse is separate because I don't have direct usage of that as to judicial, where that's where the gallery sits, the people watching the trials, people that are waiting for court, that's where they sit. Somebody was sitting on that row and it did collapse, there would be more expense. Oh yeah, then 67,000. And 67,000. That's what I was going at too, I mean somebody ended up sitting on these benches with the higher advance rate and it's going back on 1. Okay so as a committee we had to prioritize which one we wanted to sell them on. There's $708,000 in capital fund for the entirety of all the supplemental requests throughout all the departments, unless Adrian disagrees with them. Okay, so the minimum would be three trucks and one truck. Mr. Busker? 67 For both courtrooms, right? So it's 36.5 for courtroom 1, 38.7 for courtroom 4, and do you have a price if they would come back separately for the rules? So together 67, option two would be individual at 365 and 38, so it's at 70.75, two, three. Ms. Hayes? I would say do all of them want some time with it? All of what? All of them. That's a spell. Okay. I would agree with that, you know, get all ventures. And how many squads do you have that are close to that 140 mark? Eight or over that. Do we know what other supplement requests have come in? Do we know what we're up against with things that might be- There's been 40 few. They're all right here. They're all right there. Okay. The Board has access to all these. Excluding the $10,000 that the coroner removed. That's the total that we're looking at. 1.9. That's almost two thirds of the entity. It's requested. That's definitely not guaranteed because we don't have the money. Now, as far as the expenses, though, if they need to put more law, is there any way, any other means that you can get the teams? Come up with the other half of the money. Can I try to work my magic? Yes. Can I work my magic? Yes. You could give me the 38.7. I could spread out. Well, I can't speak for the company, but maybe I can spread out the 36.5 over like three payments for next year. I said a minimum of three. I mean, I'd love to be able to cover all five, but depending on how the other ones are coming in. If they can be flexible, then they need us to be flexible as well. I mean, a million dollars of it is for a row, is for Route 75. So we're only, if you take, well, I can't guess if you take that out, but all the other requests after 900 and some thousands. So we're two thirds of that in this right here. Yeah. The Sheriff, I was there and it's a conversation you and I had yesterday. Your department is 24-7. You don't call, casting. Yep. We're the only office in Stevens County that's 24-7,365. Well, now and then you get a call in the time of day, but, uh, I find that to be, well, what would it cost? What would it be? Well, $300,000. $130,000. My girl asked me. $308,000. How many pupils do you have off campus? We take that back because you can't, our armored vehicle, you can't count, I think it's 42. Forty-two. Ten vehicles per shift there. It's four vehicles per shift, four vehicles per investigation, I think it would be five five vehicles per shift if you do a crime suppression and four vehicles for, um, so that's 24 just working deputies. And then we've got four transport vehicles, one for the jail, one for corrections and then two cars for, uh, pickups. So as I said, that 30 right there, put down a lot of utilities right now. I think we only have one utility at this point, two that do not work at all. They're just waiting to be traded in on the next two. Can you tell us how many we got new last year? Three. When you say last year, Mr. Bush, you said last year. Did you mean last fiscal year or this year? Last fiscal year. So 25 or 26? 26.26. So this year? Yeah. Okay. Well, let me say that again. I've been approved for three. Okay, that's the bid opening that we're doing, 17th or the 19th? 16Th or whatever it is. I know it's in September. Bush and your wisdom, you know, the idea, but I'm thinking financially wise, can anyone I will talk to the company and see what we can do. As far as committee wise, we could recommend three cards, but it has to come out of finances. I mean, we're at 1.9 million. We have to get to 700,000 as a whole board. Say that again, Lynette. We have 101.9 million requested. We have to get all the way down to 750,000, which is what our budget is. So it's kind of like, everyone's going to have to give something somewhere. We can't just expect things just not to happen because we have to, everyone's got to give a little. Sam will have the answer. Sam, we're talking about the new CHACOs for the Sheriff's Department. And the Sheriff is requesting five, 513, almost 514,000. Our supplemental request for the whole County Board $1.9 million. You have $750,000 to spend. $708,000? That's even worse. So 7 is $700,000. So we have to essentially cut two thirds of it out. Again, my girl on lithium. And how do we do that? So I'm saying, you know, if we can cut out 200,000, if we go down to three cars instead of the five, That would be, I believe, acceptable flexibility to the greater good. Do they give you a better deal if you're buying three versus one? Vehicles? No. What was the total supplemental amount we think we had to spend too? County Wired, a photo show spent $708,000. And requests of $1.9, almost $2 million. I don't think you're equipped to make that decision until you get some finance, but that's just my opinion. Well, the idea, Mr. Bush, I feel like we would have wanted everybody to review all the self-employment requests right now, found ones, so that you can get a global picture of what the expenditures are looking like for each department. We prioritize those to the clients. They don't have to be passed tonight. You don't have to, I mean, it's September, come back to the committee in October. I think they're financing October for the board in November. But again, the thought would be by that time, everybody would have a very clear picture as to what the total requests are for each department. Requests are for each department to think about priorities as far as, you know, do you prioritize public safety? Do you prioritize repairs to roads, all of it? And that's what finance will ultimately do. So regardless of what you pass out of this committee, finance is going to get the full request with the recommendation by the oversight committee. So you could say one squad card tonight. The initial request is going to go to finance for the five, the recommendation one, and I'm not advocating for that, I'm just using it as an example, but I'm just on our by here. Sure. I think, yeah, this volley should definitely give its opinion on what it thinks. I asked this, and I asked this, how much is the total amount of supplements that have been So, what's the recommendation? My recommendation is those that's three, three cars, half of the specials. With the Sheriff's Department possibly being able to pick up the other head, that's just it. I'd still like, you know, just to be on the safety side of somebody sitting on a bench and then coming back after if it breaks, you know, I'd like to see, you know, if he, if he has a way of making it work. I'd like to see all the benches prepared, but I'm thinking, you know, if it's just, if it's going to go, if the ASCA is going to go for five cars, you know, I think minimum three, just if there's already eight of them that are over that mileage mark, because they're not easy miles on those vehicles, I think three, three would be the minimum I would I'm thinking three vehicles, but can you, if you want the other two, can you carry it over into your next year's budget to get them ahead of time, or no, this will be for next She was pushing, I won't get on that still, I'll get it. Following what? The following year, that. Oh, then I'll probably beat back up to nine or 10 vehicles that are over, four each now. You can't catch up. And you're sitting up there with 60 vehicles over 500,000 miles, sorry. Okay, a mile or 200,000 feet. How many miles of average a year does each vehicle cost? $33,000 A year. $33,000. So? Sam? Okay, well, thank you, Sam. We don't lease a vehicle. We've only had one lease vehicle that we paid for which is not my watch and that was for the transport vehicle at the courthouse. And we paid that off. We got no lease vehicles and insurance on us. Chairman, what's the possibility of us financing those vehicles over five years rather than ban them out? Two years is all we have because of the law. By statute, you can only finance it alone for two years. I don't feel like it. We'll see going out for bonds. Oh, that's a lot. Once interest now? You thought? Well, that depends. I mean, if you got a brand new car and finance it, dealer financing, probably all, zero percent, one percent. Problem is you can't go in debt within two years. County can, unless you're doing a BOSH issuance. Basically checks a referendum, but I'll bet you'd do that at the bulletins. Chair, can I just, because I got an opportunity, can we raise the public safety tax for the sheriff? So that we will have the cash flow. I definitely, what were you breaking in and stop going through this every year? I know that's, I'm being sarcastic. I know we can't do it now, but what if we could? That's why I would have always, why I've always said that if the need is going to come one day, that we need to purchase 10 vehicles and it sounds like it's next year if we don't get these vehicles this year, then you're going to be in the same position next year because you're going to need one for it. But then you know again it's an election year we had to have it on the ballot. I just think there's a need for the money to be there for public safety. Public safety is huge and I don't think people are going to deny that but that's neither here nor there that don't fix this problem right now so three is what I would say and you know that's if you're going to give a recommendation if not just send them all there and then the heavy lifting going to have to be done anyway. Whether we do it or not, it don't get done in finance, but I just, it doesn't hurt to have a reputation like this, Chairman. I agree. I think we should have a reputation come from the committee to finance. If we say we won all five, finance could take us down to one. They could take us down to one. Oh, I don't know what's going to happen when we get done. There's not a lot of money to be dispersed, so. Well, we'll retreat if I can take it down to one. Well, yeah, they could. They could. But I guess I look at it as like a negotiating light, you know, okay, we're willing to take a hit. We're willing to take three instead of the five to help balance this. Maybe they'd leave us alone. Sure, let me ask, the five that you're asking for, are they the same ones that you asked for last year? Yep, exactly the same. Exactly the same sum, exactly the same. I think I had asked for five to replace nine last year. I'm asking for five to replace eight this year, so we're going to go into the service. Well, if I could, I'll ease your pain a little bit. So we will get ahead the way we're working this because the vehicles that we have now are lasting three, hopefully four years longer. So if we were in that three year cycle, because technically what I should be doing right now is any vehicle that was over a hundred thousand, I need to replace this year of that old one. Well, that's far and beyond, that's gone. The chargers are up there, but you only get 200,000 and now that's all gone. So with those vehicles, we will get ahead as long as I can get some of these high chargers and trucks out of there, we're gaining those three extra years. So you're actually getting two budget cycles farther out there if that makes sense. So instead of the three-year mark, I'm not going to be asking to replace that vehicle till the four, you know, I'm sorry, the six-year mark. It would be the minimum. So maybe the seven year mark, if we, you know, if the vehicles is in good condition, because right now it's a hundred and I'm pushing those to 200 now. So right away that gives us six years instead of three. If that makes sense. So I think that's why we're moving that way now, because when I started, my first term would be my third, this will be my fourth year. We should be replacing all those vehicles and we're not. We have three years left with the vehicles we have. That makes sense. It's the old ones that were from before me that we're trying to get out of there. That was the money, the money being closer to me. That definitely is. And maybe you don't know. But what would it look like if you didn't go look for the bonds? Like the remainder? But I don't think it's $400,000. So they come down $100,000. There's another big ticket item, the chip spreader by the apartment. So that wouldn't cover that piece of equipment. You know, the chip spreader was used in 2021 or 2022. I think it was 2021. So it's been, I'll just be quiet and let you read it. And that's one piece of the clip that can't be giddied up, you know what I mean? You can argue the merits of public works, but ideally right now, in the back of your mind, you have all those there, but consideration now is prioritizing the two requests based on the other information you have. Mr. Bush, we'd love you to make a request. If you could give me the two vehicles and one remote benches, I could make this one. Two vehicles and what was the other guy? Just half the bench. One, one, one four remote bench. I'll take care of the other one and we'll just deal with what we have with the vehicles. I'll do the best that I can with is what I've got. I mean, I can see what the financial restraints are with the whole County. I don't want to hog everything, but I mean, I want to make sure everyone knows that it's not, I'm not just throwing 19 vehicles out there and hoping for all 19 vehicles. I'm putting five out there because that's what, actually that's not what I need. I need eight. So I've already making a sacrifice with five, but I can see the hardship that's going on here. The numbers right in front of me, I understand exactly what's going on. If I can get the two replaced, which won't be here until next, after next June, anyway, we'll see where we're at. And by the end of that cycle, I'll see where we're at for next year. I will be honest, if we get to that point where I've got a couple of vehicles that are sitting just like I do now that we have to get rid of, I'm going to have to say, I now have 11 vehicles that need to be replaced, I might come back with six, just to let you and no one will go from there. But that would be my recommendation right now would be the best I think you can do to operate the Sheriff's Office and reduce the liability of the courthouse. Thank you, Sheriff. Sheriff, I spoke as well, I have 10 in motion. I make a motion that we submit our supplemental budget total budget with a minimum of two top of police package vehicles and half of the courtroom benches. Second. Moved by Ms. Hayes. Seconded by Mr. Newton. Any questions? Adam Baker. Any more questions? All in favor? Not a question, one thing to point out. So with the 67, let's go half of the 67 because that's the deal for both. So the number, I'll come up with the other half. So we have an exact number to go to the finance with. It's the half of the 67. So it won't be 38 or 36. We'll do half of the 67 so we can get the deal and save. And Steve. $8,200. $8,200. $7,000. $7,200. I'm going to say something to Amy before we end. All in favor? Aye. All opposed? I have it. Any comments from committee members? You said you had something to say. Yeah. I know I sound like a broken record, but honestly, it stays like this, it's years like this, that if we had everybody, I mean, nothing beats a tribe would not do it. I mean, if we just, we know we can get a half a penny, we know that's what the state has allowed us making our community the most safe it could be and I know that's what we want for the least amount of money spent but we've been given an opportunity that we never finished taking which is a half a penny that's one point at least two million probably that goes back into our general fund that will help us offset taking care of this I mean I know we got to come to the table and say well a good majority just has got to go to take care of the shares issues in a year but I just want everybody to and I know we got to get out of being well politically safe thinking well we raise taxes well it was for the safety in the 21st century one of the safest communities outside the city in the city everywhere and having the best vehicle we have to get there it's it's needed I just think it's time if never before for us to think about uh you know making that happen and that's not going over forward. I know people talk about how much money that is but when you break it down it's not that much per person to keep people safe. So I'm just hoping that at some point Sheriff we sit down and say you know what let's try nothing hurt but a try to see if we can get that extra half a penny to upgrade our public safety across the board whether that's 9-1-1 All these storms we've had, I'm sure we really need the best public safety that we can get. I can't worry about the other counties in the state. Everybody hasn't done it, but a lot of them have. And the ones who have done it have experienced great success. It just takes a few people to realize that we want our community to be as safe as it can be. And we're going to try and get that other half a penny that the state said we can have to make safety a priority. And at some point, it's got to be bigger than what the election about us, you know, what it looks like at the election time, you know, I'm willing to say, hey, yeah, I raised taxes to make sure that Freeport, Steveson County was safe as it needed to be. We've got the best vehicles, we've got the best equipment. We needed to do it because we have got stuff that is happening and we need. So that's me, but I know everybody don't feel that they're worried about what other people say. But I'm just saying we have a new share. We couldn't do that before. I know it was contentious. It was contiguous. It was a lot of things, but we are not at that place. We have a good committee, a good County Board. We don't fight. We don't have the core problems like some of our, you know, we know how to talk to one another. It took a long time to get there. I mean, it wasn't easy. It was a decade of craziness. I mean, you guys remember the way that we remember, but we're not there anymore. Anymore so let's you know think about how all of us can share the load and get that public safety money that's probably to me an easier way I know you can budget to death but it still don't fix the problems that we got and it'll take relief if we really care it's going to take pressure off the whole rest of the County Board and every department by us having more money to spend to take care of this that would been an extra 700,000 you'd be used for the rest of the board if we had a little more money and another 500,000 if it actually I don't know if the numbers are correct and so what are we taking now for public safety tax? So just from the tax? Yes. 3.05 Million? Yes. So double it. That's six million. I mean, I think that problem's Go away. But my point is, you do that, you got. Is, you do that, you got, you free us up. We won't lose more here because we can't replace cars and whatever else we need. Thank you sir. Well said. Can we have a comment? Anything else?
