Yes, I call the meeting to order, call for prayer, I hope I thank you for praying this evening and seeing young people as we discussed how to do this. to be with everyone that's alive and alive in the United States. All right. I will approve of tonight's agenda. So we'll approve by Mr. Busker. We'll second it. Second by Ms. Hayes. All in favor? Aye. All in favor? Aye. So we'll approve of meeting minutes for August 11, 2020. 4-6, been moved by Ms. Hayes? No. Lawfer. Lawfer. Second by Ms. Hayes. Second by Ms. Hayes. Any questions? All in favor. Aye. All in favor. Aye. I have a public comment. Let's see, huh? Okay, report to committee, sheriff department. I don't know if we have anything tonight. Everyone, as you know, we're working through a pretty good investigation. in the Pro City of the vehicle versus the cows. We have one fatality so far. One is a critical condition and the other isn't stable. And just before I got here earlier, this does not pertain to us other than our fire community and some of our guys to help at the hospital. There was a bus rollover on 78 north of 20, a junior high football team. I know that the four ambulances have come to Freeport. If anyone went to Galena, we're still monitoring that. right now, but we're helping out the hospital if they need anything with the parents and family helping. Other than that, we have anything from the sheriff's office for this month. It's been another good month. What school bestestop? Skills Mountain. Skills Mountain Junior High Football that was heading to Stockton E I'll move a little fast. I have to back up with four Florence Fiance. Make a motion to approve the claims. Second. I didn't give you a mouth. Oh! Sign it. Tell me properly, $56,462.79, but with safety is $118,018.80. We're moved by Ms. Hayes. Second by Mr. Busker. Any questions? All in favor? All opposed? Isaac, and I will be moved off. Emergency Management, ADC. Really nothing to have, other than we've just got in this report. You can request. Thank you. County, Kwan. The only thing I have this month is our statistics. We had 34 deaths in the county for the month of August. We went to eight. One autopsy. We signed 13 of them. The doctors signed 21. one, 30 are national causes, one suicide, one accidental, and two are still pending. Okay. Any questions? Thank you. All right. Let's go on to an old business review and approval of proposed fiscal year 27 budget. Emergency management. I'm doing your own premise. I think the only thing that was in question were the whether or not the supplemental, sorry, whether or not the supplemental request was going to be included somehow in the budget or it was going to be a full supplemental request. So since that time, Mr. Counsel has removed that the truck as a supplemental request. So this was, I believe, passed last month as is. I don't think there's any I have a question, so there's no truck anywhere, there's no truck coming in during a, okay, thank you. Any questions? I was already approved, Mr. Bush, last month, wasn't it? Okay, so my questions for the coroner were about his supplemental requests and whether or not they could be included in the budget. So as you can see, the coroner fund is outside of the coroner fees and a few state grants, it's the majority of it is funded by public safety. So that initial requirement based on the expenses, the increase is like almost 28% based on what was requested on the expense side. But looking back at public safety as it stands right now, the only piece that's kind of missing would be health insurance. And from what we've learned through Diamond Brothers, the health insurance increase is not as bad as we thought it was going to be. We don't have exact numbers, but we were estimating around 18 to 20 percent increase. So I think that surplus of $105,000 will hold true So as far as the capital fund, this is where all of the supplemental requests are paid. and that fund is funded either directly by the general fund or through taxes that are that usually go to the general fund that are being deferred to the capital fund. So in order to alleviate some stress off of the general fund, I asked the coroner if it would be OK if we would put these one time expenses back into his budget since his budget is paid for. out of the public safety unit to alleviate our stress off the general fund. So if I go back to, so the coroners are on top. So one for 1,900 board boots, the backboard is 450. The stretcher is 1,200, for 6,500. So he, it's my understanding after having a conversation with a foreigner that these were one-time expenses, he put in a supplemental request as categorizing them as a one-time thing. It's not going to be included in his budget for next year. Like I, excuse me, like Mr. Bush and I had talked, I didn't want to inflate my budget line items for a one-time purchase. This was my first time getting a budget with the county, so I put them under a supplemental thinking they was just, that's how you did one-time purchases I wasn't quite fair on that so that's why I had entered it that way to not inflate the line item more than I had to but after our conversation because I didn't realize it was a different fund when you did a supplemental request versus a line item that's how we had talked about just moving it back to the equipment line item for that one-time purchase and now the co-ordid thing that he's asking me didn't publish it yes so So it will, we will have to increase the transfer, as I was saying before, so right now, so last year it was $166,000, this year it will be $213,000, it will be increased to cover, we'll supplement our request then. Similar situation for the probation department, they have to purchase bulletproof the best for their officers, and it's a one-time purchase. The line item's inflated from $3,000, I believe, to $15,000 just for one year, and then it'll go back down. So kind of same situation here, so keep going. Any questions? Any questions? This is a one-time purchase, perhaps? Yes, it's a one-time purchase for that. Okay. Well, I didn't say any motion. Can I make a motion to approve? Second. Seconded by Ms. A, seconded by Ms. B. Foster, I have to pay him any questions? All in favor? Aye. All opposed? Moved, I said Moved, to be... Alright, thank you. Yeah, we should... Could I do that on my... I didn't get that right now. Okay. So... Alright, thank you. Okay! We'll move on to the chair. Does anyone want me to speak about anything? I looked over at your budget again, and I do not have any functions. That's true. It didn't look like it. None. Okay, anything at most? Um, so you're doing when, which, but you're all. Oh, yeah, okay, we do it all, don't do it all. on that time. Is it okay to do it all at one time or do it all at once? You can do it all at once if there's no questions or comments. Put it all together and go. I move to it all at once. I move to it all at once. Second. Second. Second by Ms. Hayes. All in favor? Aye. All opposed? Aye. It's out. And there's no need for new business Wait a minute, sure The supplements, all I'm looking for is, again, five squad cars I've listed it out in the supplements, the ones that need to be replaced We actually have, I believe it was eight, that are over that $140,000 mark As I explained a little bit into my supplement, with the new Tahoe's we're hoping to get at least three more, maybe four more years out of those, which was not the case with the chargers. It seemed like the chargers were good for about $120,000 to $130,000 along with the trucks. We're finding out that the Tahos are a lot more robust and they're actually meant for patrol vehicles. The other thing that I liked, the reason I picked the Tahoe over the other ones, is the other ones had high-performance engines in them. I'm doing away with the chasing stuff. we don't need to be driving crazy all over the county. Bad guys are bad guys. We do have to do our job, but we do not need to be putting, first of all, the deputies in jeopardy by driving like that and the public. Also, so the Tahoe's will be a little bit less wear and tear on the engines, and it would be a little bit lower speed, which I think is kind of evident on why we're not having the mechanical problems that we had. with the trucks and the chargers. So with that expense, I do realize that they're up quite a bit. I believe a charger and a truck is somewhere around $38,000 to $40,000 for just a vehicle. These are a little bit more, but hopefully the additional three years to four years that we're going to get out of them, up to $200,000 miles over the $120,000 to $130,000, I hope that offsets that cost a little bit. So in the question You asked me for five, how many did you get last? Three Okay, we'll come back to your second request Oh, I forgot I did that So in the courtrooms I've talked about this, I believe three years ago, maybe four years ago when I was the chief and we have two core rooms that do not have the benches and I believe, Mr. Bush, we looked at those, right? I showed you how they were cracking. So the way they were manufactured, they were pressed wood that were stained and there's a lot of cracking on the edges, it would just take, I'll make this too public, but it would just take the wrong person to sit on one of those edges where the benches could collapse. They do need to be replaced. the way I set this up is there's a couple different ways that we can do it all at once is a cheaper price because then the people are only there one time because there's a setup fee for all their equipment and all that so they would do both at a discounted price otherwise we could do one courtroom as opposed to the other and there's a significant difference between the two courtrooms courtroom one is smaller more than courtroom four. So courtroom four has more square footage of benches. So we can divide that out or, I mean, it's up to the board, obviously, but we could, I think we need to do that sooner than later. I believe we got the first one done five years ago, and maybe the second one was done the year after that. So the two that we replaced are about four years old now, and they're holding up well, and they're the exact same ones that are in the county boardroom, so you can see those are solid wood, so they're going to last forever. That's the reason that that is on here, right? And if you're going to ask me what my priority is, obviously, my squad cars are a priority for the citizens and second the courthouse. But I could also argue that the courthouse is separate because I don't have direct usage of that as judicial, where that's where the gallery sits, the people watching the trials, the people that are there waiting for court, that's where they sit. And if somebody was sitting on that row and it did collapse, there would be more expense. Oh, yeah. And that's what I was going at, too. Yeah, I mean, somebody had to get up sitting on these benches with the RMB, and it's going to be back a month. Okay. Okay, so as committee, we have to prioritize which one we need, why is the supplemental? There's $708,000 in capital funding for the entirety of all the supplemental requests throughout all the departments. All the departments, wow. Unless Adrian disagrees with them. He's correct. Okay, so, the minimum, what's your thoughts? I, can I, can I? Yes, me. I say the minimum right now would be three, three trucks and one truck. Mr. Busker, 67 per, that's both courtrooms, right? Yeah, so it's 36.5 per courtroom one, 38.7 per courtroom four. And do you have a price if they would come back separately for those? That is the, that's the, so together 67, option two would be individual at 36, five, and 38, so it's at 74, 75, two, three. I would say, do all that wants them done with it. All that wants? All of them. That's just, oh, okay. I would agree with that. You know, get all inventions. And how many squads do you have that are close to that 140 mark? Eight or over that. Eight or over that. Do we know what other supplement requests have come in? Do we know what we're up against with things that might be? There's been a few. They're all right here. The board has access to all these, excluding the 10,000 that the coroner removed, that's the total that we're looking at. 1.9. That's almost two-thirds of it. It's requested. It's definitely not guaranteed because we don't have the money. Now far as the offenses though, Jim, if you think we're wrong, is there any way, any means that you can be able to come up with the other half of the money? Like to try to work my magic? Yes. Can I work my magic? Yes. You could give me the 38.7. I could spread out, well, I can't speak for the company, but maybe I can spread out the 36.5 over like three payments for next year. Okay. Okay. As far as the cost, you know, and you got three dashes, three, yes, what did you say? I said a minimum of three, you think covered? I mean, I'd love to be able to cover all five, but depending on how the other ones are coming in, if they can, if they can be flexible, then they need us to be flexible as well. I mean, a million dollars of it is for a row, is for Route 75. So we're only, if you take, well, I can't guess if you take that out, but all the other requests are $900 and some thousand. So we're two-thirds of that in this right here. Sheriff, I understand this conversation you and I had yesterday, sir, your department is 24-7. Yep. We're the only office in Stevens County that's 24-7-365. Don't know that you get a call in the time of day, but, uh, financial-wise What would three times be? What would it be? About $300,000 $300,000 $300,000 $300,000 How many do you post your house, Devin? Right around $45,000 Now, let me take that back because you can't, our armored vehicle, I think it's 42, 42. Ten vehicles per shift there. It's four vehicles, or five vehicles per shift, four vehicles per shift, four vehicles for investigation. I think it would be five vehicles per shift if you do the crime suppression and four vehicles for, So that's 24 just working deputies and then we've got four transport vehicles, one for the jail, one for corrections, and then two cars for pickups. So as I said, that 30 right there put down a lot of utilities right now. I think we only have one utility at this point and two that do not work at all. that are just waiting to be traded in on the next two. Has Cohen even gotten new last year? Three. Three. When you say last year, Mr. Bush, you said last year. Do you mean last fiscal year or this year? Last fiscal year. Last fiscal year. So 25 or 26? 26. 26. 26. So this year? Yeah. Okay. All right. Well, let me say that again. I've been approved for three. I haven't gotten, yeah. That's the bid opening that we're doing. 17th, or the 19th, 16th, or when is it, 16th, whatever, because I know it's in September. Your wish and your wisdom, me and me. The idea, but I'm thinking financially, we're wise, can't even, and one, and one, I will talk to the company and see what we can do. As far as committee-wise, we could recommend three cars, but we have to come out and find us. I mean, we're at $1.9 million. We have to get to $700,000 as a whole board. Say that again, Lynette. We have $101.9 million requested. We have to get all the way down to $750,000, which is what our budget is. So it's kind of like everyone's going to have to give something somewhere. We can't just expect things just not to happen because we have to, everyone's got to give a little. Bill. And Sam will have the answer. Sam, we're talking about the new tacos for the Sheriff's Department, and the sheriff is requesting five, 513, almost 514,000. Our supplemental request for the whole county board is 1.9 million. We have $750,000 to spend. 708. 708? That's even worse. So seven is or $700,000. So we have to essentially cut two-thirds of it out. Again, my girl, I'm not being. And how do we do that? So I'm saying, you know, if we can cut out $200,000, if we go down to three cars instead of the five, that would be, I believe, acceptable flexibility to the greater good. Do they give you a better deal if you're buying three versus four? Of vehicles? No. No. So, what's the total supplemental amount we think we have in the spending? Kind of wired a bunch of spend, $708,000. And requests of $1.9, almost $2 million. I don't think you're equipped to make that decision until you get to finance, but that's just my opinion. Well, I do, Mr. Busker, I feel we would have wanted everybody to review all the supplement requests by now, so that you can get a global picture of what the expenditures are looking like for each department and prioritize those to go to finance. they don't have to be passed tonight, you don't have to, I mean, it's September, come back to the committee in October, I think they're on finance in October, throw the board in November, but again, the thought will be by that time, everybody will have a very clear picture as to what the total requests are for each department. what the requests are for each department and think about priorities as far as, you know, do you prioritize public safety? Do you prioritize repairs to roads? All of them. And that's what finance will ultimately do. So regardless of what you pass out of this committee, finance is going to get the full request with the recommendation by the Oversight Committee. So you can say one spot card tonight, the initial request is going to go to finance for the five, the recommendation one, and I'm not advocating for that, I'm just using that as an example. I'm just on our mind here. Sure. I think, yeah, this is what Bali should definitely give its opinion on what it thinks. Do you want oversight? What I did mention, even though we recommend three, you still got to come out and find out. Can I ask this? Can I ask this? How much is the total amount of supplements that have been requested thus far? Two million. Two million. Wow. Wow. Wow. Okay The bulk of it is actually going to add a couple of words Oh, oh, fairs, roads Oh, yeah So, what's your recommendation? I'm going to ask you, Mr. Chairman, did you go ahead and pass the budget, first of all, but I know I had We took care of the payroll, and it was the manager of the phone, you need that, but not the shares Yeah, we did do the shares, yeah My recommendation is three cars, half of the with the Sheriff's Department possibly being able to pick up the other half of the benches. Mr. Boss? Yeah, I'd still like to, you know, just be on the safety side of somebody sitting on a bench and then coming back after if it breaks, you know, I'd like to see, you know, if he has a way of making it work, I'd like to see all the benches prepared, but I'm thinking, you know, So, if it's just, if it's going to go, if the ask is going to go for five cars, you know, I think minimum, minimum three, just if there's already eight of them that are over that mileage mark, because they're not easy miles on those vehicles. I think three, three would be the minimum I would recommend. I'm thinking three vehicles, but can you, if you want the other two, can you carry it over into your next year's budget to get them ahead of time, or no, this will be for next year's budget. I won't get up until I guess following what the following year that oh then I'll probably be back up to nine or ten vehicles that are over there orange and you're sitting up there with six vehicles over 100,000 miles Sorry How many miles average a year does each year $33,000 a year $32,000 So Sam Okay, well, thank you, Sam How are we done with leasing vehicles? We've never We've only had one leased vehicle that we paid for which is not my watch and that was for the transport vehicle at the courthouse, and we paid that off. We got no lease vehicles and the sheriff's on this. I'm sure. What's the possibility of us financing those vehicles over five years rather than paying a salary? Two years is all we have because of the law. By statute, you can only finance it alone for two years. I feel like it's good. Unless you're going out for bonds. Oh, that's a lot. What's interest now? Or well that depends, I mean if you got a brand new card and finance it dealer finance angry, probably 0%, 1% problem is you can't go and definitely do there's county, can, doesn't ss you are doinggod Vale issuance. I just basically don't think hoods you do. Chairman, can I just, because I got an opportunity, can we raise the public safety tax for the service so that we will have the cash flow? I doubly, what will you bring in and stop going through this every year? I know that's, I'm being sarcastic, I know we can't do it now, but if we could, that's why I would have, all of us, I've always said that the need is going to come one day, said that we need to purchase 10 vehicles, and it sounds like it's next year if we don't get these vehicles this year, and you're going to be in the same position next year, because you're going to need one for it, but then, you know, again, it's an election year, we had to have it on the ballot, I just think there's a need for the money to be there for public safety, public safety is huge, and I don't think people are going to deny that, but that's neither here nor there, they don't fix this problem right now, so three is what I would say, and, you know, that's If you're going to give a recommendation, if not, just send them all there, and then the heavy lifting is going to have to be done anyway, in finance, so it's going to get done one way or another, whether we do it or not, it's going to get done in finance, but I just, it doesn't hurt to have a recommendation like this, Chair. I agree, I make sure we have a recommendation come from the committee to finance and If we say we want all five, finance could take us down to one. They could take us down to one. I don't know what's going to happen when you get done. There's not a lot of money to be dispersed. Well, we'll be pretty if I can take us down to one. Well, yeah, they could. They could. I guess I look at it as I'm like a negotiating, like, you know, okay, we're willing to take a hit. We're willing to take three instead of the five to help out, you know, to help balance this. Maybe they leave us alone. Sure. Let me ask you, the five that you're asking for, are they the same ones that you asked for last year? Yep, exactly the same. Exactly the same setup. Exactly the same. And how many did you ask last? Five. Five? Yep. I think I asked for five to replace nine last year. I'm asking for five to replace eight this year. So we're going to go into the service. Uh-huh. Well, if I could, I'll ease your pain a little bit. So, we will get ahead the way we're working this because the vehicles that we have now are lasting three, hopefully four years longer. So, if we were in that three-year cycle, because technically, what I should be doing right now is any vehicle that was over $100,000, I need to replace this year of that old one. Well, that's far and be gone. That's gone. The chargers are up there, but you only get $200,000 now. that's, that's all gone. So with those vehicles, we will get ahead. As long as I can get some of these high chargers and trucks out of there, we're gaining those three extra years. So you're actually getting two budget cycles farther out there, if that makes sense. So instead of the three year mark, I'm not going to be asking to replace that vehicle till the four, you know, the, I'm sorry, the six year mark, it would be the minimum. it would be the minimum so maybe the seven-year mark if we you know if the vehicles in good condition because right now it's 100 and I'm pushing those to 200 now so right away that gives us six years instead of three if that makes sense so I think that's why we're moving that way now because when I started my first term would be my third this would be my fourth year we should be replacing all those vehicles and we're not we have three years left with the vehicles we have that makes sense it's the old ones that we're from before me that we're trying to get out of there that there's a money, the money being close to me. That definitely. Thunder, isn't it? And, Andrew, maybe you probably don't know, but what would it look like if the vehicle looks like a bunch? Like the remainder? Right. Oh, thank you. Maybe it's 400,000? It's only a hundred thousand. Don't pause them up to the 708, 308, or 305, so I'll start 308, 343. Okay, I'm just thrown in there. And then there's another big ticket item, the chip spreader by the department. So 400 gigs. Yeah. Okay, there it is. So that wouldn't be, it wouldn't cover that piece of equipment. And the chip spreader was used in 2021 or 2022. I think it was 2021. So it's been... I'll just be quiet and let you read it. And that's one piece of a clip that can't be givvied up. You know what I mean? Bush, you can argue the merits of public works, but ideally right now, in the back of your mind, you have all those there, but consideration now is prioritizing the two requests based on the other information you have been added. Okay. Mr. Bush, would love me to make a request. If you could give me the two vehicles and one remote benches, I could make this one. Two vehicles and what was the other day? Just half the bench. One remote bench. I'll take care of the other one and we'll just deal with what we have with the vehicles. I'll do the best that I can with what I've got. I mean, I can see what the financial restraints are with the whole county. I don't want to hog everything, but I mean, I want to make sure everyone knows that it's not, I'm not just, you know, throwing 19 vehicles. out there and hoping for all 19 vehicles. I'm putting five out there because that's what, actually, that's not what I need. I need eight. So I'm already making a sacrifice with five, but I can see the hardship that's going on here. The number's right in front of me. I understand exactly what's going on. If I can get the two replaced, which won't be here until next, after next June anyway, we'll see where we're at. And by the end of that cycle, I'll see where we're at for next year. I will be honest if we get to that point where I've got a couple of vehicles that are sitting just like I do now that we have to get rid of I'm going to have to say I now have 11 vehicles that need to be replaced I might come back with six just to let you know and we'll go from there but that that would be my recommendation right now would be the best I think you can do to to operate the sheriff's office and reduce the liability of the courthouse. Thank you, Sheriff. The Sheriff has spoken, so I attend a motion. I make a motion that we submit our supplemental budget with a minimum of two Tocco police package vehicles and half of the courtroom benches. Second. and Moved by Ms. Hayes, seconded by Mr. Newton. Any questions? Any questions? All in favor? Not a question, one thing to point out. So with the 67, let's go half of the 67 because that's the deal for both. So the number, I'll come up with the other half so we have an exact number to go to the finance with. it's in the half of the 67. So it won't be 38 or 36. We'll do half of the 67 so we can get the deal and save for $7,000. I'm going to say something to Amy, but go ahead. All in favor? Aye. All in favor? Aye. All in favor? Aye. Any comments from committee members? Sam, you said you had something. Yeah, no, I, you know, I know I sound like a broken record, but honestly, it's days like this, it's years like this, that if we had everybody, I mean, nothing beats a tribe with not doing it. I mean, we, we, if we just, we know we can get a half a penny. We know that's what the state has allowed us, making our community the most safe it could be. And I know that's what we want for the least amount of money spent, but we've been given an opportunity that we never finished taking, which is a half a penny. That's one point, at least two million, probably, that goes back into our general fund that will help us offset taking care of this. I mean, I know we got to come to the table and say, well, a good majority has got to go to take care of the sheriff's issues in a year, but I just want everybody to, and I know we got to get out of being, well, politically thinking, well, we raised taxes. Well, it was for the safety. In the 21st century, we want the safest communities outside the city, in the city, everywhere, and having the best vehicle to get there. It's needed. I just think it's time if never before for us to think about you know making that happen and that's not going overboard I know people talk about how much money that is but when you break it down it's not that much per person to keep people safe so I I'm just hoping that at some point sheriff we sit down and say you know let's try nothing hurt but a try to see if we can get that extra half a penny to upgrade our public public safety across the board, whether that's 911, all these storms we've had, I'm sure we really need the best public safety that we can get. I can't worry about the other counties in the state. Everybody hasn't done it, but a lot of them have, and the ones who have done it have experienced great success. It just takes a few people to realize that we want our community to be as safe as it can be, and we're going to try and get that other half a penny that the state said we can have to make safety a priority. Oregon. At some point, it's got to be bigger than what the election about us, you know, or what it looks like at the election time. You know, I'm willing to say, hey, yeah, I raised taxes to make sure that Freeport, Stevenson County was safe as it needed to be. We got the best vehicles. We got the best equipment. We needed to do it because we have got stuff that is happening and we need it. So that's me, but I know everybody don't feel that. They're worried about what other people say, but I'm just saying we have a new share. We couldn't do that before. I know it was contentious. It was contiguous. It was a lot of things, but we are not at that place. We have a good committee, a good county board. We don't fight. We don't have the corn problems like some of our, you know, we know how to talk to one another. It took a long time to get there. I mean, it wasn't easy. It was a decade of craziness. I mean, you guys remember the way that we remember. But we're not there anymore. So let's think about how all of us can share the load and get that public safety money. That's probably, to me, an easier way. I know you can budget to death, but it still don't fix the problems that we got. And it'll take relief if we really care. It's going to take pressure off the whole rest of the county board and every department by us having more money to spend to take care of this. That would have been an extra $700,000 to be used for the rest of the board if we had a little more money and another $500,000 if it actually, I don't know if the numbers are correct, and what are we taking now for public safety tax? I'm budgeting 3.3. So just from the tax? Yes. 3.05. 3.05 million? Yes. So double it, that's 6 million. I mean, I think that problems go away. But my point is, you do that, you got is you do that, you free us up, we won't lose more hair because we can't replace cars and whatever else. Thank you, sir. Well said. Well said. Give me any other comments. Anything you most, so we'll move on to Mr. Busker. Second by Ms. Hayes. All in favor? All opposed? Thank you. Thank you. That was fun.
